Description:  Following the presentation of the Bobkatz and Kittens Awards of Excellence, the Board will take a brief recess to congratulate recipients along with their family and friends.
V. Public Comments
Presenter:  Daniel Beyer- Board President
Description:  At regular Board meetings, the Board shall permit public comment, regardless of whether the topic is an item on the agenda posted with notice of the meeting.  All public comments are governed by board policy BED (LOCAL) - BOARD MEETINGS, PUBLIC PARTICIPATION.

Individuals who wish to participate during this portion of the meeting shall sign up with the presiding officer before the meeting begins and shall indicate the agenda item or topic on which they wish to address the Board.

 
VI. Consent Agenda
Description:  The consent agenda shall include items of a routine and/or recurring nature grouped together under one action item.  For each item listed as a part of the consent agenda, the Board shall be furnished with background materials.  All such items shall be acted upon by one vote without separate discussion, unless a Board member requests that an item be withdrawn for individual consideration.  The remaining items shall be adopted under a single motion and vote.

VII. Construction Report

VII.A. Report of E3 Entegral Solutions for work in the Old Gym, High School, and Gym Foyer as Part of Phase 2 of the Bond Program.  Painting as needed will be part of this bid as well.

Description:  E3 Entegral Solutions expects to have a bid for action at the July board meeting.

The same contractor could possibly be used to paint the "old" Upper Elementary Hallways and the Administration Building, which are not part of the Bond Program.

VIII.B. Presentation of Certificate of Election to Debra Luksovsky (Place 1)

Description:  BBBB (LEGAL) - ELECTIONS, POST-ELECTION PROCEDURES

After the completion of a canvass, the presiding officer shall prepare a certificate of election for each candidate who is elected to an office for which the official result is determined by the board’s canvass. A certificate of election must contain:
  1. The candidate’s name;
  2. The office to which the candidate is elected;
  3. A statement of election to an unexpired term, if applicable;
  4. The date of the election;
  5. The signature of the officer preparing the certificate; and
  6. Any seal used by the officer preparing the certificate to authenticate documents that the officer executes or certifies.
The authority preparing a certificate of election shall promptly deliver it to the person for whom it is prepared, subject to the submission of a recount petition. [See Effect of Petition, above]

A certificate of election may not be issued to a person who has been declared ineligible to be elected to the office.

A certificate of election shall be issued to each unopposed candidate declared elected in the same manner and at the same time as provided for a candidate elected at the election. The candidate must qualify for the office in the same manner as provided for a candidate elected at the election. Election Code 2.053(e)

All elected and appointed board members, before taking the oath or affirmation of office and entering upon the duties of office, shall sign the required officer’s statement. The statement shall be retained with the official records of the office. Tex. Const. Art. XVI, Sec. 1(b), (c)
 
VIII.E. Oath of Office for Debra Luksovsky (Place 1), David Beyer (Place 2), and Chad Chaloupka (Place 3)

Description:  BBBB (LEGAL) - ELECTIONS, POST-ELECTION PROCEDURES

All elected and appointed trustees, before they enter upon the duties of the office, shall take the official oath or affirmation of office. Newly elected trustees shall file their official oaths with the board president. Tex. Const. Art. XVI, Sec. 1(a); Education Code 11.061(a)

The oath may be administered and a certificate of the fact given by the individuals listed at Government Code 602.002, including:
  1. A judge, retired judge, or clerk of a municipal court.
  2. A judge, retired judge, senior judge, clerk, or commissioner of a court of record.
  3. A justice of the peace or clerk of a justice court.
  4. A notary public.

VIII.F. Reorganization of the Board

Description:  BDAA (LEGAL) - OFFICERS AND OFFICIALS, DUTIES AND REQUIREMENTS OF BOARD OFFICERS

At the first meeting after each election and qualification of Board members, the members of the Board shall organize by selecting:0)
  1. A president, who shall be a member of the Board.
  2. A secretary, who may or may not be a member of the Board.
  3. Such other officers and committees as the Board may deem necessary.

VIII.G. Consider Approval of Invoice for final draw down at project completion.  
VIII.H. Discuss and Authorize signatures on Project Modification Forms

VIII.I. Consider and Approve the purchase of a District wide VOIP Phone system.
Description:  Currently there is no district wide phone system.  The VOIP phone system will be paid for out of Bond Fund interest.

Description:  To be able to certify Federal CIPA compliance, all devices on the Moulton ISD network must be filtered.  Filtering can not be achieved on personal devices.   
XII.C.1.b. Wireless Access for All MISD Staff
Presenter:  Dr. Renee Fairchild
Description:  The wireless password will be changed and manually added to devices used by staff that will be on the network.  To ensure Federal CIPA compliance, the district must certify that personal devices are filtered to the appropriate degree for adults.  This certification is required for Erate and other federal grants.

Description:  Two years ago the district was set to use the online Purchase Order system that is included in the Ascender software.  Roles and approval paths were established at that time.  During the month of June Amy and I will be working and training on the system to move forward with this.  Electronic processes help to ensure purchasing compliance and budget levels.
