Description:
A. APPOINTMENTS
Faculty Gandy, Brent - Instructor, Automotive Collision Technology Effective Date: February 14, 2022 Salary: $44,416/year, 9 months, full-time Qualifications: All-Lines Adjuster Certificate Experience: 31 years related experience Replacement for: Eddie Casias Bio: Mr. Gandy owns and operates two body and collision shops and serves on the Advisory Board for Autobody TSTI Hendricks, Gordon - Instructor, Advoc Prof Truck Ops Effective Date: February 7, 2022 Salary: $45,000/year, 9 months, full-time Qualifications: Truck Driving Certificate Experience: 9 years related experience Replacement for: Ronnie Knauth Bio: Mr. Hendricks is a US Navy Veteran. While in service, Mr. Hendricks’s duties were operating straight trucks with gross weights up to 26,000 pounds. After the service, he went to Amarillo College and received his Truck Driving Certificate in 2017. After receiving his certificate, Gordon continued to drive for Schwerman Trucking where he possessed a Class A CDL with Tanker, doubles, triples, and hazmat endearments. Shanks, Melissa - Instructor, Associate Degree Nursing Effective Date: February 28, 2022 Salary: $43,518/year, 9 months, full-time Qualifications: Bachelor's Degree Experience: 6 years related experience Replacement for: Janie Lane Bio: Ms. Shanks received her Bachelor of Science in Nursing from West Texas A&M University in 2017. Ms. Shanks is certificated in Emergency Nursing Pediatric Provider, AMA BLS Provider, AMA Advanced Cardiovascular Life Support, NIHSS Certification, Advanced Trauma Care for Nurses, Texas BON Nursing License #924066. B. BUDGET AMENDMENTS The Budget Amendments for approval by the Board are attached. After discussion, the Board may wish to approve the Consent Agenda. |
6. CONSIDERATION OF CHANGES TO AMARILLO COLLEGE BENEFIT PLAN (ACBP)
Description:
Approval is requested to proceed with the amendment and restatement of the Amarillo College Benefit Plan 403(b) effective September 1, 2022, to allow all eligible Amarillo College employees (including both part-time and full-time employees) to participate in a single 403(b) Plan; and to proceed with the freezing of the 457(b) Plan, the Survivor Benefit, and the Disability Retirement Benefit.
Upon completion of this amendment and restatement, Amarillo College full-time employees will enjoy greater flexibility to enter the ACBP with a lower minimum contribution requirement, making it easier to begin saving for retirement, with the same employer matching as today, up to 6.65%. Additionally, employees transitioning between full-time and part-time employment statuses will enjoy the benefit of remaining in the same plan regardless of status. After discussion, the Board may wish to approve the request to proceed with the amendment and restatement of the ACBP. |
7. AMARILLO COLLEGE REQUESTS APPROVAL FROM THE BOARD OF REGENTS TO CONTRACT WITH GIBSON CONSULTING GROUP, INC. TO EVALUATE OUR CAREER ACCELERATORS ADAMS EARN AND LEARN INITIATIVE. THE GIBSON CONSULTING GROUP, INC. EVALUATION CONTRACT WILL BE FOR TWO-YEARS, BEGINNING MARCH 2022, AND WILL COST $86,865
Description:
Gibson will provide the following evaluation services: a. Qualitative data collection and analysis with program staff, faculty, and participating employers/business partners to inform formative and summative evaluation findings; b. Faculty and student survey data collection and analysis to inform formative and summative evaluation findings; c. Quantitative analyses of student outcomes for participating and nonparticipating students; and, d. Development of annual evaluation reports to inform formative program implementation fidelity improvements and summative program evaluation results.
All costs associated with the evaluation contract with Gibson Consulting Group, Inc. will be funded by Amarillo College’s Thoma Foundation grant. A copy of the report was provided to the Regents. After discussion, the Board may wish to approve the contract with Gibson Consulting Group, Inc. |
8. INVESTMENT REPORT
Description:
The Board of Regents will be presented the Quarterly Investment Report for the period December 1, 2021 through February 28, 2022.

9. SALE OF COUNTY PROPERTY OBTAINED THROUGH SHERIFF'S SALE
Description:
Properties foreclosed for taxes and sold at a "Sheriff's Sale" must sell for a minimum bid which is the lower of the adjusted value or the taxes due plus costs of the sale. In some cases, this puts the price above what people will pay at a "Sheriff's Sale." Those properties which do not sell are then held in trust by the county/school tax office. The law provides that they can be offered for sale by sealed bids or auction without a minimum bid at a later date.
A listing of those properties and additional information are attached on pages 5-6. Board approval is required because the properties are held in trust by Potter County. The Potter Tax Assessor/Collector recommends acceptance of these bids as this puts the property back in production and on the tax rolls. The motion should authorize the Chairman of the Board of Regents to execute the Tax Deeds transferring these properties to the successful bidders. After discussion, the Board may wish to authorize the chair of the Board of Regents to execute the Tax Deeds. |
