Description:
Welcome to a meeting of the Board of Education of the Township of Holland. Please be advised that this and all meetings of the Board are open to the public and media, consistent with the Open Public Meetings Act (Chapter 231 Laws of 1975); and that advance notice as required therein has been provided. This is a regular meeting of the Board of Education of the Township of Holland at which formal action may be taken. The public will have an opportunity to be heard as indicated on the Agenda, at points in the meeting provided for the public to address the Board.

Upon the recommendation of the Superintendent of Schools that the Board approve the Work Session minutes and Executive Work session minutes of Feb. 16th, 2021, along with the Regular meeting minutes of Feb. 23, 2021. |

Upon the recommendation of the Superintendent of Schools that the Board approve the Bill List dated Feb. 28, 2021 check number NO430 thru NO226 in the amount of $318,389.26. |
F.3. Finance
1) Upon the recommendation of the Superintendent of Schools that the Board approve the transfers for the month ending January 31, 2021as submitted by the Superintendent, as authorized by N.J.S.A. 18A:22-8.1. 2) To accept the Holland Township Board of Education's certification that the Superintendent, Stephanie Snyder, recommends that the Board of Education accept the monthly financial reports of the Board Secretary and the Treasurer of School Moneys for the months ending January 31, 2021 and she recommends in compliance with N.J.A.C. 6:20-2.13(3) that the Board of Education certify that no major account or fund has been overexpended and that as of this report sufficient funds are available to meet the District's financial obligations for the remainder of the fiscal year. 3) Upon the recommendation of the Superintendent of Schools that the Board accept the School Business Administrator/Board Secretary's, Brian McCarthy certification as required by N.J.A.C. 6:20- 2.13(d), that no line item account has been over expended as of January 31, 2021 and that as of this date sufficient funds are available to meet the District's financial obligations for the remainder of the fiscal year |

I.3. Approve Maternity Leave/NJ Family Leave Insurance Program/FMLA/NJ Family Leave Act
RESOLVED that upon the recommendation of the Superintendent the Holland Township Board of Education approves Lauren Aversa's maternity leave utilizing FMLA starting on or about June 1, 2021 through end of school year. Mrs. Aversa will utilize all accumulated Sick, Personal and Family Illness Days. FURTHER RESOLVED that upon the recommendation of the Superintendent the Holland Township Board of Education approves Lauren Aversa's NJFLA leave request utilizing New Jersey’s Family Leave Insurance Program to begin on or about August 24, 2021 for the maximum 12 weeks. FURTHER RESOLVED that upon the recommendation of the Superintendent the Holland Township Board of Education approves Lauren Aversa's request for unpaid leave for the remainder of the 2021-2022 with a return to work date as the first day of the 2022-2023 school year. |
I.4. Approve NJ Family Leave/NJ Family Leave Insurance Program
RESOLVED that upon the recommendation of the Superintendent the Holland Township Board of Education approves Melanie Sloyer's NJFLA leave request utilizing New Jersey’s Family Leave Insurance Program to begin on or about September 20, 2021 for the maximum 12 weeks. Mrs. Sloyer will utilize 5 (5) sick days starting on or about September 13, 2021. Mrs. Sloyer's return to work date will be on or about December 13, 2021. |
I.5. Approve NJ Family Leave/NJ Family Leave Insurance Program
RESOLVED that upon the recommendation of the Superintendent the Holland Township Board of Education approves Cindi Cliffords's NJFLA leave request utilizing New Jersey’s Family Leave Insurance Program to begin on or about March 16, 2021 for the maximum 12 weeks on an intermittent basis. Mrs. Clifford will utilize 5 (5) sick days prior. |
I.6. Approve NJ Family Leave/NJ Family Leave Insurance Program
RESOLVED that upon the recommendation of the Superintendent the Holland Township Board of Education approves Emily Martin's NJFLA leave request utilizing New Jersey’s Family Leave Insurance Program to begin on or about September 1, 2021 for up to the maximum 12 weeks. Mrs. Martin will utilize 5 (5) sick days starting on or about August 24, 2021. Mrs. Martin return to work date will be on or about November 8, 2021. |

K.1. Approve State Aid for the 2021-2022 (FY22) School Year
RESOLVED, that upon the recommendation of the Superintendent the Holland Township Board of Education accept the FY22 State Aid in the amount of $1,255,075 less $15,049 adjustment for SDA debt service funding, for an adjusted total of $1,240,026 Equalization Aid: $ 728,821 School Choice Aid: $ 107,145 Transportation Aid: $ 36,300 Special Education Categorical Aid: $373,356 Security Aid: $9,453 Total Aid: $1,255,975 |
K.2. Approve Tentative 2021-2022 (FY22) Budget and Submission to County DOE
DISTRICT BUDGET STATEMENT 2021-2022 Motion made by __________, seconded by __________, upon the recommendation of the Superintendent of Schools that the Board approve the following resolution: BE IT SO RESOLVED, to approve the tentative 2021-2022 School District Budget for submission to the Hunterdon County Department of Education as follows: General Fund Operating Budget: $12,965,403 Special Revenue Fund (Grants and Entitlements): $161,753 BE IT FURTHER RESOLVED, to acknowledge that the 2021-2022 School District Budget as described above results in tax levies as follows: General Fund (Tax Levy) $10,146,328 The following Capital Reserve Outlay and Maintenance Reserve Outlay Expenditures, as outlined in the 2021-2022 Budget, to be undertaken for the health and safety of the students, funded by Capital Reserve and Maintenance Reserve Accounts: Projects using Capital Reserve Account: RENOVATE/HVAC AUDITORIUM: $900,000 TOTAL CAPITAL RESERVE: $900,000 Projects using Maintenance Reserve Account: 7TH GRADE BOYS BATHROOMS: $ 100,000 7TH GRADE GIRLS BATHRROOMS: $ 100,000 RESTROOM PARTIONS GRADES 1 &2 : $ 20,000 EXHAUST FAN MIDDLE GYM: $15,000 NEW LED LIGHTING: $ 10,000 TOTAL MAINTENANCE RESERVE: $ 245,000 The School District has proposed programs and services in addition to the New Jersey Student Learning Standards adopted by the State Board of Education. WHEREAS, School District Policy #6371-N.J.A.C. 6:A23A-7 provides that the Board of Education shall establish in the annual budget a maximum expenditure amount that may be allotted for such travel and expenses reimbursement for the 2021-2022 school year. NOW, THEREFORE, BE IT RESOLVED, that the Holland Township Board of Education hereby established the School District travel maximum for the school year at the sum of $65,000.00 Regular business travel maximum is $1,500 per person. BE IT FURTHER RESOLVED, that the School Business Administrator shall track and record these costs to insure that the maximum amount is not exceeded. |
K.3. Approve Use of Bank Cap in FY22 Budget
RESOLVED, upon the recommendation of the Superintendent, the Holland Township Board of Education approves the use of $283,810 Banked Cap in the 2021-2022 (FY22) Budget. The district needs the latter unused taxing authority to balance FY22 budget, as a result of the reduction in State Aid. |
K.4. Approve SPEIZLE Submission of HVAC Upgrade Project to DOE
BE IT RESOLVED, by the Holland Township Board of Education to approve the submission of the HVAC Upgrades at Holland Elementary School to the New Jersey Department of Education, DOE State Project #19-2220-060-21-1000, for review and Department approval of an “other capital project” with no state funding which is consistent with the 2019 approved long range facilities plan. Further, the Board authorizes Spiezle Architectural Group Inc., to make the submission to the Department of Education on behalf of the district.

K.5. Approve SPEIZLE submission of Roof Project to DOE
BE IT RESOLVED, by the Holland Township Board of Education to approve the submission of the Bus Garage Roof Replacement to the New Jersey Department of Education, DOE State Project #19-2220-X01-21-1000, for review and Department approval of an “other capital project” with no state funding which is consistent with the 2019 approved long range facilities plan. Further, the Board authorizes Spiezle Architectural Group Inc., to make the submission to the Department of Education on behalf of the district.

K.6. Approve Pat's Lawn Care Contract (April 1, 2021 - November 30, 2021)
RESOLVED, upon the recommendation of the Superintendent, the Holland Township Board of Education approves contract with Pat's Lawn Care to provide Lawn care services from April 1, 2021 through November 30, 2021, at at rate of $2,750 per month for total of $22,000. |

WHEREAS the “Open Public Meetings Act” (Chapter 231 Laws of 1975) authorizes a public body to exclude the public from that portion of a meeting at which specified topics are to be discussed under circumstances where the public consideration of such topics will clearly endanger the public or where the personal privacy or guaranteed rights of individuals whose activities or affairs are to be discussed would clearly in danger of unwarranted invasion; be it RESOLVED that the Board of Education of the Township of Holland now adjourns its public session to reconvene in Executive Session for the purpose of discussing the following: __Confidential Matters by Law or Court Order __Purchase Property __Personnel Matters __Invasion of Individual Privacy Employee or Student __Investigation into Violations of Law __Suspension, Civil Penalty or Loss of a License or Permit __Disclosure would Impair District’s Right to Receive Funding __School/Public Security _XCollective Bargaining __Pending, Ongoing or Anticipated Litigation And be it further RESOLVED that the matters discussed in Executive Session will be made public when confidentiality is no longer required. |
