V. 2020-21 BUDGET PROCESS

Description: The purpose of this agenda item is to review a draft of the Final Version of the 2020-21 budget. Attached please find the draft budget as well as a draft of the property tax levy. As a reminder, we have highlighted in yellow all changes since the last draft of the budget. Also attached please find a Referendum Approved version of the draft budget. The Referendum Approved draft budget only includes the pages that would vary if the Referendum is approved. We have highlighted the changes in orange.

The changes in this draft of the budget include:

Fund 10:

The building budgets for grades K-8 have been updated according to the resource allocation model, based on the September student count
Grant budgets
Utility budget
Transportation (both Funds 10 and 27)
Capital Projects budget (high school field house project)
District Wide budgets (open enrollment, insurance costs, tuition payments, cash flow borrowing, etc.)
Salaries & Benefits (to reflect all retirements, resignations, new hires, open positions, etc.)
Technology (to move funds to the CARES grant)
Business Office (to pay for COVID related expenses
Wellness Clinic
Summer School (lower budget due to lower participation)
4K program (increased budget due to increased enrollment count from prior year)
High School Budget (to add both revenues and expenses for AP/PSAT exams)
Revenues have been adjusted based on the September 2020 student count, state certification aid, property taxes, state computer/personal property aid, medicaid, cash flow borrowing premium, workers compensation dividend, interest, grants, transportation aid, summer school fees student fees, insurance payments received, property sales, rentals, aid for mental health, medicaid, other district payments and miscellaneous payments)

Fund 27: Revenues have been adjusted based on grants, and prior year's activity. Expenses have been adjusted based on grants, transportation and salaries & benefits (to reflect all retirements, resignations, new hires, open positions, etc.)
Fund 41: Expenses have been adjusted to reflect additional COVID related school reopening expenses
Fund 72: Revenues and expenses have been adjusted to reflect prior year's activity for the scholarship fund
Fund 73: Revenues and expenses have been adjusted to reflect prior year's activity for the post employment benefit trust fund

Administration will review all of these changes with the Committee members at the meeting.
