Description:
Attached is the Notice of the April 2018 School Board Election. Peggy Hill-Breunig's and Mark Hetzel's seats are on the ballot this spring. Please note that the seat we have traditionally titled "Westport" is listed more broadly per our policy and includes Westport, Madison, and Middleton language used in this notice is the same at it will appear on the ballot in April.

IX.C.3. Tax Increment District - School Board Parameters
Description:
Attached please find a document for the School Board on the topic of tax incremental districts. The goal of this document is to provide direction to the School Board Liaison to the Joint Review Board (JRB), while providing the Liaison with the flexibility to review the facts of the specific tax incremental district being proposed, and empower the Liaison to act on the tax incremental district without the requirement for a School Board review/vote on each tax incremental district that is being proposed.
We are requesting your feedback on this document and would like the Board to adopt it as the guiding parameters for your representative on the JRB. The TIF districts that are currently moving forward within the JRB process will be voted on by the JRB in January. The School Board can consider adoption of the proposed position/ parameters document at either the November or December Board Meeting. Please contact me or Steve if you have any questions. We will take some time at Monday's meeting to present this document to the Board and solicit your feedback.

Description:
Attached please find a short presentation from Tim Schell regarding our district Science, Technology, Engineering, Arts, and Mathematics (STEAM) initiatives. Additionally, on Monday you will hear from Jeff Willauer and Kayla Proctor on the work they are doing in the Innovation Center. They will have a presentation on Monday night, too, that was not ready in time for the release of our Board Packet.

IX.D.2. Professional Development
Description:
Tim Shell will provide the Board a Strategic Planning update on the status of professional development in the district. He will touch on a historical perspective to provide you context to this topic, as well as what is happening currently, and the vision for the future. A significant part of the future vision involves other employee groups than teachers, and runs in conjunction with our strategic planning vision for employee salary and benefits.

IX.E.2. Request for Additional ELL Assistant
Description:
Attached please find a memo from Janet Thomas, Assistant Director of Student Services, regarding a request for an additional English Language Learning Assistant position. This population of students continues to grow and I support adding the proposed position at this time. This position would initially be funded using this year's Contingency Funds, and is eligible for Transfer of Service funds. Janet has worked with Steve Summers on the process to apply for Transfer of Service funds for next year.

IX.E.3. Facility Use Rental Fee Exemption Request
Description:
Attached please find a Facility Use Fee Exemption Request from the Wisconsin Warriors Wheelchair Soccer Team. The Assistant Coach is Chris Neitzel, who is also a resident and parent of one of our students who participates on this team. Without the exemption, our policy requires them to pay for use of the facility because the roster for the team does not include 80% resident students. I ask you to consider this exemption from the point of view that the number of students in any given community who would/could participate in this type of activity for students with disabilities is very small, so an 80% local threshold is not realistic to be able to meet. I advocate that if we have one of our students who is participating in this limited activity, consideration should be given to grant the waiver. I also think that any request of this nature should be brought to the board for annual consideration.

Description:

X.C.2. Consideration of Tentative Agreement with Waunakee Teachers Association for 2017-2018
Description:
The Human Resource Committee met with the Waunakee Teachers Association for the purposes of bargaining the 2017-2018 collective bargaining contract. Per State Law, the district and the WTA can negotiate for base wages not to exceed 1.26% for the 2017-2018 contract term. We are forwarding to the Board for consideration a tentative agreement of 1.26% base wage increase.

Description:
Attached you will find the 2017-18 Budget Status report as of October 31st, 2017,
and the Cash Reconciliation report for September 2017. Please note that the district will be invoicing the Waunakee Area Education Foundation in the near future for the first repayment of donated funds for the Warrior Stadium project. Please also note the wellness clinic expenses have been separated out as its own line item on the monthly financial report. The budgeted amount is $0, because the School Board has previously approved funding the wellness clinic as a trial out of the district fund balance account.
