Description:  The estimated values for Roberts county are higher than the 21-22 values.
The certified M&O values for this year are $277,636,959 and the estimated values came in at $332,735,156 for  M&O .
The certified I&S values for this year are $347,204579 and the estimated values came in higher at $390,134,267.

Gray county certified values for this year are $8,258,943 and the estimated values came in lower at $7,379,438. 

The district will receive the certified values in July for the 2022-2023 year.  
4.C. Roberts county Central Appraisal District Budget
Description:  The third page of the attachment is an estimate of what the District will pay the appraisal district for the 21-22 school year.

5.A. Review District's Investment Policy
Description:  Annually our investment policy is to be reviewed by the board.  The policy has not changed since the last time is was reviewed.
5.B. Discussion and possible action to approve the 2022-2023 Instructional Allotment and TEKS Certification

Every school district and charter school must certify annually to the State Board of Education and the commissioner that students have access to instructional materials covering all Texas Essential Knowledge and Skills (TEKS) for all required subjects, except physical education. Certification is accomplished by completing the Allotment and TEKS Certification process. Districts will be unable to order instructional materials through EMAT until the certification is received.

The next deadline for submitting the certification form is May 28, 2022. 

PE and health are up for adoption for the 22-23 school year.

5.C. Discussion and possible action to approve invoice for bus repairs
Description:  The bus repairs cost more than the original quote which put the invoice over the $5,000 approval for me. The insurance paid all but the deductible amount which was $1,000. 
5.D. Discussion and possible action to purchase a router from Lakeshore Learning
Description:  ESC 16 tech support believes our internet is running slower because of needing a new router. Erate (federal dollars) will cover 80% of the cost. 
5.E. Discussion and possible action to approve an increase to the housekeeping staff wages.
Description:  With the increase in the cost of living, I would like to increase the housekeeping salaries to finish out the school year. I am concerned that one or both could leave to find a job that pays more money.  We are still one housekeeper short since December. 
One employee makes $10.00 per hour or $18,080 annually. I would like to increase her to $13.00 per hour. That would be about a $452 a month increase or an annual salary of $23,504.
The other housekeeper makes $15.72 per hour and I recommend increasing her salary to $17 per hour, which is a $192-month increase and an annual salary of $30,736. 
Roberts county pays janitors $16.00 per hour.  The housekeepers at the school have more challenging issues to deal with than those cleaning the courthouse and annex, in my opinion.  
5.F. Discussion and possible action to increase the teacher salary schedule for the 2022-2023 year.
Description:  When analyzing what area schools are paying, there is a trend of those paying above teacher base where step zero is significantly higher than state base; although when you look into the years starting around 7 -10, the pay is not as significant. I suggest looking at setting the first few years higher than $5,000 above base to attract new teachers.  When you read the headlines, papers always publish what beginning teachers make. Candian starts at $41,000 and Lefors starts at $40,694.21. I would consider starting step zero at $42,000. The last attachment shows starting out at $42,000.  Steps 0-6 are more than $5,000.  Steps 7-30 are $5,000 above state base. 
I would also encourage the board to set up an annual returning incentive pay similar to the county. Roberts county pays a longevity amount to each employee of about $1,600.  I do not know if that starts after one year or if you have to be there for 5 years to start getting longevity pay. Maybe a board member knows more about the longevity pay.
I would also suggest increasing the stipend for having a master's degree from $1,000 to $2,000.
If the board feels comfortable with taking action on teacher salaries, I do not think it can wait until May or June. I believe it needs to happen sooner than later so we do not lose teachers and it helps with trying to recruit teachers.
