II. Executive session to discuss the appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the public body or legal counsel for the public body, including hearing testimony on a complaint lodged against an employee of the public body or against legal counsel for the public body to determine its validity; collective bargaining matters; and, further, discussion of minutes of meetings lawfully closed under the Open Meetings Act, for semi-annual review of the minutes as mandated by Section 2.06. [5 ILCS 120/2(c)(1)(2)(21)]

IV.A. Consideration to approve the minutes of the June 21, 2021 regular board meeting.
IV.B. Consideration to approve the executive session minutes of the June 21, 2021 regular board meeting; and further, to make public certain executive session minutes from January 2021 through June 2021 according to the requirements of Illinois law; and further, to enact Board Policy 2:220 - Board of Education Meeting Procedures - entitled "Verbatim Record of Closed Meetings", to destroy and destruct the audio recordings of all closed meetings after 18 months have passed since being made, which would include all closed meetings prior to January of 2020.

IV.C. Consideration to award the following cafeteria bids according to the bid specifications, lowest bidder, and in the best interest of the school district:  bread and bread products to Alpha Baking Company Inc, 7450 Halls Street, St. Louis, MO 63147; dairy items to Prairie Farms Dairy, 10518 Old U.S. Hwy 50 East, Breese, IL 62230; and dish chemical items to Kohl Wholesale, 130 Jersey Street, Quincy, IL 62301, effective for the 2021-2022 school year.

IV.D. Consideration to approve Waterloo High School Early Graduation Application(s) as per Waterloo CUSD5 Section: Instruction - Policy No. 6300 for the following students: Kyra Bordeaux, Mary Brinkmann, Hallie Sellers, Peyton Smith, and Madison Wilson.
IV.E. Consideration to employ Linda Lung as a part-time (3-hour) cafeteria worker, for the 2021-2022 school year, effective August 10, 2021, contingent upon the results of a background check and TB test.
IV.F. Consideration to employ Stefanie Gould as a full-time special education paraprofessional, for the 2021-2022 school year, effective August 10, 2021, contingent upon the results of a background check and TB test.
IV.G. Consideration to employ Taylor Mulherin as a full-time special education paraprofessional, for the 2021-2022 school year, effective August 10, 2021, contingent upon the results of a background check and TB test; and obtainment of paraprofessional licensure.
V. Motion to accept the treasurer's report, student activity reports, and to authorize investments.

IX.A. Consideration to: 1) instruct the Superintendent to have the tentative budget for the 2021-2022 fiscal year prepared for Board review; 2) set the time and place for a public hearing at the September 20, 2021, regular board meeting on the tentative budget; and 3) instruct the Board Secretary to give notice according to law and Board policies that the tentative budget will be on file and conveniently available for public inspection for thirty days prior to the public hearing with the date of being on display set on Thursday, August 19, 2021.
IX.B. Consideration to approve the 2021-2024 Agreement Between the Board of Education of Waterloo Community Unit School District No. 5 and the Waterloo Classroom Teachers' Association (WCTA, IEA, NEA), effective August 1, 2021.
IX.C. Consideration to approve a Memorandum of Understanding for the 2020-2025 Agreement Between the Board of Education of Waterloo Community Unit School District No. 5 and the Waterloo Association of Service Personnel (WASP).
IX.D. Consideration to approve The Cornerstone Insurance Group as the insurance agent for all medical, dental, vision, life, and voluntary life for Waterloo Community Unit School District No. 5.
IX.E. Consideration to approve a formal request from Byrne & Jones regarding a force majeure supply chain issue and increased costs.
IX.F. Consideration to approve the extra-duty assignments, effective for the 2021-2022 school year as per recommendation from the District Athletic Director, Brian Unger, and administration.
