6.Q. 2025 CCATT Annual Conference. The 2025 Community College Association of Texas Trustees (CCATT) Annual Conference has been set for Thursday, Friday, and Saturday, September 11-13, 2025, in West Lake Hills, Texas, at the Hotel Viata. The theme for the conference is Tactful Trusteeship: From Case Studies to Campus Solutions. Members of the Board of Regents are encouraged to attend with Dr. Vincent Solis, President. Registration for the conference is to be made through Annaliza Gideon, Chief of Staff and Board Relations. 6.R. ACCT Annual Leadership Congress. The 2025 ACCT Annual Leadership Congress is scheduled for October 22-25, 2025, in New Orleans, Louisiana. The theme for the conference is Reimaging Community College: Innovation for a Changing World. Members of the Board of Regents are encouraged to attend the conference with Dr. Vincent Solis, President. Registration for the conference is to be made through Annaliza Gideon, Chief of Staff and Board Relations, no later than Friday, August 1, 2025. 6.S. Board Policy Review. At the Board Workshop on February 13-14, 2009, Regents initiated a systematic review of Board policy. It was suggested that a number of Board policies be included for review as part of each monthly agenda. Questions regarding the referenced policy may be addressed to the President prior to the meeting for clarification and/or discussion.

8.A. FY 2026 Budget and Tax Planning Calendar. Attached is the FY 2026 budget and tax planning calendar. It is recommended that the Board approve the Budget and Tax Planning calendar, which includes a Special Called Board meeting on August 4th at 5:30 pm.
It would be appropriate for the Board to approve the FY 2026 Budget and Tax Planning Calendar.

8.B. Readoption of Tax Abatement Guidelines and Criteria. Chapter 312, Property Redevelopment and Tax Abatement Act, of the Texas Tax Code permits taxing units to enter into abatement agreements provided certain conditions are met. On October 12, 1988, the Brazosport College District Board of Regents approved a resolution of the Board’s intent to participate in tax abatement and established guidelines and criteria governing tax abatement agreements. These guidelines and criteria must be readopted every two years or sooner if changes are made by Brazoria County. On July 23, 2024, the Brazoria County Commissioners’ Court reaffirmed current guidelines and criteria. The Vice President, Financial Services & CFO, is recommending Board reaffirmation of the current College Tax Abatement Guidelines and Criteria, Application and Agreement which are attached.
It would be appropriate for the Board to reaffirm the revised Tax Abatement Guidelines and Criteria, Application, and Agreement.

8.C. Bank Depository Contract Renewal. Attached is a communication from the Vice President, Financial Services & CFO, recommending Board approval to award the bank depository contract to First National Bank of Lake Jackson for the period of September 1, 2025, through August 31, 2027. The President joins this recommendation.
It would be appropriate for the Board to approve the bank depository contract with First National Bank of Lake Jackson for the period from September 1, 2025, through August 31, 2027.

8.D. Foreign Trade Zone No. 149 Name Change. Attached is a memo from the Foreign Trade Department informing Brazosport College of a name change for Animal Nutrition & Health, LLC (“ANH”), formerly known as DSM Nutritional Products, Inc. (“DSM”) which is affiliated with the Volkswagen Abatement.
It would be appropriate for the Board to approve this item.

8.E. Board Policies.

8.E.1. Proposed Amended Board Policy – DEC (LOCAL) Compensation and Benefits: Leave and Absences. The Vice President, Human Resources, requests the review of the amended Policy DEC (LOCAL). This policy adjusts the College’s paid personal leave from 18 hours to 40 hours, allowing an employee who is eligible for sick leave to use 40 hours of paid sick leave per academic year to conduct personal business in accordance with administrative regulations.
Attached is a copy of the proposed amended policy with existing policy language appearing as regular text, deleted language appearing in red font with a line through it, and new language in blue. This proposed policy is presented for first reading.
