6.L. ACCT Annual Leadership Congress. The 2023 ACCT Annual Leadership Congress is scheduled for October 9-12, 2023, at the Aria Resort and Casino in Las Vegas, Nevada. The theme of the conference is Building a Legacy: Uplifting Students and Transforming Communities. Cheryl Sellers has confirmed her attendance. If other Regents are interested in attending, reservations are to be made through Annaliza Gideon, Executive Assistant to the President. 6.M. President's Reception and Opening Concert. The President’s Reception and Opening Concert for the Clarion is scheduled for Friday, October 6, 2023. The reception will begin at 6:00 p.m. and will be held in the Corporate Learning Center. The concert, featuring Jewel, will begin at 7:30 p.m. The sponsor for the evening is BASF Corporation. Invitations will be extended to the Board of Regents by mail. A copy of the electronic invitation is attached.

6.N. BC Foundation Scholarship Soiree. The next biennial Scholarship Soiree “Cirque Du Sioree” will be held on Friday, September 29, 2023, from 7:00 p.m. – 11:00 p.m. at the Dow Academic Center. Dow is the presenting sponsor with Fernando and Fernanda Signorini serving as Honorary Chairs. Courtney Birdsong and Natalie Broaddus are the event chairs. The entertainment for the evening will be a combination of Cirque-style acts and a magic show. Invitations were mailed in late June. A copy of the electronic invitation is attached. 6.O. Board Policy Review. At the Board Workshop on February 13-14, 2009, Regents initiated a systematic review of Board policy. It was suggested that a number of Board policies be included for review as part of each monthly agenda. Questions regarding the referenced policy may be addressed to the President prior to the meeting for clarification and/or discussion.

8. New Business

8.A. Adoption of Tax Rate. At the August 21, 2023 Board meeting, the Board adopted the FY 2023-2024 budget of $65,000,000. The Board also proposed the no new tax rate of $0.264831, which is a decrease of 7.37% compared to last year’s tax rate.
It would be appropriate for the Board to adopt the attached resolution adopting the tax rate for the tax year of 2023, which the college collects in FY 2023-2024.

8.B. Nursing Program Vendor Approval. The Interim Vice President, Financial Services & CFO, provides the attached communication recommending Board approval of the listed preferred suppliers which are anticipated to have goods and/or services purchased for an amount greater than $100,000. The Nursing and Allied Health Department will be utilizing the Texas Workforce Commission (TWC) Jobs and Education for Texans (JET) grant to purchase equipment with the following suppliers: Gaumard, Laerdal, and DiaMedical.
It would be appropriate for the Board to approve purchases with Gaumard, Laerdal, and DiaMedical above $100,000 in FY24.

8.C. Machining (MCHN) Program. One (1) proposal was received from Champions Machine Tools Sales, Inc. for the amount of $198,069 that the committee subsequently recommended.
It would be appropriate for the Board to approve this capital purchase in excess of $100,000.

8.D. Capital Budget Transfer Request. Attached is a memo from the Interim Vice President, Business Services & CFO, detailing the capital items and requesting approval to roll $727,368 in capital funds forward to FY 24 for these purchases. The President joins in this recommendation.
It would be appropriate for the Board to approve the rollover of capital funds.

8.E. Nomination for a Position on the Board of Directors for the Brazoria County Appraisal District. The Brazoria County Appraisal District is accepting nominations for an open position on their Board of Directors for the term beginning January 1, 2024 to December 31, 2025. In accordance with the Brazoria County Appraisal District Board of Director's Procedure Manual, a taxing unit may nominate a candidate to serve on their Board of Directors. It would be appropriate for the Board to consider a nomination from the Board of Regents to serve on the Board of Directors for the Brazoria County Appraisal District.
It would be appropriate for the Board of Regents to adopt and approve the attached resolution nominating a candidate from the Brazosport College Board of Regents for a position on the Board of Directors for the Brazoria County Appraisal District.

8.F. Priority 1 Project Contractor Approval. The Vice President, Human Resources, recommends approval of the construction contract between Brazosport College and Tadco Construction for Capital Improvements Priority 1 – Roof and Partial HVAC Replacement. This contract represents the best value as determined by the state-approved Competitive Sealed Proposal (CSP) procurement process.
The President joins in this recommendation. It would be appropriate for the Board to approve the attached contract.

8.G. President's Leadership Goals for 2023-2024. The Board of Regents requested the President establish goals for 2023-2024 based on Vision 2025 and current college initiatives. The accomplishment of these goals will be incorporated in the review of Vision 2025 and the President’s evaluation.
The President recommends approval of these leadership goals. It would be appropriate for the Board to approve the 2023-2024 President’s Leadership Goals.

8.H. Approval of Job Description for Chair of Brazosport College Board of Regents. At the Board Retreat on July 22, 2023, Regents requested the creation of an official job description for the Chair of the Brazosport College Board of Regents. The proposed job description is attached for Board consideration.
It would be appropriate for the Board to approve the job description for the Chair of the Brazosport College Board of Regents.

8.I. Approval of Board Committee Structure and Committee Charges. At the Board Retreat on July 22, 2023, Regents requested the establishment of Board Committees for the 2023-2024 fiscal year. The proposed committee structure and charges for each committee are attached for consideration.

8.J.3. Position Reclassifications. As Brazosport College continues to evolve to meet the varied needs of our stakeholders, it becomes imperative to periodically reassess our organizational structure, talent alignment, and compensation strategies to not only attract top talent, but also to keep talent in positions that are critical to the operations of the college. The Vice President, Human Resources, recommends the following restructured positions (including compensation adjustments) in the stated areas to accomplish this initiative:
