6.J. Interlocal Agreement (ILA) Brazoria County for Jogging Trail Repairs. An Interlocal Agreement (ILA) between Brazoria County and Brazosport College for the County to supply materials and labor up to $10,000 for the repair of the walking and jogging trail on the Brazosport College campus was developed and subsequently approved by Commissioner’s Court on January 10, 2023.

6.K. Budget Preparation for 2023 - 2024. The Vice President, Financial Services and CFO, has attached the budget development and planning calendar for FY 2024.

6.L. Counselor/Administrator Dinner. The annual Counselor/Administrator Dinner is scheduled for Thursday, March 2, 2023, at 6:00 p.m., at the Dow Academic Center at Brazosport College. The dinner and program provide a forum for conveying appreciation for the work of ISD administrators and counselors who collaboratively work with Brazosport College in efforts to support college readiness and student success. Members of the Board of Regents are invited to attend.

6.M. 2023 Career Fair. Brazosport College will host its annual Career Fair on Thursday, April 13, 2023. The event serves approximately 1,700 juniors from the Angleton, Brazosport, Columbia-Brazoria, Danbury, and Sweeny Independent School Districts. Students from Angleton Christian School, Brazosport Christian School, and Foundation Preparatory Academy will also participate. As in previous years, students will have the opportunity to participate in four educational sessions on specific career areas and general topics. A variety of activities that are designed to provide career and educational information will be provided through this cooperative effort between Brazosport College, the ISDs, business, industry, and civic organizations. We are excited to welcome and host this exciting event again this year.

6.N. Gator Grab Auction/Gator Day/Strive2Drive. The annual Gator Grab Auction is scheduled for Thursday, April 27, 2023, from 11:00 a.m.–2:00 p.m. in the MEGlobal Student Pavilion at Brazosport College. The event is to raise funds for scholarships and is held in conjunction with Gator Day, which is sponsored by Student Life. The drawing for the Strive2Drive car will be held at 1:00 p.m. as a part of these events. Members of the Board of Regents are invited to attend the events. Lunch is provided.

6.O. Distinguished Student Ceremony. Brazosport College annually recognizes up to 20 students, who through a college-wide nomination process, are selected as distinguished students. The 2022-2023 Distinguished Student Awards Ceremony will be held Monday, April 24, 2023, at 2:00 p.m., in The Clarion at Brazosport College.

6.P. 2023 Employee Recognition Dinner. The 2023 Employee Recognition Dinner will take place on Friday, April 14, 2023, at 6:30 p.m., at the Corporate Learning Center and will honor the FY23 service awards recipients, including Regent Carolyn Johnson. Board of Regent members and their guests are invited to attend the annual event.

6.Q. BC Foundation Gator Classic. The Brazosport College Foundation Gator Classic, presented by Freeport LNG, will be held Friday, April 21, 2023, at the Wilderness Golf Course. The Gator Classic is co-chaired by Jay Gibson and Courtney Birdsong. Registration begins at 10:30 a.m., lunch served at 11:00 a.m., putting challenge at 12:00 p.m., helicopter ball drop at 12:15 p.m., and a 12:30 p.m. shotgun start. The tournament will begin in a standard scramble format with 144 players. Along the course, players will have an opportunity to participate in a variety of skills challenge holes and activities, enjoy delicious cuisine prepared and served by area corporations, and interact with Brazosport College students. The tournament will conclude with the Blue Jacket Awards Presentation and a crawfish boil with live entertainment.

6.R. Community Education Graduation. Community Education Graduation ceremonies for students completing Adult Education and Literacy and Workforce Programs will be held on Thursday, May 25, 2023, at 7:00 p.m. in The Clarion at Brazosport College.

6.S. Commencement 2023. Commencement exercises for the 2022-2023 academic year are scheduled for Saturday, May 13, 2023, in the Dow Academic Center at Brazosport College. The two ceremonies are scheduled to begin at 10:00 a.m. and 2:00 p.m. The college will host a lunch at Gator Hall for faculty, staff, commencement guests, and board members in between the two ceremonies.

6.T. 2023 CCATT Annual Conference. The 2023 Community College Association of Texas Trustees (CCATT) Annual Conference has been set for Thursday, Friday & Saturday, September 14-16, 2023, in Fort Worth, Texas, at the Marriott Hotel and Golf Course at Champion Circle. The theme for the conference is Inspiring Innovation: Community College Governance for the Future. Members of the Board of Regents are encouraged to attend with Dr. Vincent Solis, President. Registration for the conference is to be made through Annaliza Gideon, Executive Assistant to the President.

6.U. ACCT Leadership Congress 2023. The 2023 ACCT Annual Leadership Congress is scheduled for October 9-12, 2023, at the Aria Resort and Casino in Las Vegas, Nevada. More details to be provided. Members of the Board of Regents are encouraged to attend the virtual conference with Dr. Vincent Solis, President. Registration for the conference is to be made through Annaliza Gideon, Executive Assistant to the President.

6.V. Board Policy Review. At the Board Workshop on February 13-14, 2009, Regents initiated a systematic review of Board policy. It was suggested that a number of Board policies be included for review as part of each monthly agenda. Questions regarding the referenced policy may be addressed to the President prior to the meeting for clarification and/or discussion.

8.A. Proposed Amended Board Policy – DED (LOCAL) – Compensation and Benefits – Holidays. The Vice President, Human Resources, recommends adoption of amended Policy DED (LOCAL) regarding holidays. This amendment recognizes the Juneteenth holiday previously approved by the Board. Board policy provides that new or amended policies are to be presented at one meeting and adopted at a subsequent meeting. Attached is a copy of the proposed amended policy with existing policy language appearing as regular text, deleted language appearing in blue font with a line through it, and new language in underlined red font.
This proposed policy is presented for second reading and adoption.

9. New Business

9.A. Amtech Solutions Partial Priority 1 Projects Capital Budget Request. Attached is a proposal from Amtech Solutions, the architectural and engineering firm that performed the structural facility assessment, and the mechanical, electrical, and plumbing assessment for the College’s most critical priority 1 projects that were identified in those assessments. Included in the proposal is Exhibit A, which identifies the estimated budget for each project, the architectural and engineering consulting fees, and a small percent for change order for each project.
It would be appropriate for the Board to approve this recommendation.

9.B. Approval of Course Fees. The Vice President, Academic and Student Affairs, recommends the attached fees for courses in the credit instructional programs.

9.C. Student Information System Consulting. Brazosport College is migrating to a new Student Information System, Anthology Student, and is also integrating Anthology’s Customer Relations Management technology, Anthology Reach. Consulting assistance is needed to complete this project. An RFP was released and Ferrilli was selected as the winning proposal with a bid of $508,800. Attached you will find a quote and description of the services for this purchase.
It would be appropriate for the Board to approve this purchase and authorize the President to negotiate a contract.

9.D. Contract Approval – Kelly Services. Brazosport College has obtained contract staffing in several departments, including Admissions & Registration, Financial Aid, and Business Services, to allow college employees in those departments to focus on the student information system (SIS) conversion. Currently, there are usually six to eight Kelly Services staff members assisting Brazosport College. The amount of this contract staffing is likely to exceed $100,000 in FY23. In accordance with Board Policy CF (LOCAL), the Vice President, Human Resources requests Board approval to contract services with Kelly Services above $100,000 if that becomes necessary.
It would be appropriate for the Board to approve the President to contract with Kelly Services beyond $100,000 in FY23 if necessary, in order to support the College’s SIS conversion efforts. |
