Description:
The school board meeting is a meeting in the public, not a public meeting. Nicollet School Board Policy provides that persons who wish to have a subject discussed at a public school board meeting are encouraged to notify the superintendent’s office in advance of the school board meeting. The school board chair will recognize one speaker at a time and will rule out of order other speakers who are not recognized, violations of data privacy, or inappropriate comments.

There are no current COVID-19 cases or quarantines for students or employees in the school district. This information will no longer be reported on a regular basis.
The MN House and Senate have finalized their respective omnibus education bills. The house legislation provides $1.154B to public schools for FY 23 in comparison to $30.7M from the senate. The legislature is on break until April 18. The 2023 legislative session adjourns May 23.
After school co-curricular activities will operate as an ESSER III (FIN 161) program for the 2022-23 school year. Accordingly, Students will not pay activity fees next year and the district will net $52,000.
The Elementary and Secondary School Emergency Relief (ESSER III) Funding includes Finance Code 161 which can be used for after school or summer programs. The grant will be used to pay salaries and benefits for coaches during the 2022-23 school year. Students cannot be charged a fee to participate in programs funded by ESSER III.

7. REVISED FY 22 BUDGETS

The superintendent and business manager recommend approving all the Revised FY 22 Budgets.
Enrollment decreased by 25 students from FY 20 to FY 21. Revenue loss is about $200,000. Enrollment is projected to be steady in the years ahead. The Food Service fund balance will increase to 238,797 because of additional revenue from the federal summer food program revenue. Equipment expenses of $40,000 are included. 8. PRELIMINARY FY 23 BUDGETS

The superintendent and business manager recommend approving the Preliminary FY 23 General Fund, Food Service, Building Construction, Debt Service, and Trust Budgets. The community service funds will be considered next month.
The General Fund: unassigned balance will decrease by $50,00 to $502,880. The Food service program will resume normal financial operation and the ending fund balance should be about $196,515. Community Education Funds. The school readiness and daycare budgets need further review. A recommendation will be submitted next month.

9. 2022-23 SCHOOL CALENDAR

The superintendent recommends approving the 2022-23 Calendar. The calendar committee met on March 16th and agreed on a calendar for the 2022-23 school year. The committee this year included Whitney Kuehn (Teacher), Jodi Murphy (Teacher), Vicky Erickson (Parent), Olivia Whitmore (HS Student), Becky McKinley (Non-Certified Staff), Todd Toulouse (Principal), and Dr. Malone, Superintendent. The calendar is similar to the 2021-22 calendar.
The calendar includes 166 student contact days for elementary and 170 for secondary. The number of teacher days total 182, pursuant to the NEA contract. The calendar includes 4 early dismissal days for staff professional development. The 2023 graduation will be Friday, June

10. AMMEND POLICY 613 GRADUATION REQUIREMENTS

The superintendent recommends amending District Policy 613 Graduation Requirements. MDE has changed the number of required credits for science from 3.5 to 3 credits. Minnesota Graduation Requirements. So, our policy is revised accordingly. Also, our policy does not specify the required total of 21.5 credits for graduation, so that is added.
