3. Notification of Early Learning Scholarship Pathway II Funding
Description:
Please see attached an email notification about us receiving a $15,000 scholarship to support our preschool students and their families. The monies will be used to help families in financial need pay their child's tuition costs as well as program curriculum and supplies. If we are so fortunate to again receive the $15,000 or more in 2017/18 some of those monies could be used to pay for bus transportation mid-day. |

5. Long-Term Facilities Maintenance
Description:
In my Friday Letter to the Board on April 8, 2016 I shared a lot of information about the Long-Term Facilities Maintenance (LTFM) plan we are working on. Every school district needs to submit to the state a 10 year plan of how they will use these new state dollars. Remember for Royalton School District it's a great deal! We will receive up to 3x the amount of money to meet our deferred maintenance needs while at the same time the local taxes will remain near the same, even less in the beginning years. Previous to the new law going into effect on July 1, 2016 most all of the deferred maintenance and health & safety dollars were locally taxed. Now in the new law the state will pay approximately 2/3 of the total dollars. This is not true for all school districts. The state's formula is based on each school community's ability to pay the taxes. Remember back to the construction project and our budget after the final bid package three. We were short ($2,046,167) mostly because of the rising electrical and mechanical costs. We used $800,000 of our $1,100,000 contingency dollars to place a large dent in the deficit. The other sources of dollars we needed to use to make up the $2,046,167 was using the budgeted $828,000 for ES and MS-HS Reroofing and $198,000 for replacing MS-HS carpet with Terrazzo. In total we were able to significantly close the gap without taking anything out of the construction project ($800,000 + $828,000 + $198,000 = $1,826,000). To be Completed in a Mulit-Years Plan with Future Facility Dollars ES and MS-HS Reroofing $828,000 MS-HS Replace Carpet with Terrazzo $198,000 The LTFM plan we've been working on with our principals, AD, and Director of Buildings and Grounds includes $2,145,621 in deferred maintenance needs. Mary and I are proposing the board approve short-term borrowing of $2,000,000 against our future LTFM funds. We will use these funds to take care of the roofs, flooring, lights, mechanical, outdoor grounds, etc. Here are our anticipated LTFM revenue in future years: FY 18 $191,800 FY 19 $271,000 FY 20 $282,000 FY 21 $293,000 FY 22 $304,000 FY 23 $315,000 Note: We're holding back $35,000 each year for regular ongoing health and safety costs (e.g., annual fees to McNeil Environmental). The $35,000 was already deducted from the above numbers. |
