II. QUALITY IN ACTION (Strategic Direction 4)

II.A. One of the foremost advances in school-wide discipline is the emphasis on school-wide systems of support that include proactive strategies for defining, teaching, and supporting appropriate student behaviors to create positive school environments.  Instead of using a piecemeal approach of individual behavioral management plans, a continuum of positive behavior support for all students within a school is implemented in areas including the classroom and non-classroom settings (such as hallways, buses, and restrooms).

Positive Behavior Interventions and Supports (PBIS) is a proactive approach to establishing the behavioral supports and social culture and needed for all students in a school to achieve social, emotional and academic success. Attention is focused on creating and sustaining primary (school-wide), secondary (classroom), and tertiary (individual) systems of support that improve lifestyle results (personal, health, social, family, work, recreation) for all youth by making targeted misbehavior less effective, efficient, and relevant, and desired behavior more functional.

Kaposia staff will inform the school board of their most recent efforts to build a learning community around PBIS and share initial implementation plans.  (T. Bretoi, D. Riley, A. Becker)
   


   

II.B. The SSP Jaycees will highlight their upcoming fundraiser A Roaring 20's Costume Party that is scheduled for Saturday, October 15, 2016.  Proceeds from the fundraiser will support the Lincoln Center Parent Teacher Association (LC PTA). (P. Bakken)

V.A. Approval, for the South St. Paul Board of Education to approve scheduling a Closed Session following the regular business meetings on October 10 and 24, 2016, for a negotiations update per the Open Meeting Law (Minn. Stat. § 13D).
  

V.B. Approval for the South St. Paul Board of Education to approve the District’s election to exercise the optional grace period (retroactive to July 1, 2015) for federal procurements and delay implementation of the procurement standards under Uniform Guidance for all federal grants through June 30, 2017.  The District will continue to use existing procurement policies and procedures under the old standards for any federally funded procurements through June 30, 2017. V.C. Approval, for the South St. Paul Board of Education to approve the Acceptance of Gifts Resolution.
  

V.D. Approval, for the South St. Paul Board of Education to approve the TRA Part-Time Teacher Program with the employee paying both the employee and employer contributions to TRA. (C. Miller)
   

V.E. Approval, for the South St. Paul Board of Education to approve the Board Clerk as a classified substitute for the district. (C. Miller)
   




   

V.F. Approval, for the South St. Paul Board of Education to approve the collective bargaining agreement, as presented, between South St. Paul Public Schools, Special School District No. 6, and the South St. Paul Custodial Maintenance Bargaining Unit for the contract period of July 1, 2016, to June 30, 2018. V.G. Approval, for the South St. Paul Board of Education to approve certifying the 2016 Payable 2017Proposed Property Tax Levy to the maximum and declare Monday, December 12, 2016, at 7:15 PM in the City Hall Council Chambers, 125 - Third Avenue North as the official public hearing to certify the 2016 Payable 2017 Final Property Tax Levy. V.H. Approval, for the South St. Paul Board of Education to approve the MSBA Legislative Resolution Form urging the legislature to include enhanced operating referendum equalization into the tax bill.  (D. Webb)
   

V.I. Approval, for the South St. Paul Board of Education to approve the MSBA Legislative Resolution Form urging the legislature to create a new Innovation Zone law that provides districts wanting to try new and different models of schooling significant flexibility from state laws and rule to launch a new era of innovation in Minnesota.  (D.
