Overview: Each year on June 19th, the Juneteenth holiday is celebrated across the country as a commemoration of the emancipation of enslaved people in the U.S. As our nation and our community continue to grapple with the enduring legacies of slavery and racial discrimination, the federal government, along with the City of Minneapolis, Hennepin County, and other state and local governments, have recently begun recognizing Juneteenth as an official paid holiday. Impacted Staff: Due to the timing of Juneteenth and the fact that many MPS staff members have completed their duty year by that point in the summer, many MPS staff members will not be impacted by the observance of this new holiday. According to an HR analysis, roughly 1,280 staff members would be expected to receive the paid Juneteenth holiday next summer. The bargaining units with most members receiving this paid holiday are AFSCME, AMP, Janitors, MAAS, MACA, Principals, and the non-represented group. Implications for Bargaining: As we revise our collective bargaining agreements to reflect this new paid holiday, we will propose treating Juneteenth the same way we do with the July 4th holiday. Namely, staff members who are scheduled to work on June 19th will receive the paid holiday, and those that are already off for the summer by that date will not receive the holiday. Recommendation Beginning in 2022, we recommend that Minneapolis Public Schools join these organizations by providing Juneteenth as a new paid holiday to our staff.

Minnesota Statute 120A.414 allows school districts and charter schools to use up to five 'e-learning' days during inclement weather. Instruction during e-learning days is counted towards the required instructional hours, so makeup days would not be required, provided the minimum number of hours was met including e-leraning days.
