Description:
Other than Agenda items (Limit 30 minutes, 5 minutes per speaker). During the public comment part of each regular board meeting, up to 30 minutes of time will be allowed for district constituents to address the board. Each person may have up to 5 minutes of time to speak. This is a time of "listening" by the school board. The board is here to listen only and will not take action or discuss topics brought forward during the open forum. It may, at is discretion, ask questions for clarification of issues. The board may, if it deems appropriate, bring said issues forward at a subsequent meeting. NO PERSONAL ATTACKS WILL BE ALLOWED. The open forum is the only opportunity for members of the audience to speak out during the meeting. Please attach form and follow the guidelines for presenting your topic.

8.3. Review and Act on Teacher Unrequested Leave of Absence Language as an Addendum to the EMJ Master Agreement and Corresponding Memorandum of Understanding
Description:
EMJ and District negotiators recently agreed upon new Unrequested Leave of Absence language (ULA). During contract negotiations it was decided that both parties would settle the contract, but complete the ongoing ULA discussions at a later date. Upon agreement of new ULA language, a Memorandum of Understanding (MOU) would be created and signed to ensure that the new ULA language would be put in place through the 2019-2021 contract cycle. Beginning with the 2021-2023 Master Agreement, the new ULA language will take the place of the old language.

Description:
This is a general, standard document used by districts when budget reductions are necessary. Approving this resolution directs administration to prepare reduction recommendations for a future meeting.

8.7. Review and Act on Directing Administration to Make an Application to the Minnesota Department of Education for a Flexible Learning Year Calendar
Description:
All ISD 717 staff members were surveyed and the majority indicated a desire to apply for a flexible learning year. This majority didn't want a full week spring break added back to the calendars.
All ISD 717 and St. John's parents/guardians also were given the opportunity to complete a survey. The majority indicated a desire to apply for a flexible learning year, but also indicated that they would like to see a full week spring break built in. By law, districts have the opportunity to apply to the MDE for a flexible learning year for up to three (3) years. We have the option of applying for 2020-21, 2021-22 and 2022-23 or we also can limit our application to just some of those years. The board is being asked to review the survey data, the blank flexible learning year application, and decide on the parameters in which the district will apply. The board may also choose not to direct administration to apply for a flexible learning year. |
