V.C. Sixth Day Enrollment
Description:
Provided are our official fall enrollment numbers, along with those of our feeder districts. Numbers are down slightly from the enrollment count provided in August. Numbers are down at feeder districts as well, with the exception of Gavin, which saw a very slight increase. We will continue to monitor enrollment trends against our demographic study for long term planning.

V.D. School Board Policy Modification – First Reading
Description:
I am recommending changes to the following School Board Policies based on direction from the Illinois Association of School Boards and legal counsel:

V.E. Board of Education – Professional Development Opportunities
Description:
The IASB Lake Division fall dinner meeting will take place on Wednesday, October 9 at Highland Middle School in Libertyville School District 70. The event will feature a panel of state legislators addressing legal issues impacting Illinois public education. If you’d like to attend, please let me know so we can get you registered.

V.F. Village of Fox Lake Strategic Planning Involvement
Description:
The Village of Fox Lake is in the process of creating an economic development campaign and developing a comprehensive strategic plan. Village officials, and the consultants working on those projects, have been seeking feedback from community stakeholders over the past several months. We are proud of our partnership with the Village and appreciative they involved GCHS in a number of ways. They sought input from the administration and a panel of students to gather insights as they develop their vision going forward. They even did a student photoshoot to include in the visioning process!

VII.A. Overnight Travel **
Description:
The wrestling team is requesting to travel to a wrestling tournament in Kaukana, Wisconsin, January 3-4. There will be approximately 14-17 student-athletes and 3 coaches in attendance. Costs will be covered through fundraising and activity funds. There will be no costs to students.
The theater teacher is requesting to travel to the Illinois Theater Festival at the University of Illinois, January 9-11. Approximately 24 students will attend with 3 teachers. Students will pay the festival fee and for several meals. The District will cover the teacher costs, which is estimated to be $1,337.88. Recommend approval of the overnight travel requests as presented. |

VIII. Business Affairs

VIII.A. Public Act 97-0256 (105 ILCS 5/10-20.47) Sec. 10-20.47
Description:
Each school board shall report to the State Board of Education, on or before October 1 of each year, the base salary and benefits of the district superintendent and all administrators and teachers employed by the school district. For the purposes of this Section, "benefits" includes without limitation vacation days, sick days, bonuses, annuities and retirement enhancements. Prior to this annual reporting to the State Board of Education, the information must be presented at a regular school board meeting, subject to applicable notice requirements and then posted on the Internet website of the school district, if any. Please find the report for the 2023-2024 school year attached for your review.

VIII.B. 2023-2024 Compensation Over $75,000 Report
Description:
Pursuant to a modification made to the Illinois Open Meetings Act (Public Act 97-0609), which took effect January 1, 2012, an IMRF-participating employer must post on its website the "total compensation package" for each employee having a "total compensation package" exceeding $75,000 per year. Under the law, "total compensation package" is defined as salary (all compensation paid to an employee for work done in the year), health insurance, housing allowance, vehicle allowance, clothing allowance, bonuses, loans, vacation days granted and sick days granted. IMRF has taken the position that this requirement applies to "all IMRF employers and their employees (including those not participating in IMRF)." Additionally, the Illinois Attorney General has agreed and advised that employers should abide by such an interpretation. This report is informational only and is required to be posted on our website within five days of passing the budget.

VIII.C. Administrative Salary/Benefits Report 2023-2024
Description:
Pursuant to Illinois Public Act 096-0434, on or before October 1st of each year, a school district must post on their website an itemized salary compensation report for every employee in the district holding an administrative certificate and working in that capacity. The salary compensation report shall include without limitation base salary, bonuses, pension contributions, retirement increases, the cost of health insurance, paid sick and vacation day payouts, annuities and any other form of compensation paid on behalf of the employee. As part of this public act, the report must be presented at a regular school board meeting and submitted to the regional superintendent of schools. Please find the report for the 2023-24 school year attached for your review.
