V.C. IASB Fall Dinner
Description:
The IASB Lake Division dinner meeting will take place on Wednesday, October 11 at North Chicago CUSD 187, Neal Math & Science Academy. State Superintendent Tony Sanders will be in attendance to share insights about what he has seen and heard on his first few months on the job and to share his plans moving forward. If you’d like to attend, please let me know so we can get you registered.

VII.A. School Board Policy Modifications – Second Reading **
Description:
I am recommending changes to the following School Board Policies based on direction from the Illinois Association of School Boards and legal counsel:
Section 400 Operational Services 4:45 Insufficient Fund Checks and Debt Recovery 4:100 Insurance Management Section 500 Personnel 5:230 Maintaining Student Discipline Section 700 Students 7:305 Student Athlete Concussions and Head Injuries Recommend approval of the policy changes as presented. |
VII.B. Tuition Reimbursement – Non-Certified Staff **
Description:
The administration is recommending we implement a new tuition reimbursement benefit for non-certified staff members. We do have staff members that have expressed interest in pursuing degrees and/or further developing their workplace knowledge and skills, which we are excited about as a learning community. We are proposing to dedicate a fund of $20,000 annually for this purpose, with individuals eligible for $2,000 in reimbursement each year for pre-approved courses, on a first come, first served basis. Recommend approval of the tuition reimbursement benefit for non-certified staff as presented.

VII.C. Overnight Travel **
Description:
The wrestling team is requesting to travel to a wrestling tournament in Kaukana, Wisconsin, January 5 - 6. There will be approximately 14-17 student-athletes and 3 coaches in attendance. Costs will be covered through fundraising and activity funds. There will be no costs to students.
The girls’ softball team is requesting to travel to Pigeon Forge, Tennessee, from March 23 - 27. They will compete in 6 softball games at the Cal Ripken Fields. There will be approximately 15 student-athletes and 3 softball coaches in attendance. The majority of costs will be paid through activity funds. The baseball team is requesting to travel to Marion, Illinois, from March 24 - 28. They will compete in 4-6 baseball games at Mountain Dew Park. There will be approximately 27 student-athletes and 2 baseball coaches in attendance. The costs will be paid through activity funds. The Theater Department is requesting to travel to the Illinois Theater Festival at the University of Illinois, January 11-13, 2024. Approximately 24 students will attend with 3 teachers. Students will pay their festival fee, their meals, and split their hotel costs. The District will cover teachers' costs, which is estimated to be $891. Recommend approval of the overnight travel requests as presented. |

VIII. Business Affairs

VIII.A. Public Act 97-0256 (105 ILCS 5/10-20.47) Sec. 10-20.47
Description:
Each school board shall report to the State Board of Education, on or before October 1 of each year, the base salary and benefits of the district superintendent and all administrators and teachers employed by the school district. For the purposes of this Section, "benefits" includes without limitation vacation days, sick days, bonuses, annuities and retirement enhancements. Prior to this annual reporting to the State Board of Education, the information must be presented at a regular school board meeting, subject to applicable notice requirements and then posted on the Internet website of the school district, if any. Please find the report for the 2022-2023 school year attached for your review.

VIII.B. 2022-2023 Compensation Over $75,000 Report
Description:
Pursuant to a modification made to the Illinois Open Meetings Act (Public Act 97-0609), which took effect January 1, 2012, an IMRF-participating employer must post on its website the "total compensation package" for each employee having a "total compensation package" exceeding $75,000 per year. Under the law, "total compensation package" is defined as salary (all compensation paid to an employee for work done in the year), health insurance, housing allowance, vehicle allowance, clothing allowance, bonuses, loans, vacation days granted and sick days granted. IMRF has taken the position that this requirement applies to "all IMRF employers and their employees (including those not participating in IMRF)." Additionally, the Illinois Attorney General has agreed and advised that employers should abide by such an interpretation. This report is informational only and is required to be posted on our website within five days of passing the budget.

VIII.C. Administrative Salary/Benefits Report 2022-2023
Description:
Pursuant to Illinois Public Act 096-0434, on or before October 1st of each year, a school district must post on their website an itemized salary compensation report for every employee in the district holding an administrative certificate and working in that capacity. The salary compensation report shall include without limitation base salary, bonuses, pension contributions, retirement increases, the cost of health insurance, paid sick and vacation day payouts, annuities and any other form of compensation paid on behalf of the employee. As part of this public act, the report must be presented at a regular school board meeting and submitted to the regional superintendent of schools. Please find the report for the 2022-23 school year attached for your review.
