V.C. Board of Education Member Recognition
Description:
November 15, 2022, has been designated as School Board Member Day in Illinois. This year’s School Board Members Day theme is "Partners in Excellence." On behalf of the entire Bulldog community, we thank you for your steadfast leadership and support of our shared educational vision.

V.D. Instructional Coaching Team Presentation
Description:
Dr. Noisey, Tom Evans, and Vicki Shifley will be in attendance to highlight the role and efforts of the Instructional Coaching Team and provide data to support consideration of future expansion of the Coaching team.

V.F. Joint Annual Conference / IASB Resolutions Committee Report
Description:
The IASB/IASA/IASBO Joint Annual Conference is a just a week away. As one of the nation’s largest state education conferences, we expect this to be a premier learning opportunity. Included in your packet is a link to the Resolutions Committee Report that will be discussed at the IASB Delegate Assembly. Kathy Kusiak will represent the Board of Education at the Delegate Assembly on Saturday, November 19th at 10:30 a.m. Kathy and I will quickly update you on resolutions being considered. A folder including conference details and ID badges will be available at the meeting. Conference details, including time and location of sessions, can be found at https://www.iasb.com/conference/.

V.G. Gala Recap
Description:
The 26th annual Gala was held on Saturday, November 5th. We had 212 attendees for dinner, silent and live auctions, and dancing. We raised approximately $37,911, which is a slight decrease from the last Gala in November 2019. However, with 34 less guests and just slightly less revenue than the last Gala, I think we consider that a successful return from the pandemic hiatus. Funds will continue to be utilized to support students in financial need and to provide student scholarships. Many thanks to the Board members that were able to attend!

VII.A. Pilot of Clubs **
Description:
It is my pleasure to present a request for the following two pilot clubs for the Board’s consideration:
Sponsors have already been identified for both pilots. If the pilots are successful this school year, a recommendation would be made to you in the spring to formally establish these clubs for the 2023/24 school year. |
VII.B. Calendar 2023/2024 **
Description:
Recommend approval of the 2023/24 calendar as presented.

VII.C. Overnight Travel **
Description:
The Speech Team is requesting to travel to the Varsity Speech Invitational held at Downers Grove on January 20 to 21, 2023. Board costs would be limited to competition entry fees and fuel costs. Accommodation costs will be paid with activity funds and students will be responsible for meal costs. Up to 28 students will travel with two coaches. Recommend approval of the overnight travel as presented.

VIII. Business Affairs

VIII.A. Property Tax Relief Grant **
Description:
One part of the new evidenced-based funding from the state of Illinois that began in fiscal year 2019, is a property tax relief grant. The state has provided $49.7 million for new Property Tax Relief Grants in FY 2023 for eligible school districts. In return for abating a portion of taxes, qualifying districts received a state grant that is a portion of the tax relief they provide. As in previous years, I am recommending we apply for this grant. We are eligible to abate $1,977,825 and receive $1,762,700, which represents 89% of the abatement. I recommend we apply for the full amount.

VIII.B. 2022 Tax Levy **
Description:
Last month, I presented the tentative 2022 Certificate of Tax Levy. I’d like to go over that again with you this month. I’ve attached a tentative 2022 Certificate of Tax Levy with the maximum levy requested. Additionally, please find the final 2022 Certificate of Tax Levy, along with the Resolution to Spread a Tax Levy for Year 2022, the Resolution to Levy Certain Special Taxes for Special Education District IMRF Purposes, and the Resolution for Levying for Working Cash Fund Purposes for the Year 2022. Next month, we will hold a tax levy hearing and present these items to you for final approval.

VIII.C. Architect Recommendation **
Description:
For many years, the District retained Cannon Design as the District Architect. Within the last two years, our master agreement with them expired and the lead architects we worked with left the firm. A committee of two board members, two community members, and three administrators began the formal Request for Qualifications for Architecture Services process on Friday, September 9, 2022. Included in your Board packet is our recommendation for a new Architect of Record for Grant Community High School District 124. Recommend approval of the Architect of Record as presented.

VIII.D. Coaching Recommendation **
Description:
Per the Agreement between the Board of Education and the Grant Council, a standing committee meets annually to discuss the number of coaches and sponsors assigned to athletics and co-curricular activities. This committee met on September 20 and 21 to hear proposals from coaches and sponsors. We met again on October 17th to review data gathered and make a recommendation. Included in your board packet is a recommendation from the committee with the data we reviewed. Recommend approval for 2022-2023 of an additional Assistant Wrestling coach, Assistant Cheer coach and Assistant Badminton coach.

VIII.E. Dental Insurance Renewal **
Description:
Since we moved the Dental Insurance to Guardian in November of 2018, our rates have held steady. Our initial renewal for the Guardian PPO Plan this year was at almost 30%, but the cooperative went back and negotiated it down to just about 19%. The Dental HMO rates reflect a 0% increase. The recommended rates are as follows:
