V. Superintendent’s Report – Recognition and Informational Items

V.A. Student Representative to the Board of Education
Description:
I am pleased to announce that senior student Nicole Kaminski has been selected to serve as the Student Representative to the Board of Education for the 2022/23 school year. We look forward to Nicole being an active member of the Board, sharing the perspective of our student body on matters before the Board, and increasing two-way communication between students and the Board of Education. Welcome Nicole!

V.B. Student Recognition
Description:
Emily Hawkins will be in attendance to be recognized for her selection as the October Student of the Month.

V.C. Employee and School Resource Officer Recognition
Description:
Vern Jones, security officer, and Officer Cawley, School Resource Officer, will be in attendance to be recognized for their heroic acts on September 28, 2022.

V.D. Curriculum Changes for 2023/24
Description:
The administration will be in attendance to present curriculum changes up for consideration for the 2023/24 school year.

V.E. Behavior and Disciplinary Intervention Program and Supports (BDIPS)
Description:
The BDIPS program has been in existence since 2017, at which time we added this intensive intervention program to assist students who have had disciplinary challenges and have not been successful in the traditional classroom. The program provides a highly structured environment, with an academic program developed specifically to meet the needs of each student. Credits are earned through online learning, facilitated by a certified teacher. Students receive direct support from counselors, social workers, psychologists and a substance abuse counselor. Ryan Geist, Assistant Principal for Student Services, will be in attendance to discuss the growing enrollment in BDIPS and the need for additional staff to accommodate increased enrollment.

V.F. School Report Card Update
Description:
The 2022 Illinois School Report Cards will be released on October 27th. Given the pandemic, this will continue to be an unusual reporting year. I have provided an attachment outlining all of the changes we can expect with this year’s Report Card and plan to briefly review these changes with the Board

V.G. Calendar DRAFT – 2023/2024
Description:
A draft of the 2023/24 calendar is being provided for your review and shared with our feeder districts for consideration. Institute days would take place on August 10 & 11. The first day of student attendance would be Monday, August 14 and the last day, if no emergency days are used, would be Tuesday, May 21. Graduation would take place on Sunday, May 19. The calendar will be discussed with feeder districts in the coming weeks in hopes we can align to the greatest extent possible and a final calendar will be presented to you in November.

V.H. Homecoming – 2023
Description:
Homecoming 2023 has been set for Friday, September 22nd. I am happy to report that is the same week our regularly scheduled Board of Education falls in. There is no need to change our meeting to align with the Hall of Fame induction.

V.I. Illinois Association of School Board Lake Division Dinner Meeting
Description:
District leadership and Board of Education member Ivy Fleming attended the IASB Fall Division Meeting last Wednesday. Annual business of the association was completed followed by an informative presentation on Communicating with your Legislators and Advocating for your Districts.

V.J. Joint Conference Planning
Description:
The IASB/IASA/IASBO Joint Annual Conference will take place November 18-20. Pre-conference workshops begin the morning of November 18th and require advance registration. Conference details can be found at https://www.iasb.com/conference/attend. You are encouraged to identify your planned sessions and sync them to your phone or calendar. If the Board wishes to try and coordinate session attendance, we can discuss that at this meeting. It may be beneficial to share our session highlights from the various sessions attended at the December meeting. Additionally, resolutions up for discussion at the Delegate Assembly may be a November agenda item.

Description:

VII.C. School Board Policy Manual – Second Reading **
Description:
We are pleased to present the revised Board Policy Manual for a second reading. Upon review, recommend approval of the comprehensive School Board Policy Manual as presented.

VII.D. E-Learning Plan **
Description:
The e-learning statute that permits districts to utilize an E-Learning Day in lieu of an Emergency Day must be renewed every 3 years. With our initial Plan approved on December 19, 2019, following a public hearing, it is now time for us to renew. It is required we once again hold a public hearing for renewal, which will take place prior to this month’s meeting from 6:45 P.M. to 7:00 P.M. No modifications were necessary from the Plan previously approved. Recommend approval of the E-Learning Plan as presented.

VIII. Business Affairs

VIII.A. Audit 2021/22 **
Description:
The 2021/22 audit was recently completed by Evoy, Kamschulte, Jacobs & Co. LLP. I have included a copy for your review. The district is overall fiscally stable and debt free. I will present highlights of the audit for you at the meeting. Recommend the Board accepts the 2021-2022 Audit as presented.

VIII.B. 2022 Tentative Tax Levy
Description:
Attached please find the tentative 2022 Certificate of Tax Levy. The county is predicting that our equalized assessed value will increase from $988,614,180 in 2021 to $1,101,899,830. This is a 11.46% increase from the previous year including new construction. They are projecting our new construction to be $8,599,199, which is an increase of 3.83%. In November, I will bring the resolutions and recommendation for approval of the final 2022 tax levy.

VIII.C. Public Act 97-0256 (105 ILCS 5/10-20.47) Sec. 10-20.47
Description:
Each school board shall report to the State Board of Education, on or before October 1 of each year, the base salary and benefits of the district superintendent and all administrators and teachers employed by the school district. For the purposes of this Section, "benefits" includes without limitation vacation days, sick days, bonuses, annuities and retirement enhancements. Prior to this annual reporting to the State Board of Education, the information must be presented at a regular school board meeting, subject to applicable notice requirements and then posted on the Internet website of the school district, if any. Please find the report for the 2021-2022 school year attached for your review.

VIII.D. 2021-2022 Compensation Over $75,000 Report
Description:
Pursuant to a modification made to the Illinois Open Meetings Act (Public Act 97-0609), which took effect January 1, 2012, an IMRF-participating employer must post on its website the "total compensation package" for each employee having a "total compensation package" exceeding $75,000 per year. Under the law, "total compensation package" is defined as salary (all compensation paid to an employee for work done in the year), health insurance, housing allowance, vehicle allowance, clothing allowance, bonuses, loans, vacation days granted and sick days granted. IMRF has taken the position that this requirement applies to "all IMRF employers and their employees (including those not participating in IMRF)." Additionally, the Illinois Attorney General has agreed and advised that employers should abide by such an interpretation. This report is informational only and is required to be posted on our website within five days of passing the budget.

VIII.E. Administrative Salary/Benefits Report 2021-2022
Description:
Pursuant to Illinois Public Act 096-0434, on or before October 1st of each year, a school district must post on their website an itemized salary compensation report for every employee in the district holding an administrative certificate and working in that capacity. The salary compensation report shall include without limitation base salary, bonuses, pension contributions, retirement increases, the cost of health insurance, paid sick and vacation day payouts, annuities and any other form of compensation paid on behalf of the employee. As part of this public act, the report must be presented at a regular school board meeting and submitted to the regional superintendent of schools. Please find the report for the 2021-22 school year attached for your review.

VIII.F. Contract with Citywide Building Maintenance **
Description:
Last month the Board approved a contract with GSF Cleaning and Support Services. They have been unable to staff and fulfill that contract, so have agreed in writing to release us from that contract. As a result, we’ve contacted another custodial contract company, Citywide Building Maintenance who believes they can provide staff in a week or two. Attached is the agreement they put forth for us to contract with them for an initial period of one year for 4 full-time custodians for a monthly cost of $17,462.02. Recommend approval of the contract with Citywide Building Maintenance for one year at $17,462.02 per month.
