VI.F. DESSA **
Description:
Dr. Noisey will also be present to recommend a social and emotional screening tool the District would like to purchase for implementation next school year. The DESSA suite is a social and emotional learning (SEL) program with an empirical, standardized social and emotional competence assessment. It complements MTSS and PBIS, and provides a common lens and language for developing an SEL program that involves educators, parents, and students. The DESSA is commonly used to inform the delivery of SEL at Tier 1 or Tier 2 as well as measuring the results of that delivery. The assessment and supporting instructional materials are organized around eight key social and emotional competencies aligned to CASEL standards.
The assessments are entirely strength-based. For each item, the rater is asked to indicate on a five-point scale how often the student engaged in that behavior over the past four weeks. For students grades 9-12, a self-report is available through Aperture Education’s digital Student Portal. Standard scores can be used to guide school-wide, class-wide, and individual strategies to promote those competencies. Recommend approval of a contract with Aperture Education for the Aperture System High School Package for the 2022/23 school year for a total cost of $18,200. |

VI.I. Lake County Area Vocational System Joint Agreement **

The Lake County Tech Campus is requesting all member school Boards of Education approve an updated Lake County Area Vocational System Joint Agreement. The intergovernmental agreement has been updated to reflect newly recommended language, nearly all of which applies to instruction. This includes preparing students for high-wage, high-skill, and in-demand careers, revised Illinois Learning Standards, and efforts to close achievement gaps. VII.B. 2022 Asbestos Abatement Project Bid **
Description:
Bids for the asbestos abatement for floor tile and mastic in the wrestling room were received February 28, 2022. Pepper Environmental Technologies, Inc. is managing this project. They have interviewed the lowest bidder, and I have their recommendation included for your review.
The entire project, including management by Pepper, samples, testing and IDPH reporting will not to exceed $105,700.00. Recommend approval of the FY2022 Grant High School Summer 2022 Asbestos Abatement Proposal bid award to Cove Remediation, LLC in the amount of $62,300. |
VII.C. Appraisal Agreement **
Description:
Attached please find an agreement with Industrial Appraisal Company for insurance valuation. The last time we had Industrial Appraisal come out was during the summer of 2013. With the additions of athletic property on Molidor Road and the Transition Center/District Office building, we felt it was a good time to have them come out and do a valuation for insurance purposes, as well as for depreciation tied to GASB 34.
As members of the Collective Liability Insurance Cooperative (CLIC), we receive a 15% discount on pricing from Industrial Appraisal. The total cost to the District is $8,345, which includes the insurance valuation with report, the optional Property Inventory and Accounting Cost Record Report in compliance with GASB 34, Annual Maintenance Service for updating the report, and providing asset tags and tagging assets with a replacement cost of more than $500. Recommend approval of appraisal agreement with Industrial Appraisal Company for $8,345. |
VII.D. Auditor Services – 3-Year Contract **
Description:
In February, we put out a Request for Proposal for Audit Services for two reasons: length of time with the same auditor and moving our accounting basis from cash to modified accrual. We solicited eight audit firms and received four proposals. The lowest price we received was from the incumbent, Evoy, Kamschulte, Jacobs & Co. LLP. I would like to discuss the audit proposals received at the meeting, but the District recommends a three-year contract with Evoy, Kamschulte, Jacobs & Co. LLP, not to exceed $54,000.
