C. Communications from the Public
Description:
Citizens wishing to address the Board of Trustees have so indicated by listing their name on the Communications from the Public sign-in sheet located on the table at the entrance to the boardroom if the meeting is done in person, or at the link provided on the published board agenda if conducted remotely. Those signing have given a brief indication of the topics to be addressed.
Comments to the Board of Trustees under this provision will be limited to three minutes. The members of the Board of Trustees will listen to citizen presentations during this portion of a regularly scheduled meeting, but they will not comment or participate in a discussion of the topic. |

D.1. Consideration and Discussion of Board Operating Procedures for 2025-2026
Description:
Board Operating Procedures provide a guide to administrative operations of the Board of Trustees, including the development of agendas, Trustee conduct, communication, selection and duties of Board officers, etc. Current Board Operating Procedures will be reviewed, and any discussed changes will be proposed for adoption at a subsequent meeting of the Board of Trustees.

D.2. Consideration and discussion regarding the 2025-2026 Budget Development
Process
Description:
Administration is currently in the process of developing the proposed budget for the 2025-2026 school year. The process began in March with budget planning at the campus level. Updates will include the General Fund (M&O), Debt Service (I&S), and Child Nutrition budgets. Additionally, Bastrop Chief Appraiser, Faun Cullen, will provide an update on property values and taxation in Bastrop County. The Board is scheduled to adopt the 2025-26 tax rate and budget on August 25, 2025.

E. Action Items

E.1. Consideration and/or action to approve an Agreement for the Purchase of Attendance Credit and to delegate contractual authority to the Superintendent
Description:
Smithville ISD received notice from TEA as a school district in Excess of Entitlement for School Year 2025-2026. To avoid any delays in the approval of the Agreement for the Purchase of Attendance Credit or the Agreement for the Purchase of Attendance Credit (Netting Chapter 48 Funding), it is recommended that the school board delegate authority to obligate the school district under Texas Education Code (TEC) §11.1511(c)(4) to the superintendent, solely for the purpose of obligating the district under TEC, §48.257 and TEC, Chapter 49, Subchapters A and D, and the rules adopted by the commissioner of education as authorized under TEC, 49.006. This includes approval of the Agreement for the Purchase of Attendance Credit, the Agreement for the Purchase of Attendance Credit (Netting Chapter 48 Funding) or the Agreement for Purchase of Attendance Credit and Netting Chapter 48 Funding. |
E.2. Consider Adoption of the 2025-2026 Student Code of Conduct
Description:
The Student Code of Conduct for the upcoming school year is reviewed, revised and approved by the Board prior to the commencement of the new school year. The 2025-26 Code of Conduct includes necessary revisions in accordance with new laws related to school discipline as enacted as a result of the 89th Texas Legislative session.

E.3. Consideration, discussion and possible action regarding Board Policy EFB(LOCAL)
Description:
In accordance with Senate Bill 13, as adopted by law following the 89th Texas Legislative Session, the Board of Trustees of each school district must consider establishing a local school library advisory council (SLAC) to assist the district in ensuring that local community values are reflected in each school library catalog in the district. If a SLAC is not established, districts must still ensure that procedures are in place for adding/removing library materials that comply with state law.
