Description:
Citizens wishing to address the Board of Trustees have so indicated by listing their name on the Communications from the Public sign-in sheet located on the table at the entrance to the boardroom if the meeting is done in person, or at the link provided on the published board agenda if conducted remotely. Those signing have given a brief indication of the topics to be addressed.
Comments to the Board of Trustees under this provision will be limited to three minutes. The members of the Board of Trustees will listen to citizen presentations during this portion of a regularly scheduled meeting, but they will not comment or participate in a discussion of the topic. |

E.3. 2016 Bond Renovation Update by PBK and Drymalla Construction
Description:
Representatives from PBK Architects and Drymalla Construction will be present at the meeting to update the Board on current progress and timeline for renovations as included in the 2016 Bond. They will answer any questions the Board may have about the process.

E.4. Second Draft of the 2020-2021 District Budget
Description:
The school district staff is currently in the process of developing the proposed budget for the 2020-2021 school year. The process began in January with budget planning at the campus level. The Board must adopt the final budget on or before August 31, 2020 in accordance with legal requirements.
Budget hearings were conducted with each campus principal and each department director. Expenditure adjustments from the first draft were made based upon input received from SISD staff as well as the public. The first draft of the 2020-2021 district budget was presented to the Board of Trustees at the June 15, 2020 regular meeting.

F.1. Consider Approval of Change Order #47
Description:
The attached proposal is for cost incurred to furnish and install a marquee sign with masonry pedestal, electrical provisions, structural concrete slab, digital display, and all appurtenances thereof, as per CPR #8.
City Masonry = $7,070 Minarcik Concrete = $5,445 South Texas Graphics = $5,854 Leon’s Electric = $5,750 Daktronics = $25,436 Total Cost = $49,555 Drymalla Construction requests that the cost be applied to the Marquee Sign allowance.

F.2. Consider Approval of 2020-2021 Salary Schedules
Description:
District administrators have been working on an updated salary schedule for teachers, administrators, paraprofessionals, and trades for the upcoming school year 2020-2021. Salary schedules are necessary to calculate the 2020-2021 budget, and it has been Smithville I.S.D.'s practice to inform staff as early as possible of any changes to the salary schedules. Staff will be returning to work prior to the next regular board meeting. F.3. Consider Action Regarding Exclusion from Extracurricular Activities and Elective Courses
Description:
Texas Education Agency guidance authorizes school districts to develop local policy that would exclude students who are receiving all-remote instruction from participating in extracurricular activities and elective courses open only to students in a particular University Interscholastic League (UIL) activity. The UIL has clarified that students participating in remote learning offered by their school district, whether synchronous or asynchronous, may participate in UIL activities if they meet all other UIL eligibility requirements in accordance with the UIL Constitution and Contest Rules but that districts may develop local policies with additional requirements for participation.
Option 1: Addresses extracurricular activities only [A student or an interdistrict transfer student] who is voluntarily participating in an all-remote instructional method, whether synchronous or asynchronous, shall not be permitted to participate in any extracurricular activity, practice, or performance for the grading period in which the student is receiving all-remote instruction. Option 2: Addresses extracurricular activities and elective courses by grading period [A student or an interdistrict transfer student] who is voluntarily participating in an all-remote instructional method, whether synchronous or asynchronous, shall be permitted to participate in any extracurricular activity, practice, or performance or elective course open only to students participating in a particular UIL activity for the grading period in which the student is receiving all-remote instruction. |

F.4. Call for Public Hearing on Proposed Budget and Tax Rate
Description:
The goal of the District is to adopt a budget and set the tax rate for the 2020-2021 school year. State Truth in Taxation laws require the school district to publish a public notice of public hearing to discuss the proposed budget and proposed tax rate for the new fiscal year. Legally the budget must be developed on or before August 20th, 2020 and adopted by August 31st, 2020. The school district will publish the notice of the public hearing in the local newspapers to comply with state laws and timelines for budget adoption and setting of the tax rate.

F.5. Order of Board of Trustees Election for November 3, 2020
Description:
State statute requires that annually each governing body call for an election to be held in accordance with existing election law. The Smithville Independent School District Board of Trustees, being a governing body and electing representatives by place, must call for the election.
The Smithville Independent School District Board of Trustees has established the first Saturday in May as its regular election date. Place 1 and Place 2 are open for election and the district ordered the general election for Saturday, May 2, 2020 at the January meeting. Due to the current COVID-19 pandemic, Governor Gregg Abbott issued a proclamation on March 18, 2020 to allow political subdivisions to move their general elections for 2020 only to the next uniform election date, occurring on November 3, 2020, without otherwise adjusting the term of office. The candidates have already been declared and the deadlines for application for a place on the ballot is closed. Candidates up for election are: Place 1 Josiah Cook Chris Hinnant Place 2 Grant Gutierrez (unopposed) Smithville ISD must take action to order its general election for November 3, 2020. Attached to the board packet is a draft Early Voting and Election Day Schedule. This schedule has not yet been approved by Commissioner's Court. It is possible that the Governor will order expanded early voting but that has not yet been determined. Therefore, the Secretary of State's office has recommended that each entity ordering an election for November make note in their Order of Election that the early voting schedule is subject to change by Proclamation of the Governor and/or order of Bastrop County Commissioner's Court. This has been noted on the Smithville ISD Order of Election.

F.6. Consider Approval of Election Services Contract with Bastrop County and Joint Election Agreement with the City of Smithville
Description:
As of January 2006, Smithville ISD has been contracting election services with the County of Bastrop. Since that time, the Bastrop County Elections Administrator has overseen all elections ordered by the school district for a 10% administrative fee. The total cost of the November election for Smithville ISD including supplies, polling place personnel, administrative fee, etc. is estimated at $14,798.24. The district would like to continue to contract elections services from Bastrop County.
According to Chapter 271 of the Election Code, school districts are required to hold their elections jointly with the municipality located within the district. Smithville I.S.D. would like to continue its practice of holding a joint election with the City of Smithville in compliance with election code. A copy of the contract for services including the joint election agreement is attached to the packet for the Board’s review.

F.7. Consider Approval of New Draft A 2020-2021 District Calendar
Description:
In order to provide early information to staff and the community regarding the start of the school year, holidays, and end of the school year, the district site-based committee, along with administrative staff, prepare draft calendars that comply with standard state requirements. The proposed calendar for 2020-2021 was brought to the Board in February and was approved. Since that time, the nation has experienced the COVID-19 pandemic. This has drastically affected the ability for staff to conduct in person learning for students. It is predicted that COVID-19 will continue its impact into the 2020-2021 school year, and in preparation, administration has worked diligently to adjust the calendar to prepare for the anticipated impact. The Superintendent is proposing revisions to the current 2020-2021 calendar and will present it to the Board of Trustees.

F.8. Consider Approval of 2020-2021 Student Code of Conduct
Description:
As a practice, the Student Code of Conduct for the upcoming school year is reviewed, revised and ultimately approved by the Board prior to the commencement of the new school year. Administrators have reviewed the current Code of Conduct and have made necessary revisions. A list of revisions is included, along with the propsosed 2020-2021 Student Code of Conduct, in the board packet.

F.9. Consider Approval of 2020-2021 TTESS Appraisers and Appraisal Calendar
Description:
The Board must approve the district appraisal calendar and the list of administrators trained to evaluate teachers. Teachers must be evaluated annually by trained and board approved appraisers. For the 2020-2021 school year, the District plans to continue to use the state-adopted appraisal system, Texas Teacher Evaluation and Support System (T-TESS). All appraisers will be trained before they conduct classroom observations. Teachers are evaluated on performance in the classroom, staff development activities, and performance of students on the campus. A list of appraisers and the appraisal calendar is included in the board packet.
