distributed to campuses by student characteristics, (weighted per pupil) such

that a fair and equitable distribution of State and Local funds is made to all
campuses.  This method will  ensure that each Title I Campus receives all
of the State and Local funds that it would receive in absence of Title funds.

AUTHORIZING THE ISSUANCE, SALE AND DELIVERY OF “LUBBOCK-COOPER INDEPENDENT
SCHOOL DISTRICT UNLIMITED TAX SCHOOL BUILDING BONDS, SERIES 2019”; LEVYING A
TAX AND PROVIDING FOR THE SECURITY AND PAYMENT THEREOF; PROVIDING FOR THE AWARD
AND SALE THEREOF IN ACCORDANCE WITH SPECIFIED PARAMETERS; AUTHORIZING THE
EXECUTION AND DELIVERY OF PURCHASE CONTRACT[S], A PAYING AGENT/REGISTRAR
AGREEMENT AND AN ESCROW OR TRUST AGREEMENT; APPROVING THE PREPARATION OF AN
OFFICIAL STATEMENT; APPOINTING AND DELEGATING AUTHORITY TO A PRICING OFFICER TO
APPROVE THE AMOUNT, INTEREST RATES, PRICE, REDEMPTION PROVISIONS AND OTHER
TERMS THEREOF AND CERTAIN OTHER PROCEDURES AND PROVISIONS RELATED THERETO THE
SALE AND DELIVERY OF THE BONDS; AND ENACTING OTHER PROVISIONS RELATED THERETO
