1.) Due to the current federal and state emergency declarations and guidance about limiting person-to-person contact due to COVID-19 (coronavirus) pandemic, by action of the school board of Le Sueur-Henderson School District, all future meetings of the Le Sueur-Henderson School Board will be conducted in accordance with Minnesota Statutes 13D.021-Meetings by Telephone or Other Electronic Means- until further notice.

2) Due to the health pandemic, the school board has determined that it is not feasible for at least one board member, the superintendent, or the school district's legal counsel to be physically present at the regular meeting location.  It is also not feasible for the public to attend at the regular meeting location due to the health pandemic. 

3) In accordance with Minnesota Statutes 13D.021, members of the public are not permitted to attend this meeting due to the current health pandemic.  Persons may monitor this meeting from a remote location by Zoom.

9.2.6. Consideration to Set Substitute Teacher Salary for the 2020-21 School Year
Presenter:  Dr. Johnson
Description:  Substitute teacher salary is $130 per day.

This is an annual requirement to approve. Approval is recommended.

 
9.2.7. Consideration to Set Substitute Classified/Custodial Salary for the 2020-21 School Year
Description:  Substitute classified/custodial pay rate at 90% of base pay.
In the event the substitute would be a former employee, the rate of pay which the former employee was paid may be used, or $2.00 over the base pay whichever amount is less. 

Approval is Recommended.
9.2.8. Consideration to Set Co-Curricular Participation and Admission Fees for the 2020-21 School Year
Description:  The following fees for the 2020-21 school year are recommended for approval.

There is a family maximum of $500 per family. 

FEE WAIVER:  District policy allows activity fees to be waived on the basis of undue hardship or family income/family need. The Activities Director will determine eligibility.  Students who qualify for “free lunch” will have their fee waived. Students who qualify for “reduced lunch” will pay 1/2 the required fee. Please notify the Activities Director if you qualify for free/reduced lunches.

10. RECOMMENDATION TO APPROVE PURCHASES ABOVE $5,000 
Description:  Per Policy 797 - Purchasing, Article 3 Payments, Section D. "individual purchases of more than five thousand dollars ($5,000) require prior school board approval."  Approval is recommended.

Description:  We received a grant from PrairieCare Child and Family Fund to cover the curriculum and training costs.  Once we pay, the grant will reinburse.

11. OLD BUSINESS
11.1. School Board General Election
Description:  This information is to assist in  keeping the board informed regarding board elections. 

There are three (3) open seats for four (4) year terms on the School Board. Filing dates are July 28, 2020 to August 11, 2020.  Filing will close at 5:00 PM on August 11, 2020. The required Notice of Filing Dates was published in the Le Sueur County News and Henderson Independent on July 8, 2020. The notice has also been posted outside the district office, on the district website and on Facebook.

11.2. Consideration to approve the corrections for the following contracts: 
Description:  The contracts show where the errors are. I would like to approve correcting the errors.

Description:  Correct supervisor from Business Manager to Superintendent (Article III).  Correct vacation days written as eighteen to twenty (Article IV).

12.2. Consideration to approve LTFM 10 year plan
Description:  This is a plan that will keep us in compliance with MDE. However, we will be brining back another plan once developed with KA/Wendell Companies and the finance committee once completed. 
12.3. Consideration to Adopt a Resolution continuing membership in the Adult Basic Education for 2020-21 and Authorizing ISD 2397 to Act as the Fiscal Agent. 
Description:  This is an annual resolution we must approve to continue our membership in the area Adult Basic Education and to remain as the Fiscal Agent.  Approval is recommended.

12.4. Consideration to approve the template of the LS-H school logo be used at Hometown Bank on the debit card template for students and LS-H residents
Description:  This seems like a good idea. Use of the logo should be board approved. There is no specific policy, but it seems to be a subject that should be board approved. 

It would seem if we say yes, the other banks in town could also utilize the same. If we let one, we should approve all bank requests.

12.9. Recommendation to transfer $45,000 from unassigned tech budget 2019-20 to the assigned 2020-21 tech budget. 
Description:  This money was in the tech budget but was unable to purchase the computers for the year 2019-20, finance committee recommends transfer this money to the assigned 2020-21 tech budget.
 
12.10. Organizational Chart Updates
Description:  This is for information only.  This chart now has the correct employees on it for 20-21.  This should be updated each year that changes are made and information provided to the board.  It will also help stakeholders know the line of protocol if we post on line.
