I.E.2) MASB Delegate Assembly Designation: The Michigan Association of School Board’s 2022 Delegate Assembly will be held at the Grand Traverse Resort and Spa in Acme, Michigan, on October 20, 2022. The Eaton RESA Board needs to identify board members to offer motions and vote on issues during the Delegate Assembly. The Superintendent is recommending that the Board identify a delegate and an alternate to represent the Eaton RESA Board of Education based on members who are planning to participate in the upcoming MASB Conference and Delegate Assembly.
I.E.3) 2022-23 Charlotte Public Schools Food Service Agreement: Tina Monroe, Executive Director of Finance & Operations, is requesting that the Board authorize the Superintendent to execute an agreement with Charlotte Public Schools Food Service to continue to provide meals and snacks for Meadowview and GSRP programs at Parkview Elementary and Meadowview School for the 2022-23 school year at an estimated cost of $75,000. The District will receive federal reimbursement to offset the cost.
I.E.4) Packard Exterior Door Installation Project: Two complete bids were received for the Packard Exterior Door Installation Project, with prices at $89,929 and $108,735. Both bids are for the same door manufacturer. Tina Monroe, Executive Director of Finance & Operations, is recommending that the Board award the bid to Lansing Glass Company in an amount not to exceed $89,929. The project will be funded with $50,000 from the Michigan State Police Safety Grant and the remaining funds from the Capital Projects fund.
I.E.5) 2022-23 Career and Technical Education (CTE) Program Agreement with LCC: Kathleen Szuminski, Assistant Superintendent for Career & Technical Education, is requesting that the Board authorize the Superintendent to execute an agreement with LCC for CTE programming for the 2022-23 school year from July 1, 2022 through June 30, 2023 in an amount not to exceed $1,899,658.
I.E.6) 2022-23 Contracted School Social Worker Services: Kelly Hager, Assistant Superintendent for Special Education, is requesting that the Board authorize the Superintendent to execute an agreement with AMN Healthcare, Inc. to provide the current 1.0 FTE contracted School Social Worker vacancy for the 2022-23 school year from August 17, 2022 to June 16, 2023 in an amount not to exceed $108,000.

I.E.7) 2022-23 Contracted School Social Worker Services: Kelly Hager, Assistant Superintendent for Special Education, is requesting that the Board authorize the Superintendent to execute two agreements with New Directions Solutions, LLC (ProCare Therapy) to provide the current 2.0 FTE contracted School Social Worker vacancies for the 2022-23 school year from August 17, 2022 to June 16, 2023 in an amount not to exceed $203,136.

I.E.8) 2022-23 Contracted Speech Pathology Services: Kelly Hager, Assistant Superintendent for Special Education, is requesting that the Board authorize the Superintendent to execute an agreement with Sunrise Rehabilitation to provide contracted speech and language pathology services for staff medical leave of absence(s) for the 2022-23 school year from August 17, 2022 to June 30, 2023 in an amount not to exceed $53,360.
I.E.9) 2022-23 Contracted School Psychologist Services: Kelly Hager, Assistant Superintendent for Special Education, is requesting that the Board authorize the Superintendent to execute an agreement with PresenceLearning, Inc. to help provide current contracted virtual School Psychologist vacancies for the 2022-23 school year from July 1, 2022 to June 30, 2023 in an amount not to exceed $70,000.

I.E.10) 2022-23 Ingham ISD Special Education Service Agreement: Kelly Hager, Assistant Superintendent for Special Education, is requesting that the Board authorize the Superintendent to execute an agreement with Ingham ISD for a 0.3 FTE Visually Impaired (VI) Consultant and a 0.05 FTE Audiologist for the 2022-23 school year in an amount not to exceed $32,489.

I.E.11) Eaton County Transition Services Initiative: This request is for the renewal of the Transition Services Initiative Agreement for Eaton RESA districts and students. Kelly Hager, Assistant Superintendent for Special Education, is requesting that the Board authorize the Superintendent to execute an agreement with Sarah Mida to provide transition supports to students including job coaching, job training, and a summer program focusing on employability skills and training from September 1, 2022 to August 31, 2023 in an amount not to exceed $30,000.
I.E.12) Increase of 0.4 FTE Speech and Language Services: Kelly Hager, Assistant Superintendent for Special Education, is requesting that the Board approve an increase of 0.4 FTE speech and language pathology (SLP) services due to the increased need for these services in an amount not to exceed $40,800. The increase of 0.4 FTE is being requested by Grand Ledge Public Schools and Meadowview Offsite Programs.
I.F. Information Item
I.F.1) Special Education Testing Teacher Consultant/School Psychologist Substitution: Due to a critical shortage of school psychologists nationwide, Eaton RESA piloted the use of a Testing Teacher Consultant in one of our districts last year. Under Michigan Administrative Rules for Special Education (MARSE), a Testing Teacher Consultant may fulfill many of the required evaluation roles. Eaton Rapids Public Schools, Charlotte Public Schools, and Grand Ledge Public Schools wish to revise their FTE agreements to allow a Testing Teacher Consultant to be substituted for a School Psychologist. There is no additional cost.
