I.E.2) MASB Delegate Assembly Designation: The Michigan Association of School Board’s 2021 Delegate Assembly will be held in Grand Rapids, Michigan, on November 11, 2021. The Eaton RESA Board needs to identify board members to offer motions and vote on issues during the Delegate Assembly. The Superintendent is recommending that the Board identify a delegate and an alternate to represent the Eaton RESA Board of Education based on members who are planning to participate in the upcoming MASB Conference and Delegate Assembly.
I.E.3) Snow Removal and Lawn Services: The agreement on snow removal and lawn services with Lake State Landscaping & Snow expires at the end of this year’s mowing season in October 2021. Bids will be received and opened on September 13, 2021. The bid tabulation and recommendation will be provided for review and action.
I.E.4) Michigan Adolescent Pregnancy and Parenting Program (Mi-APPP) Contract Renewal: Kim Thalison, Prevention Program Services Supervisor, is requesting that the Board authorize the Superintendent to execute an agreement with Michigan Department of Health and Human Services for the Mi-APPP program in an amount not to exceed $72,000. The funds provide case management support to parenting and pregnant teens in the Lansing area to achieve goals around health, financial security, adult relationships, and education. The agreement is from October 1, 2021 to September 30, 2022.
I.E.5) Taking Pride in Pregnancy Prevention (TPIP) Contract Renewal: Kim Thalison, Prevention Program Services Supervisor, is requesting that the Board authorize the Superintendent to execute an agreement with Michigan Department of Health and Human Services for the TPIP program in an amount not to exceed $100,000. The funds provide a pregnancy prevention program that is implemented by the Lansing School District. The agreement is from October 1, 2021 to September 30, 2022.
I.E.6) Center for Disease Control (CDC) Notice of Funding Award: Kim Thalison, Prevention Program Services Supervisor, is requesting that the Board authorize the Superintendent to accept a Notice of Funding Award from the CDC in an amount not to exceed $358,697. This funding opportunity provides mental health administration. The agreement is from August 1, 2021 to July 31, 2023.
I.E.7) Increase of FTEs for Special Education: Due to an increase in the number of Deaf and Hard of Hearing (DHH) students who qualify for DHH services and due to a resignation and critical shortage of school psychologists in Michigan, Ryan Harp, Assistant Superintendent for Special Education, is requesting an increase of a 0.4 FTE DHH Consultant at an estimated cost of $46,000 and a 1.0 FTE Testing Teacher Consultant at an estimated cost of $110,000.
I.E.8) 2021-22 Contracted School Social Worker Services: Ryan Harp, Assistant Superintendent for Special Education, is requesting that the Board authorize the Superintendent to execute an agreement with Birch Agency to provide the current 1.0 FTE contracted School Social Worker vacancy for the 2021-22 school year from September 17, 2021 to June 17, 2022 in an amount not to exceed $89,760.

I.E.9) Superintendent Contract of Employment: Based on the work finalized by the Superintendent Ad Hoc Committee and negotiations between district legal counsel and Dr. Sean Williams, it is recommended that the Board approve the contract of employment for Sean and formally appoint him as the next Superintendent of Eaton RESA. This three year contract will be for a prorated amount of $150,000 for the 2021-22 school year and take effect as of January 1, 2022.

I.F.1) 2020-21 Eaton RESA Annual Report and District Profiles of Service: Cindy Anderson, Superintendent, will provide an overview of the 2020-21 Eaton RESA Annual Report and the District Profiles of Service documents to the Board of Education.
I.F.2) First Reading – School Safety Information: Based on review by the Superintendent and district HR/Safety Coordinator, the following revisions to Policy 8400 – School Safety Information are being provided to the Board for first reading to align to a new administrative guideline regarding Threat Assessment and Intervention.
