I.D.1) School Board Recognition: The Superintendent and cabinet members will recognize the Eaton RESA Board of Education members for their service to the District in celebration of January as School Board Recognition Month.
I.D.2) Eaton RESA Extended COVID-19 Learning Plan: The Superintendent and cabinet members will provide the Board with an update on implementation of the current Eaton RESA Extended COVID-19 Learning Plan and two-way interaction data between staff and students.  Reconfirmation of this plan is required under Public Act 149, Section 98a by the Board on a monthly basis, to determine continuation of or modifications to implementation of pandemic learning during the 2020-21 school year.

I.F.2) Extended COVID-19 Learning Plan Reconfirmation: Based on the Extended COVID-19 Learning Plan Reconfirmation Data Report as required by Public Act 149, Section 98a, the Superintendent in consultation with district administrators, the Barry-Eaton District Health Department and to address alignment with current Michigan Department of Health and Human Services (MDHHS) emergency orders, is requesting approval of the modifications to the Extended COVID-19 Learning Plan that were implemented effective January 11, 2021: 1) Meadowview School returned to the prior hybrid instructional delivery model for Meadowview School consisting of two days/week in-person and three days/week remote instruction; 2) all Eaton RESA operated GSRP classrooms transitioned to a new hybrid instructional delivery model of two days/week in-person and two days/week of remote instruction; 3) the Early On program returned to the prior hybrid model blending in-person and virtual services as appropriate to family/child needs; and 4) five CTE programs returned to the prior full in-person instructional model, five CTE programs returned to the prior hybrid instructional model with a blend of in-person and remote learning, and eight CTE programs continued with full virtual instruction. These plans to return to prior instructional delivery models of in-person instruction and hybrid instruction with a combination of virtual and in-person instruction are being made to address student learning needs, family preferences and respond to the COVID-19 trend data within Eaton County.

These current plans for virtual, in-person and hybrid instruction can be modified by the Superintendent as necessary in the future to comply with future MDHHS emergency orders or legislative requirements, given notice to Board members, until formal action can be taken at a subsequent, scheduled Board meeting, as per Board Bylaw 0176.

The Board will revisit program implementation of the Extended COVID-19 Learning Plan and relevant data at its regular meeting scheduled for February 17, 2021, to continue or modify instruction delivery with our student programs as required.

I.F.3) Eaton RESA Extended COVID-19 Learning Plan Revisions: Based on the Extended COVID-19 Learning Plan Reconfirmation Data Report as required by Public Act 149, Section 98a, the Superintendent is recommending the following revisions that were put into effect as of January 11, 2021, to the Extended COVID-19 Learning Plan be approved by the Board as per Board Bylaw 0176: 1) Meadowview School returned to a hybrid model consisting of two days/week in-person and three days/week virtual learning; 2) the Early On program returned to a hybrid model consisting of in-person and virtual service delivery; 3) GSRP classrooms returned to a new hybrid model consisting of two days/week in-person and two days/week virtual learning; and 4) CTE programs returned to either full in-person, a hybrid blend of in-person/virtual learning or full virtual learning. This revised plan, based on current COVID-19 data reviewed and MDHHS emergency orders, will effectively address student learning needs as well as maintain the health and safety protocols required in the Return to School Roadmap.

I.F.4) Revisions to Eaton RESA COVID-19 Preparedness and Response Plan: The Superintendent and district administrative team developed the Eaton RESA COVID-19 Preparedness and Response Plan, which was approved by the Board on August 12, 2020, and revised on October 21, 2020. Recently, additional Epidemic Emergency Orders have been issued by MDHHS and a review of our current COVID-19 data with the Barry-Eaton Health Department has occurred, which warrant revision to our current Preparedness and Response Plan in Phase 4. Phase 4 allows for in-person instruction for all Eaton RESA student programs, but given current COVID-19 data impacts, several of our student programs started implementation of a revised hybrid blend of in-person and virtual learning effective January 11, 2021. Modifications to the Meadowview School, Early On, GSRP and Career Prep Center programs instructional delivery model are being requested by the Superintendent for Board approval.

I.F.5) Second Reading – NEOLA Policy Update – EDGAR: Based on review by the Superintendent and Executive Director of Finance & Operations, the following new policy #6114 Cost Principles - Spending Federal Funds and revised policy #6325 Procurement – Federal Grants and Funds are being provided to the Board for second reading and approval to align with new EDGAR regulations.
I.F.6) 2020-21 Budget Revisions: The Superintendent and the Executive Director of Finance & Operations are requesting that the Board approve the 2020-21 Budget Revisions that were presented as an information item at the December 16, 2020, Board meeting. Board approval is required for the General Fund, Special Education Fund, and the Career & Technical Education Fund.

I.F.7) Backhoe Simulator Purchase for Career and Technical Education (CTE): Bids were received to purchase a backhoe simulator for the CTE Mobile Lab prior to June 30, 2021. Marshall Plan funds will cover the cost of the purchase. The bid tabulation and recommendation will be provided for review and action.

I.F.8) Mid-State Health Network (MSHN) Contract Amendments: The Board approved the original, annual MSHN contract in the amount of $678,278 on September 16, 2020, for provision of various prevention services/supports across Clinton, Eaton and Ingham counties. Given recent, anticipated changes experienced by MSHN with various funding sources, the following amendments to the current contract are requested by Kim Thalison, Prevention Program Services Supervisor: 1) increase the contract by $45,000 for the Partnerships for Success grant carry-over funds; and 2) reduce the Block Grant Allocation in the contract by $94,732. These amendments and adjusted programs/services bring the revised Mid-State Health Network contract to a total amount of $628,546 through September 30, 2021.

I.F.9) Michigan Department of Education (MDE) Center for Disease Control (CDC) Subcontract Renewal: Kim Thalison, Prevention Program Services Supervisor, is requesting that the Board authorize the Superintendent to execute a subcontract agreement with the Michigan Department of Education for work supporting the CDC Department of Adolescent Sexual Health (DASH) grant in an amount not to exceed $40,000. The subcontract includes services to support the administration of the Youth Risk Behavior Survey to priority school districts as required by the CDC DASH 1807 grant. The agreement is from August 1, 2020 to July 31, 2021.

I.F.10) Partnerships for Success Grant Subcontract: Kim Thalison, Prevention Program Services Supervisor, is requesting that the Board authorize the Superintendent to execute a subcontract agreement with Corbin Standley for work supporting the Partnerships for Success grant as directed by MSHN in an amount not to exceed $27,000. The subcontract includes services to develop data toolkits, provide professional development, build capacity through grant collaboration, and establish future strategies for improving student wellness. The agreement is from November 1, 2020 to September 30, 2021.

I.F.11) DRM Internationl Partnership Agreement: Kathleen Szuminski, Assistant Superintendent for Career & Technical Education, is requesting that the Board authorize the Superintendent to execute an agreement with DRM International for Health Technology 2 - Semester 2 in an amount not to exceed $56,500. This replaces the instructional course scheduled to be delivered by LCC, which was cancelled on January 7, 2021, due to lack of instructional staff. The agreement is from January 19, 2021 to June 30, 2021.

I.G.1) Extended COVID-19 Learning Plan Training Report: Based on the requirements outlined in Public Acts 149 and 165 of 2020, the District must develop a training report on delivery, access and use of virtual content. This report documents the amount and types of training and professional development provided for teachers, parents and students to support remote learning for the 2020-21 school year. The report was posted to the District’s transparency page on the website by January 15, 2021, as required by statute and is being shared with the Board.
