I.C.1) Presentation: Career & Technical Education Month - Emma McGlocklin, CTE Coordinator, will provide an update on enrollment and Sara Jobson, Career Placement Specialist, will give a overview of her position and the strategies and information she is bringing to K-6 career exploration. Michael Reynolds, Career Preparation Center Principal, will also have three (3) students share how the CTE programs have affected them and their future.
I.C.2) Presentation - Behavioral Mental Health Specialists Progress Update: Melea Bullock, Coordinator of the Behavioral Mental Health Specialists, will provide a brief update regarding the success and challenges experienced by staff in these newly created positions.

II.B. Travel Requests: 
II.B.1) HOSA State Conference:  Michael Reynolds, Career Preparation Center Principal, is requesting that the Board approve a Student Service Coordinator/HOSA Advisor to chaperone CTE students to the HOSA State Conference in Acme, Michigan on March 8-10, 2020.

II.B.2) Literacy and Intervention Summit: Sean Williams, Assistant Superintendent for Instructional Services, is requesting that the Board approve for an Educational Systems Consultant to attend the Literacy and Intervention Summit in Boston, MA from March 17-19, 2020. Houghton Mifflin Harcourt is covering the cost of the flight, hotel, and registration. Eaton RESA will cover meals and transportation from the airport to the hotel. The focus of the conference is on literacy instruction and strategies to support students with dyslexia.

II.B.3) EQ Emotional Intelligence Summit:  Sean Williams, Assistant Superintendent for Instructional Services, is requesting that the Board approve for a Behavior/Mental Health Consultant to attend the EQ Emotional Intelligence Summit in Weimar, California from February 20-23, 2020. The Consultant is paying for the flight and accommodations and Eaton RESA will pay the $400 registration fee which has been budgeted. The focus of the conference is on strategies to support students with personality, deviant, behaviors, and emotional attachments.

II.C. Mid-State Health Network (MSHN) Substance Use Disorder Contract Amendment: Kim Thalison, Prevention Services Supervisor, is requesting that the Board approve the MSHN Substance Use Disorder Contract amendment to include an additional $110,000 award. The total agreement for October 1, 2019 through September 30, 2020 is now $781,449 for substance use disorder prevention in Eaton County.

II.D. Mid-State Health Network (MSHN) Opioid Response Grant Letter of Agreement: Kim Thalison, Prevention Services Supervisor, is requesting that the Board approve the Opioid Response Grant Letter of Agreement with MSHN to be a fiduciary agent for Clinton, Eaton, and Ingham Counties to pay for materials, supplies, and trainings related to the prevention of opioid overdoses. The total amount awarded is $43,500 for October 1, 2019 through September 30, 2020.

II.E. Technology Service Agreement: Eaton RESA's current technology service agreement with Ingham ISD ends on June 30, 2020. This agreement has provided the district with technology leadership, planning, infrastructure, data/server hosting, technology and instructional data support services in a comprehensive manner since May of 2017. Over the past several months, the Superintendent has worked collaboratively with Daryl Tilley, Ingham ISD's Executive Director of Information Technology Services to develop a successor technology services agreement to meet the needs of Eaton RESA based on stakeholder input. As a result, the Superintendent is requesting authorization from the Board for this technology service agreement with Ingham ISD from July 1, 2020 - June 30, 2023 at an estimated total cost of $1,818,340 excluding new or ad hoc services requested with a cap on annual fee increases of 4%. The term of the agreement also provides an option, upon determination of costs and mutual agreement by both parties, to renew for two sequential one year terms (2023-24 and 2024-25).

Superintendent Evaluation: Based on the self-evaluation and evidence provided by the Superintendent to the Board on 1/15/2020 and the Board's completion of the Superintendent's annual evaluation on 2/5/2020; the Board has reached consensus on an overall annual performance rating of Highly Effective for Cynthia Anderson.

III. INFORMATION ITEMS
III.A. 2020-2021 Proposed Budget Process: Based on statutory requirements, Eaton RESA must provide its proposed general fund and vocational education fund budgets to local district Boards of Education annually for review and action on resolutions to either approve or disapprove each of these budgets. The Superintendent and Executive Director of Finance and Operations, have developed a process and timeline for implementation of these requirements with the 2020-2021 proposed budgets. This timeline will provide sharing of the proposed budget information with the RESA Board, local district Superintendents, and local Board members by 5/1/2020. Local district Board resolutions are due back to Eaton RESA by 6/1/2020.

III.B. Meadowview Renovations: Tina Monroe, Executive Director of Finance & Operations, will provide the Board with information on the Meadowview classroom renovation project which is scheduled for the summer of 2020. The RFP will be posted by February 21, 2020. Once bids have been reviewed, a recommendation will be presented to the Board for approval.
