I.C.1) Instructional Services Update: Sean Williams, Associate Superintendent for Instructional Services, will provide an update on the Eaton RESA Instructional Services efforts for the 2019-20 school year.

II.B. Eaton County Board of Commissioners and the 56th Circuit Court Contract:  Kim Thalison, Prevention Services Supervisor, is requesting that the Board authorize the Superintendent to execute the Eaton County Board of Commissioners and the 56th Circuit Court contract to provide truancy intervention to Eaton County youth who are chronically absent from school. The contract will not exceed $131,500 from October 1, 2019 through September 30, 2020.

Substance Abuse and Mental Health Administration Training Grant Renewal: Kim Thalison, Prevention Services Supervisor, is requesting that the Board approve the renewal of the Mental Health Awareness Training Grant through the Substance Abuse Mental Health Administration. The grant will not exceed $125,000 from September 30, 2019 through September 29, 2020 and provides Youth Mental Health First Aid training to educators and community members in Clinton, Eaton, and Ingham Counties.

II.D. Superintendent Evaluation Process/Timelines: The Board will continue to implement the MASB Intermediate School District/Educational Service Agency Superintendent Evaluation tool. As per Board Policy, the Superintendent will have an evaluation conducted by March 15 annually by the Board. The following evaluation schedule is being recommended by the Superintendent for Board approval: 
• 1/15/20 - Regular Meeting: Superintendent self-evaluation, summary of accomplishments and evidence provided as an information item
• 2/5/20 - Special Meeting: Board will conduct the Superintendent's evaluation in closed session
• 2/11/20 - Meeting: Board President, one board member and Superintendent will review the current Superintendent employment contract and identify needed amendments
• 2/19/20 - Regular Meeting: Board issues Superintendent's overall performance evaluation rating and considers approval of the Superintendent's contract

II.E. Contracted Visual Impairment Services Agreement: Ryan Harp, Assistant Superintendent for Special Education, is requesting that the Board authorize the Superintendent to execute an agreement with ProCare to provide part-time Visual Impairment services for the 2019-20 school year to cover students individualized education plan (IEP) service requirements. The agreement will not exceed $61,180 from November 21, 2019 through June 8, 2020.

Contracted School Social Work Services Agreement: Ryan Harp, Assistant Superintendent for Special Education, is requesting that the Board authorize the Superintendent to execute an agreement with Therapia LLC to provide a full-time School Social Worker for the 2019-20 school year. The agreement will not exceed $59,976 from November 21, 2019 through June 8, 2020.

II.G. GSRP/Head Start Agreement: Jennifer McCaffrey, Early Childhood Supervisor, is requesting that the Board authorize the Superintendent to execute the agreement for the GSRP/Head Start blended classrooms for 72 students with a total allocation of $234,900 for the 2019-20 school year.

GSRP Agreement with Eaton Rapids Public Schools: Jennifer McCaffrey, Early Childhood Supervisor, is requesting that the Board authorize the Superintendent to execute the agreement with Eaton Rapids Public Schools for the GSRP classrooms for 32 students with a total allocation of $208,800 for the 2019-20 school year.

III. INFORMATION ITEMS
III.A. Emergency Operations Plan Overview: Cindy Anderson, Superintendent, will provide an overview of the draft Eaton RESA Emergency Operations Plan (EOP) document to comply with PA 436 of 2018 by January 1, 2020. The EOP is being developed in coordination with Eaton County Emergency Services and Charlotte Police/Fire Departments. The draft EOP is being developed in compliance with the required components of PA 436 and utilizes a template being provided by the MI State Police. A final version of the Eaton RESA Emergency Operations Plan will be outlined to the Board for approval at the 12/18/19 regular meeting.
III.B. Update on Life Tech Pupil Accounting Quality Review: The Michigan Department of Education (MDE) recently performed a Quality Review of Eaton RESA's 2018 Fall pupil accounting audit. A report was issued on October 17, 2019, that mentioned concerns as to whether Life Tech Academy is compliant with meeting the required number of instructional hours. MDE has instructed Eaton RESA to audit 100% of Life Tech Academy's students for the 2019 Fall pupil count to verify required instructional hours.
