II.B. Out of State Travel Requests:  Ryan Harp, Assistant Superintendent for Special Education, is requesting Board approval for two consultants to attend the ATIA Conference in Orlando, Florida from January 30 - February 2, 2020. This national conference will provide staff with training on assistive technology and communication devices for use with students. Costs associated with this conference are included in the budget.

II.C. 2018-19 Audit: Tina Monroe, Executive Director of Finance & Operations, is requesting that the Board approve the 2018-19 Financial Audit as presented by Maner Costerisan.
II.D. 2020 Summer Tax Levy Resolution: Tina Monroe, Executive Director of Finance & Operations, is requesting that the Board approve the 2020 Summer Tax Levy Resolution before the December 31, 2019 deadline. This allows Eaton RESA to continue collecting fifty percent of the taxes in the summer and fifty percent in the winter from 7 of its 32 taxing units as done previously.

II.E. Prevention Services Contract Renewals:
II.E.1) Mid-State Health Network (MSHN) Contract Renewal: Kim Thalison, Prevention Services Supervisor, is requesting that the Board authorize the Superintendent to execute the MSHN contract renewal to coordinate evidence-based prevention services and programs in Clinton, Eaton, and Ingham Counties. The $670,871 will be used to provide programming, community engagement, direct-service programming, and data/technical assistants to schools and communities in the tri-county area. The agreement is from October 1, 2019 through September 30, 2020.

II.E.2) Michigan Adolescent Pregnancy and Parenting Program (MiAPPP) Contract Renewal: Kim Thalison, Prevention Services Supervisor, is requesting that the Board authorize the Superintendent to execute the agreement with Michigan Department of Health and Human Services for the Mi-APP Program in an amount not to exceed $227,000 from October 1, 2019 through September 30, 2020 to provide case management support to parenting and pregnant teens in the Lansing area.

II.E.3) Michigan Primary Care Association (MPCA) Contract Renewal: Kim Thalison, Prevention Services Supervisor, is requesting that the Board authorize the Superintendent to execute the MPCA Contract Renewal to provide Whole Child supports to Clinton, Eaton, and Ingham Counties in an amount not to exceed $80,000. The term of the agreement is October 1, 2019 through September 30, 2020.

II.E.4) Taking Pride in Prevention (TPIP) Contract Renewal: Kim Thalison, Prevention Services Supervisor, is requesting that the Board authorize the Superintendent to execute the TPIP contract renewal with the Michigan Department of Health and Human Services (DHHS) in partnership with the Lansing School District in an amount not to exceed $100,000 to provide evidence-based sex education for teens. The term of this agreement is from October 1, 2019 through September 30, 2020.

II.E.5) TPIP Lansing School District Subcontract Renewal: Kim Thalison, Prevention Program Services Supervisor, is requesting that the Board authorize the Superintendent to execute the renewal of the TPIP subcontract with Lansing School District in an amount not to exceed $41,950 from October 1, 2019 to September 30, 2020.

II.E.6) Behavioral Health Train the Trainer Contract: Kim Thalison, Prevention Services Supervisor, is requesting that the Board authorize the Superintendent to execute the National Council for Behavioral Health Train the Trainer Contract. The $26,000 cost will provide for a three-day on-site training in December, 2019.
II.E.7) Michigan Office of Adolescent Sexual Health (MOASH) Subcontract Renewal:  Kim Thalison, Prevention Services Supervisor, is requesting that the Board authorize the Superintendent to execute the MOASH subcontract for $40,000 from August 1, 2019 to July 31, 2020. This subcontract includes services to provide material development, technical support for sex-ed advisory boards, and best-practice policy assistance as requested by the grant.

II.E.8) Michigan Department of Education (MDE) Center for Disease Control (CDC) Subcontract Renewal: Kim Thalison, Prevention Services Supervisor, is requesting that the Board authorize the Superintendent to execute the Michigan Department of Education subcontract renewal agreement through the CDC DASH grant which provides data collection services through the YRBS and Profiles surveys with priority school districts as required by the grant in an amount not to exceed $40,000 from August 1, 2019 to July 31, 2020.

II.F. Conflict of Interest: Kim Thalison, Prevention Services Supervisor, is requesting Board approval to accept a temporary, part-time position with the state coalition, Tobacco Free Michigan. She would be compensated for an amount not to exceed $4,000 for providing administrative services outside of scheduled work hours, beginning immediately through the end of January, 2020.
III. INFORMATION ITEMS
III.A. Special Ed ELA/Math Alternative Assessment Outcomes: Ryan Harp, Assistant Superintendent for Special Education, will provide the MDE determination for Eaton RESA on the Special Ed ELA/Math Alternative Assessment outcomes.
III.B. Insurance Open Enrollment: Tina Monroe, Executive Director of Business & Finance, will provide information on the upcoming insurance open enrollment process. Administrative, NONA, and ESPA groups receive health insurance benefits through the Western Michigan Health Insurance Pool (WMHIP). EIEA will communicate their decision to Human Resources on October 11, 2019 whether they will continue with MESSA or switch to WMHIP. Open enrollment packets will be available to staff on 10/23/19.
IV. BOARD MEMBER REPORTS & REQUESTS
V. CLOSED SESSION: The Superintendent is requesting that the Board enter into closed session, pursuant to the Open Meetings Act, Section 8(c) to discuss possible additional negotiations connected with the current ESPA Collective Bargaining Agreement.
