1. Call to Order
Description:  This is a meeting of the Board of Education in public for the purpose of conducting the School District's business and is not to be considered a public community meeting.

Description:  The meeting was noticed by way of publication in the Waterford Post of Friday, May 21, 2021, and by posting in the District Office and on the District's website. Minutes from the March 29, 2021 board meeting were published in the Waterford Post on Friday, April 30, 2021. These minutes were also published on the District's website.

Description:  School board members elected at the spring election took office on the fourth Monday in April. 
5.A. Approval of Board Member Resignation
Description:  Board Member Don Engler submitted his resignation from the Board of Education effective May 14.
Board Policy 0142.5 - VACANCIES

The office of a Board member shall become vacant immediately upon the occurrence of . . . the incumbent's resignation;  
Filling a Board Vacancy
The vacancy shall be filled by the Board using the following procedure:

Appointment by the Board to fill a vacancy shall be by the majority vote of the existing Board. All votes shall be recorded, preserved, and open to public inspection to the extent prescribed in Wis. Stat. Chapter 19. Secret ballots may only be used when Board members are electing officers.

All applicants are to submit a notice of their interest, in writing, to the Board President or District Administrator.

The Board may interview interested candidates to ascertain their qualifications.

If the vacancy is not filled within sixty (60) days of the date on which the vacancy first exists, the vacancy shall be filled by appointment of the Board President.   

The appointee shall hold office until a successor is elected and takes office under Wis. Stats., 120.06(4). When a vacancy occurs after the last Tuesday in November and on or before the date of the next spring election in the office of a Board member who is not in the last year of his/?her term, the successor shall be elected at the 2nd following spring election. Elections to fill unexpired terms shall be held simultaneously with the elections for regular terms.

5.B. Election of Board Officers
Description:  Section 120.05(1)(c) of the WI State Statutes notes that  In the case of a school board with more than 3 members, the school board shall annually elect a school district president, vice president, treasurer, and clerk from among its members at a school board meeting held on or within 30 days after the 4th Monday in April.  Current officer positions are as follows: Don Engler, President; Mike Schoenfeld, Vice President; Dennis Purtell, Treasurer; Nancy Klemko, Clerk; and Doug Schwartz, Director. The election of board officers can be made by a verbal vote or by paper ballot.
5.C. Board Committee Assignments
Description:  Annually in May, the Board President will assign members to the various existing committees. Board members may wish to discuss the committee assignments. The previous committee assignments for the current school year are as follows.
- Building and Grounds: Engler, Klemko
- Finance:  Purtell, Schoenfeld
- Personnel:  Klemko, Schoenfeld
- Athletic Code of Appeals: Purtell, Schwartz
- Curriculum and Policy: Purtell, Schwartz
5.D. 2020-2021 Board Meeting Dates
Description:  Attached are two lists of proposed board meeting dates for the upcoming school year. The first list follows the established schedule of the fourth Monday each month with a few exceptions to avoid schedule conflicts with holidays.  Also provided for Board consideration is a list of calendar dates that fall on the 3rd Monday of each month to avoid conflicts with other area schools and municipal board meetings that are also held on the fourth Monday each month.

Description:  The Administration is recommending the following individuals be offered a contract starting with the 2021-2022 school year.

7. Student Recognition
Description:  The Administration would like to recognize and congratulate students who have qualified for state level competitions or who were recipients of other prestigious level awards.
7.A. WSMA High School State Honors Program
Description: 

This year, more than 1,100 students auditioned for 428 positions in five ensembles for the WSMA High School State Honors program. We are pleased to announce that five Waterford Union High School students have been selected for the state honors ensembles. They are:

- Hannah Frohne: Band (Flute)
- Megan Frohne: Band (Clarinet)
- Ava Lennartz: Treble Choir (Alto)
- Lilly Mehring: Treble Choir (Soprano)
- Gabe Sell: Mixed Choir (Bass)

In addition, Alexander Popp (Mixed Choir - Bass) and Jacob Wunder (Jazz Ensemble - Saxophone) have been selected as prioritized alternates. 

As members of the Honors ensembles, students will participate in a summer camp and then will perform in October at the Overture Center in Madison as part of the annual music teachers convention. More information can be found at https://wsmamusic.org/hs-honors/ 

7.B. Ella Hunter - 2021 Artistic Discovery Contest
Description:  Ella Hunter's artwork will be in the US capitol for the next year. 
8. Resident Comments
Description:  At this time the board would like to invite any member of the audience to stand with comments about items of interest or concern that do or do not appear on the agenda this evening. Please begin by stating your name and address. It would be appreciated if you would limit your comments to three minutes so that we can keep the meeting moving in a timely fashion and allow others an opportunity to speak. We ask that you remember that Wisconsin law prohibits us from discussing specific employees or their job performance. Thank you for your support of our school district.
9. Information Items
9.A. Student Council Report
Description:  The Student Council Sergeant at Arms will provide an update on the recent activities of various student co-curricular clubs. 
9.B. Associate Principals' Report
Description:  Brian Belot and Mark Peperkorn will update the Board on their roles. 
9.C. Naming Rights of the Outdoor Center
Description:  Paul Bixler was nominated to the Waterford Union High School Hall of Fame.  Despite not being selected in this year's class committee recommended renaming the outdoor center in Paul's honor.
9.D. Face Coverings
Description:  The administrative team was prepared to release the mask mandate given recent guidance from the CDC.  Soon thereafter, the CDC clarified its findings by reporting an exception recommended that masks remain on in schools through the end of the school year.

The administrative team recommends following the CDC's guidelines indoors and allow for masks to be optional at the outdoor events for prom and graduation for persons that are vaccinated.

10.A. Approval of Open Enrollments
Description: 

Important Open Enrollment Dates

June 11, 2021 - Nonresident school districts must mail notices of approval or denial. If the application is approved, the school district must notify the parents of the specific school or program to which the student is assigned. If the application is denied, parents have 30 days to file an appeal.
June 18, 2021 - Resident districts must notify applicants if the application is denied. If the application is denied, parents have 30 days to file an appeal.
June 25, 2021 - Parents of accepted applicants must notify the nonresident district if the student will attend the nonresident district in the 2021-22 school year. If the parent fails to make this notification, the nonresident district may refuse to allow the student to attend the district.
10.B. Approval of Board Meeting Date for June
Description:  Due to a conflict in the Superintendent's travel schedule a request of the board to move the Regular Board Meeting and Finance Committee meeting from June 28th to June 21st.
