Description:  This is a meeting of the Board of Education in public for the purpose of conducting the School District's business and is not to be considered a public community meeting.

Description:  Official notice of the meeting was made by way of publication in the Waterford Post of Friday, October 23, 2020, and by posting in the District Office and on the District’s website. 

Minutes from the regular monthly board meeting of August 24, 2020, were published in the Waterford Post on Friday, September 18, 2020.  Minutes from the special meetings of September 10, 2020, and September 21, 2020, were published in the Waterford Post on Friday, October 2, 2020.  These minutes were also posted on the District’s website.

6. WASB Business Honor Roll Recognition 
Description: 

As part of the Wisconsin Association of School Boards 2020 Business Honor Roll program, the District would like to recognize Aurora Sports Health, Gateway Technical College, Nexus Solutions, Rivermoor Golf Club, and Avidity Science for their support of the Waterford Union High School.  This program recognizes local school district business partners that support local schools by providing resources or additional learning opportunities for students and staff.

Description:  At this time the board would like to invite any member of the audience to stand with comments about items of interest or concern that do or do not appear on the agenda this evening. Please begin by stating your name and address. It would be appreciated if you would limit your comments to three minutes so that we can keep the meeting moving in a timely fashion and allow others an opportunity to speak. We ask that you remember that Wisconsin law prohibits us from discussing specific employees or their job performance. Thank you for your support of our school district.

8.A. Student Council Report
Description:  The Student Council Sergeant at Arms Gracie Lunceford will report on student events and activities.
8.B. Demonstration of Hardware to Support Virtual Learning
9. Items For Board Action
9.A. Instructional Delivery Model Recommendation
Description:  The administrative team will recommend to the board an instructional delivery model for the month of November and beyond.
9.B. Certification of 2020-2021 Tax Levy
Presenter:  Luke Francois
Description:  The District recommends a tax levy of $8,586,525.  The levy will fund school operations, pay down debt service, fund capital expenses, a post-employment liability trust, and community services. 

The levy report finds an overall decrease of almost $360,000, with the Town of Waterford receiving the largest decrease to the tax levy at slightly over a quarter of a million dollars at $252,517.  The Towns of Dover and Norway find slight increases in their levies totaling less than $10,000 across all homes in both townships.


The corresponding mill rate reduced $.34 from $4.28 to $3.94.

9.C. 2020-2021 Final Budget Adoption
Description:  The final budget for the 2020-2021 school year has expenditures totaling $25,903,120.03 and revenues totaling $23,737,469.  The board strategically planned for utilizing fund balance to offset the difference of $2,165,651.03.  Fund balance utilization will pay down remaining balances for capital projects to include the north athletic parking lot, completion of the LED lighting project, installation of a rooftop chiller, and renovated tennis courts, a terraced hill below the main entrance, JEDI programming for students, PPE, and technology acquisition for virtual learning.
10. Superintendent's Report
Description:  Superintendent Francois will share timely information with the board of education.
10.A. Third Friday Count Report
Description:  The third Friday count in 2020 is 1054.  The number is down 19 students from 2019 to 1073.  The count is lower due to a large senior class replaced by a smaller freshman class and a drop in summer school enrollment due to the virus.
