NARRATIVE
The Refuge Church donated over $1,000 in supplies and hundreds of man-hours to repaint the exterior and some of the interior classrooms at Mills Elementary. Tom Collier donated additional school supplies to the district valued at over $800. This is an ongoing donation from Mr. Collier several times each year. Additionally, the Board of Education wishes to thank all those who donate to our schools and district without recognition. We are grateful to all for their support. |

Klamath Learning Center wishes to offer River Academy Homeschool to students in grades K-12. This option has been created for families who do not wish their students to attend school in a classroom setting during COVID-19. In order to make the necessary changes at ODE, they require the approval of this grade level change to include K-1 by the Board of Education. GBEB - Communicable Diseases - Staff
JHCC - Communicable Diseases - Students Recent events in our communities prompted revisions to rules prescribed by the Oregon Health Authority (OHA) affecting school attendance by staff and students to protect public health. As a result, OHA added COVID-19 to the restrictable disease list and established criteria for returning staff and students to school, in addition to other revisions made to existing rules including changes in definitions and other parts of previous rules. Please continue to follow the guidance as it is reported by OHA and the Oregon Department of Education in connection with these recommended changes. GBEB - Communicable Diseases - Staff

GBN/JBA - Sexual Harrasment - Staff JBA/GBN - Sexual Harassment - Students The updates issued for policy and administrative regulations for sexual harassment result from release of revised Federal regulations for Title IX protections and the release of updates to Oregon Administrative Rules revised to reflect new Oregon statute adopted in the 2019 Legislative session amending Oregon’s sexual harassment definition and its policy and procedures requirements. Members will need to consider the urgency of adoption of these new recommended revisions to update procedures for complaints and investigations of sexual harassment reports or complaints for the coming school year. In compliance with these new recommended policies and administrative regulations, members need to consider which definition of sexual harassment a reported incident or complaint may align with and follow recommended procedure and whether the reported incident or complaint may need to be investigated and processed under both State and Federal law established procedures.

6. Approval of Language Modification to Section 2 Subsection B of the Superintendent's Employment Contract

NARRATIVE
Currently, the language under Section 2 Compensation, Subsection B Tax Sheltered Annuity of the KFCS employment contract with Superintendent Paul Hillyer reads: The district will purchase for the superintendent a tax-sheltered annuity with a premium equal to three percent (3%) of the superintendent’s then-current annual gross salary plus $8,000. If the superintendent prefers, the amount referenced may, as an alternative, be taken as part of the superintendent’s salary It has been requested that Subsection B Tax Sheltered Annuity be modified to read as: The district will purchase for the superintendent a Tax Sheltered Annuity with a premium equal to three percent (3%) of the superintendent’s then current annual gross salary plus $8,000. If the superintendent prefers, that amount referenced above may, as an alternative, be taken as part of the superintendent’s salary -- this provision giving the superintendent the option for taking the tax sheltered annuity compensation as either a 403B or as salary is retroactive to cover the following three contract years: the 2018-19, 2019-20, and 2020-21 school year contracts. If the superintendent is employed less than twelve (12) months in any calendar year, the premium will be reduced to a fraction in which the numerator is the actual months of employment in the calendar year and the denominator 12. This language has been suggested and reviewed by legal counsel and approved by PERS. RECOMMENDATION: The district administration recommends the Board of Education approve the proposed modification of Section 2 Subsection B of the Superintendent's employment contract as presented. |
