5.A. Appoint Board Member, Zone 1 Position 1
Presenter:  Board Chair
Description: 

Any vacancy on the Board shall be filled by appointment by the remaining members of the Board from among the qualified persons within the zone in which the vacancy occurs.  Any vacancy in an at-large Board position shall be filled by appointment by the remaining members of the Board from among the qualified persons within the district as a whole. 

The Board appointee must be a legally registered voter, a resident within the district for one year immediately  preceding the appointment and a resident of the Zone from which the vacancy has occurred. 

Board elections are held every odd-numbered year, which for purposes of this policy are termed "election years."  The appointee: 

1.             Will serve until June 30 following the next election, at which time the individual elected in March of that year will fill the remaining portion of an unexpired term or serve a full four-year term; or

2.             Will serve until June 30 of a subsequent election year if the vacancy occurs after the filing date in an election year.

A Board member so elected as a replacement will serve the remaining year(s) of the term of office of the Board member being replaced.

Appointment to unexpired terms will be made by the Board under the following guidelines:
1. Announcements of the vacancy will be published in area newspapers. Reporters will be asked toinclude information regarding the position in articles in their respective papers;
2. Letters announcing the vacancy will be sent to all qualified candidates in the most recent Boardelection;
3. The announcement will invite individuals to submit applications for nominations to the Board withinthe time frame established by the Board;
4. The Board will interview potential appointees in open session;
5. The Board will select the appointee by utilizing the following procedures:
a. When there are three or more candidates the Board will continue to vote until two candidateseach have a greater number of votes than any other candidate. In such voting procedure, eachmember will vote for two candidates;
b. When there are only two candidates, either because there are only two or because the Board has reduced the list to two, the Board will select the new member by majority vote of Boardmembership.
6. All voting will be conducted in accordance with public meeting laws, with the name of each Boardmember and how each voted duly recorded in the minutes;
7. All candidates will be notified of the Board’s decision at the most immediate and appropriate time;
8. Upon appointment by the Board, the newly appointed Board member(s) will be sworn in and seated immediately.

The Lane ESD Board of Directors has received an application for appointment to the Board of Directors, Zone 1 Position 1, from Sydney Kissinger. 


BE IT RESOLVED that the Board of Directors of Lane ESD appoints an applicant to the Board to the Board of Directors, Zone 1 Position 1.
5.B.  Consent Agenda

Description:  The Lane ESD Board of Directors has agreed to implement a consent agenda.  All items in the consent agenda are adopted by a single motion unless a member of the Board or the Superintendent requests that such item be removed from the consent agenda and acted upon separately.  

Generally, consent agenda items are matters which members of the Board agree are routine in nature and should be acted upon in one motion to conserve time and to enable the Board to focus on the other matters on the agenda.  

Back-up materials for consent agenda items are included in the agenda packet as needed.  Minutes of this meeting will reflect action on each item.  

If any board member wishes to withdraw any consent group item, it will be moved to the appropriate section of the agenda.   

BE IT RESOLVED that the Board of Directors of Lane ESD adopts the consent group as submitted and listed below.

Description:  BE IT RESOLVED that the Board of Directors of Lane ESD accepts the Financial Report for January 2020.

5.E. Approve 2021-22 Budget Calendar
Description:  Per Board Policy DBC, the Board will annually adopt a budget calendar which identifies dates and deadlines required for the legal presentation and adoption of the budget. Further, the policy reads that the superintendent will prepare and recommend a proposed calendar for Board approval. The calendar will identify dates and activities to include those needed to comply with state law.

5.F. Declaration of Classified Employee Appreciation Week

Description:  BE IT RESOLVED

WHEREAS, the education of youth is essential to the future of our community, state, country and world; and

WHEREAS, classified employees are the backbone of our public education system; and

WHEREAS, classified employees work directly with students, educators, parents, volunteers, business partners and community members; and

WHEREAS, classified employees support the smooth operation of offices, the safety and maintenance of buildings and property, and the safe transportation, healthy nutrition and direct instruction of students; and

WHEREAS, our community depends upon and trusts classified employees to serve students; and

WHEREAS, classified employees, with their diverse talents and true dedication, nurture students throughout their school years.

NOW, THEREFORE, BE IT RESOLVED that the Lane Education Service District Board of Directors proclaims March 1-5, 2021, to be CLASSIFIED EMPLOYEE APPRECIATION WEEK; and

BE IT FURTHER RESOLVED that the Lane Education Service District Board of Directors strongly encourages all members of our community to join in this observance, recognizing the dedication and hard work of these individuals.

5.G. Accept Superintendent Evaluation Summary

Description:  The Board of Directors of Lane ESD will review and accept the Superintendent Evaluation Summary for 2020. 

BE IT RESOLVED that the Board of Directors of Lane ESD accepts the 2020 Superintendent Evaluation Summary, as presented.

5.H. Extend Superintendent Employment Contract
Description:  The original terms of the contract with Superintendent Tony Scurto was for a period beginning the 1st day of July, 2017, and ending on June 30, 2020.  As provided by ORS 332.505(2)(a) the district school board may elect to issue a subsequent contract for an additional three years, or shorter mutually agreed upon employment period, at any time. 

 

This three-year contract shall automatically be extended each July 1st of the contract term beginning July 1, 2018, unless by December 15 of the first year of each contract year, the Board elects not to extend the current contract and so notifies the Superintendent by December 15 of such year.

This creates a rolling 3-year term absent action by the Board in the first year. 
 

The Board of Directors of Lane ESD will act to confirm the extension of Superintendent Scurto's employment contract through June 30, 2024.

6.C. Upcoming Election
Description:  Lane ESD Board of Director position terms 1, 3 and 6 expire June 30, 2021.  Lane County Elections has notified Lane ESD of the upcoming election and confirmed the positions on the May ballot. 

Candidates may file for the positions beginning February 8, 2021 and no later than 5:00 p.m. March 18, 2021.  Candidates file their intent with Lane County Elections either by mail, the 24-hour dropbox, or by appointment at 275 W 10th Avenue, Eugene.  The Lane County Elections office is currently closed to walk-in customers due to the COVID-19 restrictions.  To make an appointment, interested candidates can call 541-682-4234. 

Interested candidates may file by fee or by petition.

6.E. OAESD Officer Council – Elections 2021-22
Description:  General Description:  The Officer Council consists of the officers of OAESD. These are the Chair, Chair-Elect, and Past Chair of the OAESD Board and President, President-Elect, and Past President of the OAESD Superintendents' Council.  The term of office for the officers shall be one year in each role. The Chair-Elect and President-Elect succeed the Chair and President, respectively.  Past practice has been for each ESD Board to have the opportunity to nominate a candidate for the position of Chair-Elect and for each member ESD superintendent to have the opportunity to nominate a candidate for President-Elect. The nomination and election timeline for 2021 will be as follows: 

JanuaryLocal Boards may nominate eligible members of their own or other ESD boards for Chair-Elect.  Superintendents may nominate themselves or other ESD superintendents for President-ElectNominations will be turned in to the OAESD Executive Director no later than January 29.

Chair-Elect: Linda Brown, Board Member, Clackamas ESD, has been nominated by the CESD Board and has agreed to serve. 

Local Boards will cast their votes for Chair-Elect between February 5 and March 12. 

President-Elect:  Tonja Everest, Superintendent, LBL ESD has been nominated and has agreed to serve. 

Superintendents will cast their votes for President-Elect between February 5 and March 12. 

The results of the election will be announced on March 15 which will allow the newly elected Officers to participate in the Officer Council meeting being held on March 18. 

6.F. NAACP Freedom Fund Event
Description:  The Board will discuss attendance at the 2021 NAACP Freedom Fund event.  The event will be conducted virtually this year.

Rose Wilde:  This month's activities are listed below by date. I provided a more expanded report this time to share in more depth my areas of connection, interest, and skill, and hope these can apply in service to our board and district.
  • 1/6 Meet and Greet with Mavis Sanchez-Scholes DEI Supervisor at Willamalane Park and Recreation District, discussing DEI strategic planning, resources, etc.  Willamalane serves many children and families in the Springfield area, and recently created a DEI Supervisory position.  Shared resources for professional development and made an introduction to DEI staff at Oregon Department of Human Services.  Hoping to connect Mavis to the ECC/CCAN when it reconvenes. I wonder if there are people at Lane ESD who might also be helpful to Mavis and Willamalane?
  • 1/12 OAESD Equity and Racial Justice Task Force (3rd meeting) - we are honing our core beliefs (which will be presented to the Governance Council) and beginning to discuss how OAESD can support districts in our approach to equity and racial justice. We will meet at least 2 more times, and up to 8 times if needed, to complete a position statement and action recommendations that will be presented to our Governance Council this Spring for adoption.
  • 1/12 Presentation to Eugene Education Association in Winter Seminar Series (with a team of colleagues including a high school teacher and a middle school student, as well as two parents) on Confronting White Nationalism in Schools: A Toolkit. We had over 50 educators participate from at least three districts in a very interaction 2 hour Zoom class.  Our team will present to a Bethel SD school in February and schedule future presentations to other educational communities by request. Having an experienced online educator greatly improved our engagement strategies and tools for online delivery. Educators reported that students were very aware of the insurrection at the Capitol and had conversations in class to understand the events. Tension and fear was palpable.
  • 1/13 North Eugene High School Student Mock Interviews - at the request of a local school counselor, I volunteered to interview students for a few hours, and provided them with feedback to improve their skills.
  • 1/13 Western States Center Briefing on Political Violence - learned about current activities in our region of far right extremist groups organizing to disrupt public events and activities, including at State capitols. Indirectly related to LESD - the rhetoric and recruitment is impacting students regionally, and political and white nationalist violence and threats are frightening to students, their families, and everyone.
  • 1/14 & 1/28 OAESD Legislative Committee - Honed our legislative priorities, which will be presented to our Governance Council for adoption on Feb 4th. We are tracking several bills already.  I have attached the latest update from Ozzie Rose, which includes the list of key bills we are tracking, instructions for how to track bills using the Oregon Legislative Information System (OLIS) and a schedule of hearings this week for some bills we are tracking.  This group will meet every two weeks during the legislative session and will rely upon ESD administrative staff and board members to leverage our relationships and connections with Oregon legislators to communicate regarding our aims. Most priorities are similar to previous years, updated with current financial projections.  One key change is to establish a minimum funding amount in the distribution of SSA money to ESDs, which resulted in the smallest ESDs receiving a minimum of 1% of the funding available, and the larger ESDs receiving funding based on ADMw per the SSA (this increased the funding for the smallest ESDs from about $40,000 to $210,000, while the magnitude of impact on the larger districts was much smaller, relative to the total).  This will require legislative action to correct. Our financial goals are aligned with other education partners (OSBA/COSA/etc.) to match their projections. (roughly 9.7 billion for SSF, for example). 
  • 1/18 MLK jr Drive Through Fair with NAACP - attended and welcomed people to the annual event, this time set up as a drive through resource fair, with representatives from multiple community organizations.  Followed up by an online event to celebrate MLKjr day of Service. Despite fears of political/white nationalist violence, this was a positive and uplifting event with no disruptions.
  • 1/21 People's Inauguration - though my Racial Justice group, I organized a non-partisan event to engage every day people in committing themselves to the healing and transformation of our nation, in recognition that elected leaders cannot achieve the fully inclusive, resilient and equitable democracy that we envision for ourselves without the commitment of people and communities, as part of a national movement (www.peoplesinauguration.com) founded by Valarie Kaur and the Revolutionary Love Project.  Very successful event with COVID precautions firmly in place and cooperation with local law enforcement (in case of political violence).  The kick off event was followed by 10 days of online training and practices to promote the skills and resilience to continue to engage in transformative actions across sectors of activism.   • 1/19 Preparation for Officer's Council meeting with OAESD leadership
  • 1/22 OAESD Officer's Council: Prepared for upcoming Governance Council meeting and discussed the progress so far of the Task Force on Equity and Racial Justice.
  • 1/22 Stop the Sweeps meeting - a group of community members are raising attention to concerns about law enforcement interactions with people living in urban campsites and lacking other safe housing. They are asking local jurisdictions to recognize and support the recommendations of the CDC about COVID safety measures, which include allowing for camping in urban areas when other safe housing is not available. This may come up if people camp on LESD properties. Concerns are currently primarily involving City of Eugene Policies for Parks and public spaces.
  • 1/28 OAESD Legislative Committee (reported above)
  • In addition to the above events, I participated in several forums of a more political nature regarding how to respond to White Backlash (a resurgence of white nationalist or supremacist organizing and actions following advances in racial equity and inclusion) and connecting with a national agenda for greater equity and inclusion with The Frontline (an advocacy organization convened by the Movement for Black Lives, the Working Families Party, and several others). I am also part of a new committee convened by Showing Up for Racial Justice that is supporting efforts to undermine structural and systemic racism in public institutions - this committee is offering the Confronting White Nationalism Training, in addition to tracking and participating in district/institution sponsored or external efforts to promote racial equity through policy and budget. (In these activities I always assert my personal opinion and actions do not represent LESD.)
  • One important learning theme through this month was most succinctly expressed by Van Jones, in a follow up to the People's Inauguration on the topic of listening to our opponents.  He said, "Our "trash" is the Nazi's treasure," as an encouragement to listen for understanding to those who may not share our perpsective or experiences. Our educators, who are having conversations with students about deeply divisive topics almost daily, model how to listen for understanding with respect in their "classrooms" and always seek to engage and include their students through these hard topics.
