6.A.  Consent Agenda
Presenter:  Board Chair
Description:  The Lane ESD Board of Directors has agreed to implement a consent agenda.  All items in the consent agenda are adopted by a single motion unless a member of the Board or the Superintendent requests that such item be removed from the consent agenda and acted upon separately.  

Generally, consent agenda items are matters which members of the Board agree are routine in nature and should be acted upon in one motion to conserve time and to enable the Board to focus on the other matters on the agenda.  

Back-up materials for consent agenda items are included in the agenda packet as needed.  Minutes of this meeting will reflect action on each item.  

If any board member wishes to withdraw any consent group item, it will be moved to the appropriate section of the agenda.   

BE IT RESOLVED that the Board of Directors of Lane ESD adopts the consent group as submitted and listed below.

6.C. Approve Resolution Adopting Participation in the Oregon Education Service District Support Network for 2020-23

Description: 

Whereas, the Oregon State Legislature has established education service districts, otherwise known as ESDs, to assist school districts and the Oregon Department of Education in achieving Oregon’s educational goals by providing equitable, high quality, cost-effective and locally responsive educational services at a regional level;  and,

Whereas, over the years, Oregon’s ESDs, both individually and collectively, have focused on this mission to meet the needs of the State by working in concert with each other and with the Oregon Department of Education;  and,
Whereas, the Oregon Association of Education Service Districts has formalized this work through the formation of the Oregon ESD Support Network in order to ensure the equity of, and access to, educational opportunity for all of Oregon's Children; to utilize all Oregon ESDs in a coordinated and integrated approach to focus on statewide implementation of targeted initiatives; to build capacity at each ESD; to build upon existing networks and partnerships to ensure and maximize efficiency for school districts and their students across the state of Oregon; to support ODE and other state entities in the effective and efficient design and implementation of initiatives requiring statewide or multi-ESD coordination and collaboration; and, to provide a single point of contact for ODE and other entities with interest in working with Oregon ESDs functioning as a Network; and,
Whereas, Oregon’s ESDs have developed Core Principles and Operating Agreements and Operational Protocols to provide the structure and governance for the Oregon ESD Support Network.

NOW, THEREFORE, BE IT RESOLVED, that the Board of Directors of Lane Education Service District approves participation in the Oregon Education Service District Support Network for 2020-23 in accordance with the stated Core Principles, Operating Agreements and Operational Protocols.

Description:  The Board of Directors of Lane ESD and Superintendent Scurto will review/affirm and/or revise working agreements.  The 2019-20 agreements are attached for reference.
7.D. Lane ESD Board Member District and Committee Assignments
Presenter:  Board Chair, Superintendent Scurto
Description:  The Board of Directors of Lane ESD will review the 2019-20 Lane ESD Board Committee and District Assignments, discuss, and affirm assignments for the 2020-21 school year.  The 2019-20 Lane ESD Board Member District and Committee assignments is attached.
7.E. 2020-21 Superintendent Evaluation Process

Description:  The Board of Directors of Lane ESD will discuss the method of evaluation of the superintendent for the 2020-21 school year.  In previous years, the Board has used the OSBA Superintendent Evaluation Tool, revised in 2017. 
7.F. OSBA Fall Regional Meetings and Roundtable Meetings

Description:  In June, OSBA communicated that with the health and safety of its members in mind and the cancellation of the Annual Convention in November, this year’s Fall Regional meetings are being repurposed and will be completely organized and hosted by OSBA.

 

7.G. OAESD Professional Development Survey

Description:  With the the cancellation of the ESD Superintendent Retreat and the OAESD Annual Summit due to the ongoing COVID-19 pandemic, the OAESD Officer Council requests that you discuss the following questions:

A.      Given the COVID environment and the impacts to you and your organization please rate your interest level in receiving on-line professional learning:

1 - not at all interested

2 – little interest

3 – some interest

4 - very interested

 B.      Given the COVID environment and the impacts to you and your organization please rate your interest level in receiving on-line board development/engagement: 

1        – not at all interested

2         - little interest

3        – some interest

4         - very interested

 C.      If OAESD offers on-line opportunities how many would you likely attend if offered throughout the year?

0-2                      3-4               5 or more

 D.     If OAESD offers on-line opportunities how long should the sessions be?

E.      Please suggest topics for professional learning of interest to you. (Examples could include 2021 Legislative Session; ESD roles in Comprehensive District Learning; Student Success Act; School Prevention and Safety; state of OAESD; etc.)

 F.       Please suggest topics for board development/engagement of interest to you. (Examples could include board roles and responsibilities; best practices for effective remote meetings; focus groups on specific, board-selected topics; etc.)
