10.d.20. 2nd Reading & Adoption: GCDA/GDDA - Criminal Records Checks / Fingerprinting (Required Changes by law)
Description:
During the 2015 Legislative session and in House Bill 2412, Oregon Revised Statute 342.232 was repealed. This statute included language stating districts could hire non-licensed employees and allow them to report to work pending the return of a state and national criminal background check. This repeal was effective January 1, 2016. After working with the Oregon Dept of Education, OSBA has recommended changes to this policy based on the best practice available to districts.

10.d.21. 2nd Reading & Adoption: IGBAF-AR - Special Education-Individualized Education Program (IEP) [Required Changes)
Description:
The State Board of Education made a change in Oregon Administrative Rule (OAR) 581-015-2200, in the content of an Individualized Education Plan (IEP), to reflect the revisions made to the guidance for IEP teams in the selection of statewide assessment for students on IEPs. IGBAF-AR is a required administrative regulation. ODE requires districts to send ARs related to special education for district students to the Board for adoption.

Description:
Senate Bill 790 (2015) added the term "domestic violence" to new or existing, age-appropriate training programs for students in grades 7 through 12 and for school employees. Additionally, it requires districts to include notice of this policy in communication to students and parents, i.e., the district's student/parent handbook. It further adds that districts will cause the posting of the required posters, as provided by the Oregon Department of Education when available, in clearly visible locations in appropriate school campuses.
