1. CALL REGULAR SESSION TO ORDER
Description:
The Regular Session of the North Santiam School District’s Board of Directors is called to order at 6:00 pm. It is an open meeting of the Board and the public is allowed to observe. On the agenda is a place for public comment. Those in attendance that wish to address the Board during this time must complete a public comment card and present it to the Board Secretary, Tonia Whisman. These orange cards are available on the table at the door. Due to confidentiality and liability issues the Board cannot hear complaints against staff in an open session.

4. STUDENT BUSINESS
Description:
A representative from the ASB Club will be present to report on activities at Stayton High School

4.1. Student Representative Oath of Office
Description:
The following are the responsibilities of the student representative as stipulated in policy BCBA-AR1.
1. Attend monthly regular session board meetings and any special sessions that are deemed necessary. 2. Read the board packet and be prepared to discuss agenda items. 3. Speak to the interests of the Stayton High School students in a manner that is appropriate and respectful to all members the Board, school faculty and members of the audience. 4. Maintain confidentiality while serving as a liaison between the Board and the student body. 5. Meet with the superintendent and/or board secretary as needed. 6. Read and sign the board protocol. 7. Take the following Oath of Office: “ I ___________________, will support the Constitution and the laws of the United States, the state of Oregon and the laws thereof, and the policies of the North Santiam School District, and will discharge the duties of Student Representative to the NSSD Board to the best of my ability”. |

Description:
A representative from the ASB Club will be present to report on activities at Stayton High School

5. PUBLIC COMMENT
Description:
The meeting will now be opened to hear comments from the public. The Board values the time and initiative members of the public take to share their comments or concerns. Please note that speakers will have three minutes to express their thoughts. The Board’s role during public comment is to listen; if there is follow-up necessary, the Board Chair will direct the Superintendent to do so. Remember that we all model the way for our students, and we ask that everyone share their thoughts in a respectful way. Finally, the law prohibits the Board from hearing complaints against employees in a public meeting. If comments include a complaint about a specific person, please follow the complaint policy which can be found on the table next to the comment cards. If there is anyone in attendance at this time, who has filled out a public comment card and wishes to address the Board, please step forward and state your name and address.

6. COMMUNICATION

6.1. Superintendent's Report: Andy Gardner
Description:
Andy will give the Board an oral report on the District and legislative issues affecting education. His report will also include an update on the Long Range Facilities Master Planning Committee.

6.2. Business Director's Report: Jane Nofziger
Description:
The October financial report will be included in the Board packet. Jane will be present to answer any questions.

6.3.1. AVID Goals/Teacher In-Service Debrief
Description:
Dave Bolin and Nicole Duncan will present the AVID Goals for the District in the 2019-20 school year and give a report on the recent Teacher In-Service/Learning Day in October.

Description:
Dave Bolin will review the OR Dept of Education's 2018-2019 District and School Report Cards.

6.3.3. Student Success Act Update
Description:
Dave Bolin will update the Board on the District's progress for applying for Student Investment Account funding made available through the recent passage of the Student Success Act

7. CONSENT AGENDA ITEMS
Description:
In order to make more efficient use of meeting time, items that are routine in nature are placed on the Consent Agenda when no debate is anticipated. Any item placed on the Consent Agenda may be removed at the request of any Board member prior to the time a vote is taken. All remaining items of the Consent Agenda are then disposed of in a single motion.

8.1. OSBA Elections
Description:
Oregon School Board's Association (OSBA) members must cast votes before Dec. 13, 2019 on the following candidate races:
Legislative Policy Committee Position 11 (Satya Chandragiri) Legislative Policy Committee Position 12 (Glen Holum or Garrett Trott) Board of Directors Position 12 (Melissa LaCrosse) If there is more than one candidate for a position in a region, the person with the most “yes” votes wins. If there is only one candidate and there are more “no” votes than “yes” votes, then that position would remain vacant and the vacancy would be filled by OSBA board appointment. 9.1. Gifts and Donations:
Description:
The Board Secretary, Tonia Whisman, will propose a new system of notifying board members monthly of donations that are received throughout the District.

9.2. Vision Screening Participants
Description:
The Vision Screening project between NSSD, Stayton Lions Club and the Oregon Lions Club occurred in November. A total of 1436 students were screened and 140 were referred for additional review.

Description:
Total enrollment as of 11.14.19 was approximately 2278. A list of enrollment numbers per grade at each school has been included in the board packet.

Description:
