1. CALL REGULAR SESSION TO ORDER
Description:
We would like to welcome you to the Special Session of the North Santiam School District’s Board of Directors. This is an open meeting of the Board and the public is allowed to be present to observe. On tonight’s agenda is a place for public comment. Anyone in attendance, that isn’t on the agenda and wishes to address the Board during this meeting must fill out a public comment card that is available at the door and give it to the Board Secretary, Tonia Whisman. Due to confidentiality and liability issues, the Board cannot hear complaints against staff in an open session.

4.1. Classified Employee Appreciation Proclamation
Description:
The Board will publicly acknowledge the work of the District's classified staff by issuing a proclamation to observe March 4-8, 2019 as Classified Employee Appreciation Week.

5. STUDENT BUSINESS

5.1. Stayton High School ASB Report
Description:
Senior class president, Mason Riedman, will be present to update the Board regarding the activities at Stayton High School.

5.2. New ASB Club/Activity: Sign Language Club
Description:
SHS teacher, Arden Robinette, has submitted a request to create a Sign Language Club at Stayton High School.

5.3. NSSD Board Student Rep Application: Mike Wagner
Description:
SHS student, Justin Large, has applied to be the student representative to the NSSD school board. This time is set aside for Justin and the board to have an opportunity to ask questions and review his application.

6. RECESS
Description:
The Board Chair will call for a 5-minute recess to visit briefly with parents, students and staff.

7. PUBLIC COMMENT
Description:
We will now open the meeting to public comment. We value the time and initiative members of the public take to share their thoughts with the board. Please note that speakers will have three minutes to express their thoughts. The board’s role during public comment is to listen; if there is follow-up necessary, we will direct our Superintendent to do so. Remember that we all model the way for our students, and we ask that everyone share their thoughts in a respectful way. Finally, the law prohibits us from hearing complaints against employees in a public meeting. If comments include a complaint about a specific person, please follow the complaint policy which can be found on the table next to the comment cards. If there is anyone in attendance at this time, who has filled out a public comment card and wishes to address the Board, please step forward and state your name and address.

8. COMMUNICATION

8.1. Superintendent's Report: Andy Gardner
Description:
Supt. Gardner will give the Board an oral report on the District and legislative issues regarding education.

8.2. Associate Superintendent's Report: Dave Bolin
Description:
Dave Bolin will review the Division 22 report that he recently submitted to the OR Dept of Education.

8.3. Business Director's Report: Jane Nofziger
Description:
The January financial report has been submitted by Jane Nofziger for the Board's review. Jane will be giving a presentation on Forecast5 product. Forecast5 Analytics develops technology used for data discovery and decision support. She will also submit the 2019-2020 draft budget calendar.

9. CONSENT AGENDA ITEMS
Description:
In order to make more efficient use of meeting time, items that are routine in nature are placed on the Consent Agenda when no debate is anticipated. Any item placed on the Consent Agenda may be removed at the request of any Board member prior to the time a vote is taken. All remaining items of the Consent Agenda are then disposed of in a single motion.

10. NEW BUSINESS

10.1. New PACE Trust Agreement: Jane Nofziger
Description:
Oregon law requires that self-insured public entity programs be formed through an intergovernmental agreement between the participating entities. PACE’s Trustees have just completed an update of the Declaration of Trust and it was formally approved by the OSBA Board of Directors at their November 11, 2018 Board of Directors Meeting. It is necessary to have all the Trust Members have their boards adopt the Joinder of Trust Agreement by March 15, 2019 to continue to have an intergovernmental agreement with PACE.
MOTION-JOINDER TO PACE TRUST AGREEMENT Motion that the North Santiam School District agrees to become a party to, and be bound by, the Second Restatement of Declaration of Trust of the Property and Casualty Coverage for Education (PACE) effective as of July 1, 2019. Motion Made By: Vote:

10.2. 2019-2022 Board/District Goals: Mike Wagner
Description:
Mike Wagner, Garrett Trott, and Laura Wipper met to begin reviewing the 2016-2019 Board/District Goals for potential revisions and/or updating for 2019-2022. The first draft has been submitted for review which also includes suggestions for the 2019-2020 board goal strategies.
