1. CALL REGULAR SESSION TO ORDER, ROLL CALL, PLEDGE
Description:
We would like to welcome you to the Regular Session of the North Santiam School District’s Board of Directors. This is an open meeting of the Board and the public is allowed to observe. On tonight’s agenda is a place for public comment. Those in attendance that wish to address the Board during this time must complete a public comment card and present it to the Board Secretary, Tonia Whisman. These orange cards are available on the table at the door. Due to confidentiality and liability issues the Board cannot hear complaints against staff in an open session.

4. SPOTLIGHT

4.1. Community Partnership Award: A & W
Description:
A & W received the Community Partnership Award from the NSSD Board in June in 2017. They were not able to be present at that meeting. They offer a great deal of support to Stayton Elementary School so they've been invited to attend this meeting to receive their award publicly.

4.2. Classified Employee Appreciation Proclamation
Description:
The Board will publicly acknowledge the work of the District's classified staff by issuing a proclamation to observe March 5-9, 2018 as Classified Employee Appreciation Week.

5. PUBLIC COMMENT
Description:
The Board welcomes public comments on topics and concerns that affect the education of students. When stating an opinion before the Board, a statement of facts on which the opinion is based is particularly helpful. The Board is also interested in your comments for viable solutions and ways of involving others who would be affected by the offered solutions. Due to confidentiality and liability issues the Board cannot hear complaints against staff in an open session. A copy of the policy and procedures on how to file a complaint are available at the back of the room, at any school office, from the board secretary, or from the North Santiam School District web site. If there is anyone in attendance at this time, who has filled out a public participation card and wishes to address the Board, please step forward and state your name and address.

6. STUDENT BUSINESS

6.1. ASB Report: Bradley Phelps
Description:
Stayton HS ASB President and NSSD Student Board Rep, Bradley Phelps, will give a report on Stayton High School.

7. COMMUNICATION
|
7.1. Associate Superintendent's Report: Dave Bolin
Description:
Dave Bolin will be representing Superintendent Gardner and give a report on the District.

7.2. Business Director's Report: Jane Nofziger
Description:
The January financial report will be submitted by Jane Nofziger for the Board's review prior to the meeting. She has submitted the budget calendar and the list of budget committee members and will be asking for Board approval of the calendar

7.3. Community Engagement Report: Tass Morrison
Description:
There is no review of the minutes because the February meeting was moved to Feb 28, 2018 to be combined with the March meeting. This was due to scheduling conflicts involving committee members.

9. NEW BUSINESS

9.1. Board Policy Updates
Description:
JECB-Admission of Nonresident Students (Board Action Required)
This policy update contains a change in the date by which the Board is required to establish the number of student transfer requests into and out of the District via the Interdistrict transfer rules or for tuition paying students. This allows administration more time to review spring registration numbers before placing any limits on potential openings. JECB AR4-Nonresident Admission Application (no board action needed) This administrative regulation has been updated to include the attendance requirement information and make the form more concise. MOTION-REVISE BOARD POLICY JECB Motion that the Board approves amended policy JECB as presented (or modified) Motion Made By: Vote: The Board will discuss the remainder of policy updates from OSBA and the best process by which to review them. The Board Chair and Vice-Chair have recommended that the Board review all the policies individually at the Special Session on March 1, 2018. Due to the size of the file, it has been included in the "extras" section of the packet.

9.2. Open Enrollment Transfers
Description:
The Board is required to make a motion prior to March 1st to announce if NSSD will accept transfer requests from outside its boundaries during the Open Enrollment period.
