1. Call to Order

2. IGDG-Student Activity Funds-New
While MESD has a policy allowing fundraising, it does not provide guidance on how schools should handle funds raised through student fundraising. This hasn’t historically been a concern for MESD because of the specialized nature of its programming. However, with Rivercrest, which is, in many ways, more similar to a traditional high school, additional clarity and transparency on accounting for those student funds would be helpful. Currently, MESD only has internal guidance pertaining to petty cash, which does not address student funds. Petty cash is funded by district resources, whereas student activity funds are derived from student-raised monies.

3. IGDK-Non-MESD Sponsored Study and Activities Tours/Trips/Competitions
This policy establishes expectations regarding student participation in study programs, activity tours, trips, and competitions sponsored by outside organizations rather than MESD. It clarifies that MESD does not sponsor, endorse, fund, recruit for, or oversee these activities and establishes appropriate boundaries for the use of MESD names, resources, and facilities. As part of this update, outdated language requiring counseling centers to maintain pamphlets to assist parents in selecting outside-sponsored activities has been removed. The remaining policy language continues to clearly distinguish non-MESD-sponsored activities from official MESD programs and activities.

4. JEC-School Admissions
This policy establishes that admission to programs offered by Multnomah Education Service District is governed by the admission policies of the student’s component school district. This policy provides clarity regarding the respective roles of MESD and its component districts in determining student admission and access to MESD programs and services. The policy is being presented to the Board to ensure MESD’s policy language and legal references remain current and aligned with applicable requirements.

5. JHDB-Mental Health Screening Exemptions
Mental Health Screening Exemptions establishes requirements for notifying students and families when MESD conducts mental health screenings and ensures that students, parents, and guardians have the opportunity to decline participation. The policy outlines required advance notice, information that must be provided regarding the screening and access to results, and protections for student privacy. This policy helps ensure MESD’s mental health screening practices are consistent with applicable state and federal requirements while respecting the rights of students and families.

6. DG-Depository of Funds
This policy establishes the Board’s responsibility to designate a depository for MESD funds. This requirement supports the appropriate management, safeguarding, and oversight of public funds and aligns with Oregon law governing the deposit and investment of district funds. The policy also complements MESD’s existing policies related to budgeting, investment, fiscal accounting and reporting, and audits.

7. KGA-Public Sales on MESD Property
Public Sales on MESD Property establishes that the sale of goods or services on MESD property requires approval from the Superintendent or designee. The policy provides MESD with appropriate oversight of commercial activities occurring on district property and helps ensure that such activities are consistent with MESD operations and applicable Oregon law.

8. KH-Public Gifts to MESD
Public Gifts to MESD establishes guidelines for the acceptance and use of gifts donated to the district. The policy authorizes the Superintendent or designee to accept gifts on behalf of the Board and provides for appropriate acknowledgment and reporting of major gifts. It also ensures that donated materials meet applicable MESD standards and that all accepted gifts are used for their intended purpose and in a manner consistent with MESD’s responsibilities and authority.

9. Policies to be deleted

9.A. JHFDA-Suspension of Driving Privileges
Suspension of Driving Privileges outlines circumstances under which MESD could request that the Oregon Department of Transportation suspend a student’s driving privileges based on certain disciplinary actions, withdrawals, or attendance concerns. OSBA has recommended deletion of this policy because the underlying statutory provisions authorizing these actions have been repealed. As the policy is no longer supported by current Oregon law, staff recommends that the Board delete Policy JHFDA from the MESD Board Policy Manual.

9.B. EBBCC-Use of Automated External Defibrillator
Use of Automated External Defibrillator (AED) outlines MESD’s AED program, including requirements for medical oversight, emergency procedures, staff training, and the use of AED devices in response to sudden cardiac arrest. This policy is being recommended for deletion because the requirements and procedures related to emergency health care and AED use are addressed through applicable laws, regulations, administrative procedures, and other MESD policies, including Policy EBBC – Emergency Health Care to Students. Deleting this policy will eliminate unnecessary or duplicative policy language while maintaining MESD’s existing responsibilities related to AED availability, training, and emergency response.
