1. Call to Order and Roll Check

2. Land Acknowledgment  
We acknowledge that the sacred land that we live and learn on today belongs to the Takelma, Shasta, Modoc, Klamath & Umpqua peoples. We honor and acknowledge the traditional owners of the land we now call the United States. We recognize the Native American peoples' continuing connection to land, place, waters and community. We pay our respects to their cultures, country and elders past, present and emerging.
 
Description:  The Native American Student Union (NASU) at Ashland Middle School created a land acknowledgment to honor the origins of the lands on which our schools operate. 
3. Adoption of Agenda (At this time Board members are provided the opportunity to amend the Regular Session agenda.)

Description:  It is recommended that the Board adopt the agenda for October 11, 2021.

4. Consent Agenda (All items may be adopted by a single motion unless pulled for special consideration.)

Description:  It is recommended that the Board approve the consent agenda for October 11, 2021.

Description:  Regular Session of September 13, 2021, and Work Sessions of September 20 and September 27, 2021.

4.D. OSBA Policy Updates
Description:  The following updates are recommended to policies governing board operations.

BDC - Executive Sessions
BDDG - Minutes of Board Meetings 
Changes to these policies result from House Bill 2514 (2019) that expands the privacy of student records allowed in executive session to include "confidential records of a student," deleting the language limiting to medical records and student educational programs.

BBF- Board Member Standards of Conduct
Changes to this policy reflect changes from Senate Bill (SB) 415 (2019) designating members of a school district board as mandatory reporters of suspected child abuse. 

JECA - Admission of Resident Students
Changes reflect legislative changes to the definition of who can be considered a resident student.

Description:  The Board will receive an update on fall activities at ASF.

Description:  Board members will report on recent activities.
7. Hear Public Comments (The Ashland School District Board of Directors reserves this time for individuals to relay comments in writing or virtually via a Zoom connection to the Board regarding topics not on the printed agenda.

Description:  Ms. Cheshire will present a recommendation to purchase three new school buses.

11.A. Division 22 Assurances- Report to the Community
Description:  By November 1 of each year, school district superintendents are required by OAR 581-022-2305: District Assurances of Compliance with Public School Standards to report to their community on the district’s status with respect to all the Standards for Public Elementary and Secondary Schools. The Standards are adopted by the State Board of Education and set out in Oregon Administrative Rules Chapter 581, Division 22.

11.B. Board Policy Updates
11.B.1) JGAB Restraint and Seclusion - First reading
Presenter:  Assistant Superintendent Erika Bare
Description:  Updates to this policy and related procedures resulted from SB 963 passed in 2019 by the Oregon legislature and related changes to the Oregon Administrative Rules (OARs) revised by the Oregon Department of Education in November 2019.  These are required changes.

District administration moved forward with making required changes to our procedures and reporting process. Those are attached for your information. The board needs to incorporate the changes into district policy.
11.B.2) Policy BBFC Reporting Suspected Abuse of a Child  - First Reading
Description:  This is a new policy recommended in response to recent legislation designating school board members as mandatory reporters of suspected abuse of children. This is a first reading.

12. The Board will adjourn into Executive Session per ORS 192.660 (2)(d) to conduct deliberations with persons designated by the governing body to carry on labor negotiations.

14. Announcements and Appointments

14.A. The Board will hold a work session on Monday, October 18, at 7:00 pm, virtually via Zoom. Members of the public may observe via a Zoom link. A construction update on bond projects will be the focus.
14.B. The Board will hold a Work Session on Monday, October 25 at 7:00 pm, virtually via Zoom. Members of the public may participate via a Zoom link.
14.C. The next regular meeting will be held on Monday, November 8, 2021, at 7:00 pm at 1175 East Main Street, Ashland, Oregon. Members of the Public will be required to participate via Zoom link.
