D.8. IRS Agreement
Description:
The committee discussed the proposed IRS closing agreement on 3% retiree healthcare. Business Manager Josh Beaver-Gallager spoke with our auditor, who has advised that it would be in our best interest to have the board approve CPS to join the closing agreement. Because CPS has treated the 3% HCF contribution as pre-tax, there is no additional work that needs to be done on our end. We sign up to the closing agreement and consider the matter resolved until it sunsets in 2026. By then, ORS should have figured out a solution to the matter. We have until March 1, 2021 to submit Form 2848 to participate. Full Board action is needed. |
D.9. Huntington Bank
Description:
Our business manager (Josh Beaver-Gallagher) and I met with Pam Kondel (Senior Vice President/Government Banking Relationship Manager and Corunna grad) and Craig Kahler (Senior Vice President/Michigan Public Finance) from Huntington Bank regarding our bond proposal and their desire to procure our bonds (should it pass). Huntington does government-lending/state-aide notes, etc. and has financed other district’s bonds. They spent time explaining the two types of bonds 1) competitive and 2) negotiated. They deal primarily with negotiated bond sales. Josh believes that is the route we should go, again, assuming the bond passes in May. Craig said he would be more than willing to make a presentation to our Personnel & Finance committee and/or the full board should we desire. I will have a conversation with Jennifer to determine if/when we would like a presentation.
