1. City of Waconia and School District Shared Use Agreement
Description:
The District’s attorney has given the following advice and response regarding the signing of the
agreement with the City of Waconia in regards to the signing of the First Amendment to the Shared Use Agreement. The response from the District’s attorney Jay Squires is detailed below: Todd, I have reviewed the 2000 fully-executed Shared Use Agreement between the District and City, the unexecuted 2005 First Amendment to that Agreement, and April 11, 2005 School Board minutes that indicate the First Amendment was approved by the Board. I understand that you wanted guidance in light of the City’s suggestion that the parties execute the First Amendment at this time, and date it as of 2005. Generally under Minnesota law, a contract is formed when the school board approves it, regardless of its execution. Here, the minutes make it clear that the First Amendment was approved by the Board. I understand the Waconia City Council also approved the First Amendment. Therefore I see no reason to not formally execute it at this time. Moreover, if the City wishes to date it as of 2005 when it is actually signed, I do not think that is an issue. I presume you have been operating under it for the last 15 years in any event. 2. Bright School LED Retrofit Project Discussion
Description:
District staff will brief the school board on an opportunity to update its many non-LED
fixtures to LED fixtures and save some money in the process.

3. Monthly Financial Reports
Description:
District staff has gathered information for the monthly financial reporting process. The
monthly reports from July through January 2020 will be reviewed with the school board.

4. SOD Discussion
Description:
District staff will update the school board on the latest SOD information. We built into
the plan attrition related reductions of $300,000.

5. 2019-2020 Preliminary Budget Process
Description:
The district has begun the process of building the 2020-2021 budget. Initial input has
been gathered from Principals and Administrators regarding programs and staffing levels. Input from the Finance Committee has been given as district staff moves forward with the development of the 2020-2021 Preliminary Budget. District staff feels confident about putting forward a budget with a slight surplus for the 2020-2021 school year at this point. |
