Description:
Douglas County’s Strategic Plan Goal 1, Student Success with Opportunity and Access, includes areas focused around continuing to build capacity in site Multi-Tiered System of Supports (MTSS) teams across our district in order to improve quality Tier I supports for students. This work has included district leadership team meetings with the UNR Technical Assistance Center, MTSS facilitator coaching, targeted cohort trainings for sites and focused, monthly site-level MTSS team meetings. Four DCSD schools/sites have been recognized by the Nevada Multi-Tiered System of Supports (MTSS) team for their progress in implementing high-quality universal Tier 1 supports for the 2025-2026 school year:

Description:

Description:

5.D. Required Submission - Department of Taxation
Description:
On May 19, 2026, the Nevada Department of Taxation placed Douglas County School District on "Fiscal Watch". Under Nevada law, Fiscal Watch is defined as the monitoring of a local government by the Department of Taxation after the Department determines certain financial risk conditions exist. After an agency is placed on Fiscal Watch, the
Department of Taxation and the Committee on Local Government Finance (CLGF) increase their oversight of the organization. At this time, the following items are required to be submitted by the District to the Department on an ongoing basis, along with proof of submission to this Board and their approval and acceptance of the items.

5.F. Class Size Reduction (CSR) - Alternative Plan for 2027-28
Description:
To approve the Douglas County School District's application for the Class Size Reduction Program for the 2027-28 fiscal year. Per NRS 388.720 The Class Size Reduction Program aims to reduce the number of students in classrooms to provide a more effective learning environment. The program has been proven to improve student performance and increase teacher retention. The board is requested to review and approve the district's application for the Class Size Reduction Program, which outlines the proposed use of funds and strategies for reducing class sizes. Nevada Revised Statutes (NRS) 388.720 pertains to the development of a plan by school districts in Nevada to reduce pupil-teacher ratios. The key points include:

PURPOSE AND KEY MESSAGE
The District received 12 submissions representing 11 unique applicants. Every applicant certified the information submitted, reported Douglas County residency, and stated that they can attend the Committee’s regularly scheduled meetings. The pool offers complementary experience in governmental accounting and budgeting, actuarial forecasting, economics, corporate finance, public-school administration, grant management, community governance, and prior DCSD service. One duplicate application should be counted only once. There were two applicants that self-identified as DCSD employees. These were excluded. BACKGROUND Applications were received between July 11 and August 9, 2026. The application asked candidates to identify their community category, describe relevant financial and governance experience, explain their understanding of the advisory role, confirm meeting availability, and disclose potential conflicts of interest. Description:
This agenda item brings forward the proposal to officially sanction Boys and Girls Lacrosse at designated high schools within the Douglas County School District (DCSD). Following the Nevada Interscholastic Activities Association (NIAA) decision to recognize lacrosse as a spring varsity sport starting in the 2026-2027 school year, the Board will review the operational and financial requirements for local implementation. Discussion will center on necessary resource allocation, including facility access, uniform funding, coaching stipends, and transportation needs for the programs. Finally, the Board may take action to approve, modify, or delay the transition of these programs from club status into fully sanctioned school-sponsored athletics.
