3. Adopt Official Agenda giving the President discretion to take items out of order or in executive session as needed.

4. Approve the minutes of the Regular Meeting held on January 8, 2024, and Special Meeting on January 23, 2024.

5. Consider approval of bills as presented in the amount of $834,634.95 be authorized; that salaries for the month of February 2024 be authorized; that quick pay for January 2024 in the amount of $1,396,786.35 be approved; and that March 2024 salaries and bills to be quick paid be authorized.

6. Requests signed by interested citizens who attend the Board of Education meeting who request to speak to the Board.

7.A. Employ retired teacher, Candace Buckman as a teacher effective January 12, 2024, due to teacher shortage consistent with provisions of 40 ILCS 5/16-118.

7.B. Approve the Family Medical Leave Act (FMLA) for Nicole Hartwick, teacher, effective January 3, 2024, through February 9, 2024. Ms. Hartwick will be using her accumulated sick and personal leave in conjunction with her FMLA. Commencement or termination of this leave may be adjusted.

7.C. Accept the written resignation of Thelma Jenkins as a substitute teacher, effective February 9, 2024.

7.D. Approve the Family Medical Leave Act (FMLA) for Kendra Moore, teacher, effective February 1, 2024, through April 26, 2024. Ms. Moore will be using her accumulated sick and personal leave in conjunction with her FMLA leave and will be docked for the remainder of her leave. Commencement or termination of this leave may be adjusted.

7.E. Approve the Family Medical Leave Act (FMLA) for Angela Perry, teacher, effective January 4, 2024, through January 17, 2024. Ms. Perry will be using her accumulated sick and personal leave in conjunction with her FMLA and will be docked for the remainder of her leave. Commencement or termination of this leave may be adjusted.

7.F. Approve the Family Medical Leave Act (FMLA) for Hannah Tatum, social worker, effective May 8, 2024, through July 31, 2024. Ms. Tatum will be using her accumulated sick and personal leave in conjunction with her FMLA. Commencement or termination of this leave may be adjusted.

7.G. Create a hall monitor position.

7.H. Accept the verbal resignation of Quinsonta Boyd, lunchroom/playground aide, effective December 18, 2023.

7.I. Appoint Charzae Brown as Cahokia High School Head Dance Coach, effective for the 2023-2024 school year.

7.J. Employ Daniel Burnley as a security officer, effective January 12, 2024, contingent upon successful completion of pre-employment requirements.

7.K. Amend the position for Racierra Collier from a Pre-K paraprofessional, which was approved at the January 8, 2024 Board Meeting to a Title I paraprofessional.

7.L. Appoint John Dowell as a game worker, effective for the 2023-2024 school year.

7.M. Appoint Shanika Luster as Wirth Middle School Assistant Girls' Track Coach, effective for the 2023-2024 school year.

7.N. Appoint Marquis Murray as the Wirth Middle School Head Boys' Track Coach, effective for the 2023-2024 school year.

7.O. Accept the written resignation of Alfonso Reed, maintenance, effective January 19, 2024.

7.P. Employ Lawrence Butler as a substitute teacher, effective November 17, 2023, contingent upon successful completion of pre-employment requirements.

7.Q. Accept the written resignation of Timothy Hall Jr., substitute teacher, effective January 23, 2024.

7.R. Approve the Family Medical Leave Act (FMLA) for Shannon Hilmes, teacher, effective May 8, 2024, through July 31, 2024. Ms. Hilmes will be using her accumulated sick and personal leave days in conjunction with her FMLA. Commencement or termination of this leave may be adjusted.

7.S. Accept the written resignation of Lakisha Baxton, health aide, effective February 1, 2024.

7.T. Appoint Darien Donald as Head Football Coach, effective for the 2023-2024 school year.

7.U. Employ Malcolm Fox Jr. as a truancy officer, effective November 17, 2023, contingent upon successful completion of pre-employment requirements.

7.V. Approve a stipend for Leslie Johnson, Secretary to the Director of Non-Certified Personnel, for substitute work in a vacant position.

7.W. Accept the written resignation of Stephanie Spisak, lead registrar, effective at the close of the 2028-2029 school year. Mrs. Spisak is requesting to retire under Article 29 - Early Retirement Incentive of the Secretarial Council contract. Mrs. Spisak would also like to reserve the right to apply for any additional state retirement incentives that may become available before her retirement date.

7.X. Accept the verbal resignation of Victoria Williams, paraprofessional, effective January 29, 2024.

7.Y. Accept the audit for the 2022-2023 school year.

7.Z. Approve the Staff Directory for the 2023-2024 school year.

7.AA. Authorize the Superintendent to enter into an agreement with SCI Engineering, Inc. for geotechnical engineering services for the Cahokia High School project, subject to legal review and approval.

7.AB. Authorize the Superintendent to enter into an agreement with Thouvenot, Wade & Moerchen, Inc.(TWM) for surveying services for the Cahokia High School project, subject to legal review and approval.

7.AC. Authorize the Superintendent to enter into an agreement with FGM Architects, Inc. for the Cahokia High School project, subject to legal review and approval.

7.AD. Authorize the Superintendent to enter into an agreement with Intertek for acoustical testing and consulting services for the Cahokia High School project, subject to legal review and approval.

7.AE. Adopt Resolution #24-07 authorizing the destruction of audio tape recordings of the following closed session meetings: January 26, 2022; February 14, 2022; March 14, 2022; March 23, 2022; April 11, 2022; April 27, 2022; May 9, 2022; and June 1, 2022.

7.AF. Adopt Resolution #24-08 releasing portions of closed session minutes for public inspection for the following dates: July 10, 2023; July 25, 2023; August 14, 2023; August 22, 2023; September 11, 2023; September 26, 2023; October 2, 2023; November 13, 2023; December 11, 2023.

7.AG. Adopt Resolution #24-09 abating taxes pursuant to the Property Tax Relief Grant.

7.AH. Adopt Resolution #24-10 requesting the transfer of real estate from the City of Cahokia Heights and approving the agreement for the transfer of property under the Local Government Property Transfer Act.

9.A. Consider adopting Resolution #24-11 abating the Working Cash Fund of the District.

9.B. Consider adopting Resolutuion #24-12 authorizing and providing for a lease agreement for the purpose of building and equipping a new school building and improving the site thereof in and for the District, and for the issuance of not to exceed $80,000,000 General Obligation Lease Certificates (Alternate Revenue Source) evidencing the rights to payment under said agreement, providing for the security for and means of payment under said agreement of said Lease Certificates, and authorizing the proposed sale of said Lease Certificates to the purchaser thereof.

9.C. Consider adopting Resolution #24-13 providing for the issue of not to exceed $50,000,000 General Obligation School Bonds of the District, for the purposes of increasing the Working Cash Fund of and paying claims against the District, providing for the levy of a direct annual tax sufficient to pay the principal and interest on said bonds, authorizing the sale of said bonds to the purchaser thereof, and authorizing the execution of certain escrow agreements in connection therewith.

Consider accepting the hearing officer's recommendation from the discipline hearing held on Friday, February 2, 2024, to expel a ninth grade Cahokia High School student for the remainder of the 2023-2024 school year, the entire 2024-2025 school year, and the first semester of the 2025-2026 school year.

Consider accepting the hearing officer's recommendation from the discipline hearing held on Friday, February 2, 2024, to expel a ninth grade Cahokia High School student for the remainder of the 2023-2024 school year. However, the expulsion will be stayed if the student successfully completes remote learning through CUSD #187 with the guidelines of Illinois Virtual School.
