During each regular and special open meeting of the Board, any person may comment to or ask questions of the School Board (public participation), subject to the reasonable constraints established and recorded in this policy’s guidelines below. The Board listens to comments or questions during public participation; responses to comments to or questions of the Board are most often managed through policy 3:30, Chain of Command. Description:
Registration for the 2026 Joint Annual Conference is expected to open on Monday, June 1, 2026. The conference is scheduled for November 20-22. We wanted to get the dates to you as soon as possible for planning purposes. Please review your calendar and let Gaby know in the coming month if you will be attending the conference and if you will be staying in Chicago. This will allow Mrs. Melber to register members as soon as registration opens. |

Description:
On Tuesday night, Dr. Wilkey will provide an update to the board on the Evaluation Committee work that includes updating the Evaluation Plan for certified staff to be implemented for the 2026-27 school year.

IX.B. Summer Schedule for Buildings
Description:
Since the summer of 2022, we have been following the schedule: Monday through Thursday from 7 am - 4 pm. Staff hours have been 6:30-4 pm or consist of 9.5 consecutive hours per day. Given this is a topic the board has asked questions on in the past, we will discuss the summer building schedule at the board meeting on Tuesday, so if there is a change, it can be communicated to staff who work over the summer so they can plan accordingly. |

IX.C. Consolidated District Plan
Description:
Each year, the district is required to receive board approval for the Consolidated District Plan for federal grants we apply for each year, including: Title I, Title II, Title IV, IDEA Part B Flow-Through, IDEA - CEIS, and IDEA Part B Preschool. This plan must be approved by each district’s Board of Education before we can submit our individual federal grants for FY27. We have no anticipated changes within our plan from the current school year to next; however, there is an additional step they are requiring from districts for approval. The step includes board approval of a district-wide parent and family engagement policy for Title I. Attached, you will find a first read of this policy. At the May meeting, we will bring both the consolidated plan and the policy for board approval so we can submit the plan to the state.

Description:
Recommendation: Approve the certified job descriptions as presented. Background: Focusing on strategic goal number two for the district, Develop and Retain Great Staff, one of the tasks we focused on was to update all certified job descriptions. This process began with an outside consultant developing a consistent job outline and drafting a starting job description for each of the certified jobs we have within the district. Next, both the administration and the certified staff had the opportunity to review each job description that relates to their role. Feedback was collected, updated drafts were presented to the board at the March meeting, and final drafts are attached for the board of education to approve. |

X.F. Food Service Agreement for FY27
Description:
RECOMMENDATION BACKGROUND Part of the allowance for the lunch program bid process allowed us to enter into a joint Request for Proposal (RFP) with other school districts. During this process, we partnered with Fairmont, Taft, and LASEC, who offer the same type of lunch program as us (vended meals). Bids for the RFP were due on April 24, 2024, and at that time, we only received one bid, Quest Foods, LLC. Part of the bid allowed us to extend the contract up to three consecutive years without going out to bid again. Quest has increased the prices at 4.1% across all types of meals. Below is a comparison of the previous meal prices we were billed through our Intergovernmental Agreement with LTHS and the new amounts under the bid:
It is my recommendation that the District 91 Board of Education approve a food service contract with Quest, which has provided food service to District 91 as a satellite program from LTHS in our prior Intergovernmental Agreement with Lockport Township High School. Lunch prices for the 2026-2027 school year will be presented to the board at the May meeting. |

X.H. IESA Membership Renewal
Description:
BACKGROUND: The Illinois Elementary School Association (IESA) has provided D91 student athletes with an opportunity to compete at the state level. It has also established standards for all members of athletic teams to follow throughout their season. The fee recommendation is the same as the current fee structure since the 2024-25 school year. It is recommended that the Board of Education approve the IESA membership for the student athletic groups listed below for the 2026-2027 school year at a cost of $1,075.00.

X.I. Post Notice of Hearing for FY26 Budget Amendment
Description:
RECOMMENDATION Approve the posting of the required notice stating the tentative budget will be on display, and a hearing will be held. BACKGROUND Since the original adoption of the budget in September, we have made amendments to grant budgets, received additional grants, and experienced changes in expenditure and revenue assumptions. It is recommended that the required notice for a budget amendment hearing and the proposed tentative budget amendment be available for review by the public beginning Friday, May 8, 2026, through June 8, 2026. The budget amendment hearing and subsequent vote on the amendment will be placed on the June 9, 2026, agenda. |

Description:
BACKGROUND Twelve years ago, the board approved, in the absence of a full-time athletic director, the position of assignment chair to oversee the scheduling of all referees for athletic competitions played at home.
