IV. Calendar Hearing
Description:
The proposed calendar takes into consideration the 2026-2027 calendar of Lockport Township High School and the local LTHS feeder schools. We have tried to match the winter and spring breaks. We have also gathered feedback on the two options proposed in February from parents and the D91 Teachers’ Union. There have been no changes to the proposed option #2 calendar since the February board meeting. Calendar Summary:
Staff and parents have been notified of the calendar hearing. A copy of the proposed calendar is included in the electronic packet to which the public has access. Any questions the audience may have on Tuesday evening will be answered by the superintendent during the hearing.

Description:

During each regular and special open meeting of the Board, any person may comment to or ask questions of the School Board (public participation), subject to the reasonable constraints established and recorded in this policy’s guidelines below. The Board listens to comments or questions during public participation; responses to comments to or questions of the Board are most often managed through policy 3:30, Chain of Command. To preserve sufficient time for the Board to conduct its business, any person appearing before the Board is expected to follow these guidelines:

VI. Staff Recognition
Description:
This month, we are recognizing four staff winners who have been nominated by their colleagues. They will be announced at the board meeting on Tuesday.

VII. Student Recognition
Description:
We will be recognizing the MG kindergarten student representatives, KG students of the month, Nature Club and KGTV.

VIII. Approval of Consent Agenda
The Consent Agenda is a list of routine non-controversial items, which do not require further discussion and which are approved with one motion and one roll call vote. It is an effective procedure to handle routine matters on the agenda expeditiously. All consent items shall be listed with an asterisk(*) and will be enacted with one motion. However, any member of the Board of Education may request that an item be withdrawn from the Consent Agenda and discussed in its regular order. |

IX.A. Next Steps & Three Rivers Division Meeting
Description:
Following the board workshop on Tuesday, February 3, further discussion will continue with the next steps to schedule two workshops in the near future: Fierce Conversations and Starting Right. On Tuesday, be prepared to share your thoughts on when you feel these workshops would be beneficial. In November, the board received notification from the Illinois Association of School Boards that they have received the School Board Recognition Award. On April 7th, the school board will be recognized for this award at the Three Rivers Division Meeting. On Tuesday night, we will be looking to find out which board members plan to attend the event so we can get you registered. |

IX.B. Intergovernmental Agreement with Lockport Baseball
Description:
Over the past couple of months, district administration has been meeting with the president of Lockport Baseball to discuss a possible agreement for usage of our fields at Kelvin Grove. Attached you will find a draft of an Intergovernmental Agreement (IGA) between D91 and Lockport Baseball. On Tuesday evening, Dr. Wilkey will provide an overview of the IGA and open it up for feedback from the board to be considered in the agreement. Consideration for approval of the IGA will be brought to the board in March.

X. Reports of the Superintendent

X.A. eRate Update
Description:
This year we are looking to do some updates to our district networking. In the past, we have used e-Rate, a federal program that subsidizes a portion of the cost of internet and campus networking for K-12 schools. Our district typically qualifies for around a 50% reimbursement rate, which is a great fiscal opportunity for our district. Attached you will find an update from Mr. Kincaid on the e-Rate process, what we are looking to update, and the bid submission that has already taken place. At the March meeting we will be looking to bring a final recommendation to the board for approval. The projects and finances would be included in the FY27 budget.

XI.C. 2026-2027 School Fees
Description:
RECOMMENDATION It is recommended that the District 91 Board of Education increase the current student registration fees, technology fee, activity/athletic fees, and band fees by 2.7% (CPI) per student. BACKGROUND Each year the Board of Education needs to establish school fees for the following school year. Below are the dates we are tentatively planning for registration:
Currently the district does not charge an "activity fee" for clubs. Art, Science, Nature, Debate clubs, etc. may charge students a fee, but it goes into the club’s activity account for supplies. These fees do not go into the general account to pay the sponsors. The athletic fees (fee paid for each athletic activity in which a student participates) offset the cost of supplies, tournaments, supervision, and coaching fees. The band fee helps to offset the cost of the school instruments and director fee. Additionally, textbook fee includes the pro-rated annual cost of the chrome books and cases that were purchased in order to implement a 1:1 technology model for all students in the district starting the 2021-2022 school year. RECOMMENDATION It is recommended that the District 91 Board of Education increase the current student registration fees, technology fees, activity/athletic, and band fees by 2.7% (CPI) per student. We also recommend removing the late payment fee and keeping all fees the same after June 1st regular registration, like we have done the past few school years. Resulting 2026-2027 Fees:

XI.F. Audit Services Proposal June 30, 2026-2028
Description:
RECOMMENDATION: Approve contract auditing services through Gassensmith and Michalesko, LTD for a three-year term commencing June 30, 2026 through June 30, 2028. BACKGROUND Gassensmith and Michalesko, LTD have provided auditing services for the District for over two decades. During that time, they have done a thorough, professional job and provide the required reports in a timely manner. In addition, the auditor working on our audit has always been willing to work with our bookkeeper or me throughout the year on any budget accounting questions. It is my recommendation that the Board of Education approve the three-year contract with Gassensmith and Michalesko, LTD for auditing services through 2028. |
