Description:  Per Policy 2:230 - Public Participation at School Board Meetings and Petitions to the Board
During each regular and special open meeting of the Board, any person may comment to or ask questions of the School Board (public participation), subject to the reasonable constraints established and recorded in this policy’s guidelines below. The Board listens to comments or questions during public participation; responses to comments to or questions of the Board are most often managed through policy 3:30, Chain of Command. 
To preserve sufficient time for the Board to conduct its business, any person appearing before the Board is expected to follow these guidelines:

1. Address the Board only at the appropriate time as indicated on the agenda and when recognized by the Board President. This includes following the directives of the Board President to maintain order and decorum for all.
2. Use a sign-in sheet, if requested.
3. Identify oneself and be brief. Ordinarily, the time for any one person to address the Board during public participation shall be limited to five minutes. In unusual circumstances, and when an individual has made a request to speak for a longer period of time, the Board President may allow a person to speak for more than five minutes. If multiple individuals wish to address the Board on the same subject, the group is encouraged to appoint a spokesperson.
4. Observe, when necessary and appropriate, the Board President’s authority to:
   • Shorten the time for each person to address the Board during public participation to conserve time and give the maximum number of people an opportunity to speak; and/or b.
   • Determine procedural matters regarding public participation not otherwise covered in Board policy.
5. Conduct oneself with respect and civility toward others and otherwise abide by Board policy 8:30, Visitors to and Conduct on School Property.

Petitions or written correspondence to the Board shall be presented to the Board in the next regular Board packet.

Description:  We received one request for information under the Freedom of Information Act since the June 2025 meeting of the Board of Education.  The request and response are attached for review.

Description:  The Committee of the Whole will meet on Tuesday, August 12, 2025, at 5:45 pm in the Kelvin Grove LRC.  The agenda was posted and available on the website.  If there are board members who were not in attendance at the committee meeting, an update will be provided. 

Description: 

The Parent Teacher Advisory Committee met on Thursday, August 7, 2025, to review student handbooks.  During the meeting, the committee updated the handbooks based on the new laws and mandates with committee member input.

Handbooks will be attached, as well as the minutes from the committee meeting outlining the changes to the handbooks prior to the board meeting.

Description:  Below is a list of revised/new/updated policies and exhibits that are being brought to the Board of Education for a first reading as a part of the August meeting:


Please look over the included update memo and the policies.  Changes will be made as the Board deems necessary and submitted for official Board approval as part of the September board meeting.  On Tuesday evening, Dr. Wilkey will provide an overview of the policy changes that are presented.
 

Description:  As part of the strategic plan, Goal #1: Continuous Improvement for Student Development, there has been a suggestion to define what our Athletic Program's mission, vision, and possible goals for the next few years are.  This will help provide a clear pathway for those involved in the athletic program to follow.  On Tuesday evening, be prepared to discuss if this is something you would like the board to prioritize for the 2025-26 school year. 

Description:  On Tuesday evening, Ms. Garrett and Dr. Wilkey will share a few items with the board regarding quarterly planning, important board member information links, and a list of events throughout the year for board members to sign up to attend, so there is board representation.

Description:  This summer, we took an inventory of various records that are being stored within the district to determine if there are any that are able to be disposed of since they have satisfied the IL Local Records Commission.    Attached you will find a copy of the records disposal certificate listing all of the items that we are looking to get rid of on Thursday, August 21, 2025.  In addition, we have complied with the legal posting requirements to publish a notification in the newspaper allowing members of the community who may have a personal school record or special education file to claim it prior to the date authorized by the Secretary of State's office.

Description:  On Tuesday evening Dr. Wilkey will share the recent implementation of an online recruiting and hiring platform the district started using this summer

Attached is a copy of the proposed 2025-2026 professional development plan for the district.  Please note that this is subject to change if needs change during the school year.  

We will discuss the plan on Tuesday evening.

Description:  This summer, we have started the process of reviewing, developing, and updating certified job descriptions.  We have contracted with Ms. Cathie Pezanoski to assist us with this work to be done.  At this time, the superintendent and both building principal job descriptions have been included for the board to approve as addendums to the administrative contracts.  This fall, we will be working on all certified teacher and support staff job descriptions.

Description:  On Tuesday night, the administration would like to provide an overview of summer projects that have been completed, as well as highlight individuals who contributed their time and effort on various projects throughout the summer.

Description:  The appointment, employment, compensation, discipline, performance, or dismissal of specific employees of the District or legal counsel for the District, including hearing testimony on a complaint lodged against an employee or against legal counsel for the District to determine its validity. [1] However, a meeting to consider an increase in compensation to a specific employee of a public body that is subject to the Local Government Wage Increase Transparency Act may not be closed and shall be open to the public and posted and held in accordance the [the Open Meetings Act].  5 ILCS 120/2(c)(1), as amended by P.A. 99-646

Approval to place the FY26 tentative budget on display.

BACKGROUND
The tentative budget will be provided to members on Tuesday and reviewed as part of the finance committee meeting. The District budget for 2025-2026 must be adopted prior to September 30th. The tentative budget will be on display for the public for 30 days beginning August 8, 2025, through September 8, 2025, and the final adoption will take place, after a public hearing, on September 9, 2025.

It is my recommendation that the Board of Education approve placing the tentative budget as presented on public display.

Approval addendums for admin contracts (Superintendent, KG Principal, and MG Principal).

BACKGROUND
Per the board-approved administrative multi-year contracts, there is a required addendum for each contract to include an up-to-date job description.  At the time of approval, there were no current job descriptions to include.  With board support, we are working with an outside consultant to help in the development of up-to-date job descriptions for not just the administration, but also all certified staff.  

It is my recommendation that the Board of Education approve the addendums as presented.

It is recommended that the listed personnel be employed as coaches/sponsors for the 2025-2026 school year, per salary provisions in the teachers’ collective bargaining agreement (CBA).

Maintain the current substitute rates for teachers, aides, Library, and Nurse, but increase the rate for substitute secretary, lunch/recess, and assistant lunch server to $16 per hour for the 2025-26 school year.

It is recommended that the District 91 Board of Education maintain the current daily substitute rates and the substitute rate for secretary, lunch/recess, and assistant lunch server to $16 per hour.

RECOMMENDATION
It is my recommendation that the Board of Education approve the 2025-2026 Student Handbooks for Milne and Kelvin Grove Schools.

RECOMMENDATION
Approve the two Intergovernmental Agreements between LWASE and D91 for the 2025-26 school year.
 

BACKGROUND
This year, we have two D91 students who will be receiving their education program through Lincoln-Way Area Special Education (LWASE).  Since we are partnering with another public school district for this placement, we are requesting the board to approve a one-year Intergovernmental Agreement with LWASE to provide the appropriate services to our D91 students.
