Per Policy 2:230 - Public Participation at School Board Meetings and Petitions to the Board
During each regular and special open meeting of the Board, any person may comment to or ask questions of the School Board (public participation), subject to the reasonable constraints established and recorded in this policy’s guidelines below. The Board listens to comments or questions during public participation; responses to comments to or questions of the Board are most often managed through policy 3:30, Chain of Command. To preserve sufficient time for the Board to conduct its business, any person appearing before the Board is expected to follow these guidelines:

V. Approval of Consent Agenda
The Consent Agenda is a list of routine non-controversial items, which do not require further discussion and which are approved with one motion and one roll call vote. It is an effective procedure to handle routine matters on the agenda expeditiously. All consent items shall be listed with an asterisk(*) and will be enacted with one motion. Description:

VI.B. Review Student Handbook Recommendations
Description:
The Parent Teacher Advisory Committee met on Thursday, August 7, 2025, to review student handbooks. During the meeting, the committee updated the handbooks based on the new laws and mandates with committee member input. Handbooks will be attached, as well as the minutes from the committee meeting outlining the changes to the handbooks prior to the board meeting. |

VI.D. KG Athletic Program Strategic Plan Development
Description:
As part of the strategic plan, Goal #1: Continuous Improvement for Student Development, there has been a suggestion to define what our Athletic Program's mission, vision, and possible goals for the next few years are. This will help provide a clear pathway for those involved in the athletic program to follow. On Tuesday evening, be prepared to discuss if this is something you would like the board to prioritize for the 2025-26 school year.

VI.E. Quarterly Notes/Annual Schedule of Activities
Description:
On Tuesday evening, Ms. Garrett and Dr. Wilkey will share a few items with the board regarding quarterly planning, important board member information links, and a list of events throughout the year for board members to sign up to attend, so there is board representation.

VII.A. Disposal of Records
Description:
This summer, we took an inventory of various records that are being stored within the district to determine if there are any that are able to be disposed of since they have satisfied the IL Local Records Commission. Attached you will find a copy of the records disposal certificate listing all of the items that we are looking to get rid of on Thursday, August 21, 2025. In addition, we have complied with the legal posting requirements to publish a notification in the newspaper allowing members of the community who may have a personal school record or special education file to claim it prior to the date authorized by the Secretary of State's office.

VII.D. Certified Job Description Review
Description:
This summer, we have started the process of reviewing, developing, and updating certified job descriptions. We have contracted with Ms. Cathie Pezanoski to assist us with this work to be done. At this time, the superintendent and both building principal job descriptions have been included for the board to approve as addendums to the administrative contracts. This fall, we will be working on all certified teacher and support staff job descriptions.

IX.A. FY26 Tentative Budget Display
Description:
RECOMMENDATION
Approval to place the FY26 tentative budget on display. BACKGROUND The tentative budget will be provided to members on Tuesday and reviewed as part of the finance committee meeting. The District budget for 2025-2026 must be adopted prior to September 30th. The tentative budget will be on display for the public for 30 days beginning August 8, 2025, through September 8, 2025, and the final adoption will take place, after a public hearing, on September 9, 2025. It is my recommendation that the Board of Education approve placing the tentative budget as presented on public display.

IX.C. Addendums to Administrative Contracts (Job Descriptions)
Description:
RECOMMENDATION
Approval addendums for admin contracts (Superintendent, KG Principal, and MG Principal). BACKGROUND Per the board-approved administrative multi-year contracts, there is a required addendum for each contract to include an up-to-date job description. At the time of approval, there were no current job descriptions to include. With board support, we are working with an outside consultant to help in the development of up-to-date job descriptions for not just the administration, but also all certified staff. It is my recommendation that the Board of Education approve the addendums as presented. |

* The extended rate is defined as after 10 consecutive days of assignment in the same position. The daily rate increases to the extended rate on day eleven It is recommended that the District 91 Board of Education maintain the current daily substitute rates and the substitute rate for secretary, lunch/recess, and assistant lunch server to $16 per hour. |
