V.A. Public Relations Job Description
Description:
As part of the board discussion at the Finance Committee meeting in March, the board began discussions on a job description for a Public Relations position for the district. Attached you will find a first draft that incorporates the input from the committee meeting. Please be prepared on Tuesday evening to discuss the job description. |

V.B. Joint Annual Conference
Description:
Registration for the 2023 Joint Annual Conference is expected to open on Monday, June 5, 2023. The conference is scheduled for November 17-19. Please review your calendar and let me know Tuesday evening if you will be attending the conference and if you will be staying in Chicago. This will allow Mrs. Melber to register members as soon as possible when registration opens. |

V.C. Graduation 2023
Description:
With two new members joining the Board of Education, it is the appropriate time to review information regarding graduation. Graduation is scheduled for 7:00 pm on Wednesday, May 24, 2023 in the LTHS East Campus Auditorium. All members are invited to attend the graduation ceremony. Members of the Board of Education sit on stage throughout the ceremony, the board members will be assigned a group of students to hand each graduate their diploma and then shake their hand.

VI.A. FY23 Budget Amendment
Description:
In April, the Board approved posting the required notice regarding the budget hearing in June and putting an amended budget on review for 30 days. The budget amendment files will be available on our district website main page. I am working on the budget amendment to reflect all known revenue updates and expected expenditures for FY23. I have attached a copy of the budget amendment and account details showing the changes by account. I will walk members through the changes. Members will have until the June meeting to review the amendment. If any member has questions, please contact me before the June meeting. At the June 13, 2023 meeting, after a budget hearing is held, it will be recommended that the budget amendment be approved. |

VI.B. Referendum Update (Bond & Architect Timelines)
Description:
On Tuesday evening, Dr. Wilkey will provide an update on the bond and architect timelines as we plan for the projects to be completed as outlined in the referendum that passed during the April 4th election.

VI.C. Will County Earth Pledge Award
Description:
For many years, with our first award dating back to 2006, our students have participated in the Will County Green Project in grades K-8. This year, we had a big assembly at both buildings to kick off the event. On Tuesday evening, Dr. Rae and the principals will share some highlights from projects students participated in.

VII.A. ESSA Consolidated District Plan (CDP)
Description:
RECOMMENDATION
Approval of the Consolidated District Plan for FY24. There have been no changes to the consolidated plan for the upcoming year. This is a consolidated plan for federal grants we apply for each year including Title I, Title II, Title IV, IDEA Part B Flow-Through, IDEA - CEIS, and IDEA Part B Preschool. This plan must be approved by each district’s Board of Education before we can submit our individual federal grants for FY24. It is recommended that the Board of Education approve the Consolidated District Plan as presented for FY24. |

VII.C. IESA Membership Renewal
Description:
BACKGROUND: The Illinois Elementary School Association (IESA) has provided D91 student-athletes with an opportunity to compete at the state level. It has also established standards for all members of athletic teams to follow throughout their season. The fee recommendation is the same as the current fee structure for the 2022-2023 school year. It is recommended that the Board of Education approve the IESA membership for the student athletic groups listed below, for the 2023-2024 school year at a cost of $1,100.00.

VII.D. Employment of Assignment Chair
Description:
BACKGROUND Nine years ago, the board approved, in the absence of a full-time athletic director, the position of assignment chair to oversee the scheduling of all referees for athletic competitions played at home. Mr. Mondrella was hired to fill this position and has done an excellent job each year. |

VII.E. Approval of Parking Lot Sealcoating
Description:
RECOMMENDATION BACKGROUND Included is a recommendation from Mr. Pierson and the quotes we received for this service. It is recommended that the Board approve the quote from Rhino Sealcoating in the amount of $7,300 to reseal and stripe the parking lots at Kelvin Grove. |

VII.F. Rates for Athletic Officials for 2023-2024
Description:
RECOMMENDATION For the 2022-2023 school year, the board approved a rate increase for our athletic official rate from $65 to $75. For next school year, the LL7 Conference has provided recommended raises for basketball and volleyball. To remain competitive with local districts, we are recommending increasing our rates reflect the recommendations that are provided in the table below to attain athletic officials that are IHSA certified:

VII.G. Approval of Door Security Systems for FY24
Description:
RECOMMENDATION: Approve the installation of a Door Security System in the amount of $129,924 to be paid from the FY24 budget. BACKGROUND: At its February meeting, the board approved moving forward with the door access control system installation, with a "not to exceed" dollar amount of $230,000 between the FY 23 and FY24 budget. In March, the board approved the first part of the project in the amount of $100,000 for the FY23 budget. At this time we are requesting the board to approve the FY24 costs for the project in the amount of $129,924 with the anticipation of applying for the matching school maintenance grant ($50,000 from ISBE and $79,924 from local). Attached is a quote from LaForce with the installation components of the project. We are recommending the board approve the amount for the door access control system installation at $129,924. |

Description:
RECOMMENDATION
To approve the submission of the FY24 COPS SVPP Application BACKGROUND I am asking the Board to approve the submission of the FY24 COPS SVPP application. Attached you will find a more detailed explanation of what will be included in the grant request. It is recommended that the Board of Education approve the submission of the FY24 COPS SVPP grant for a total request amount of $1,126,000 which would require a local district contribution of $626,000 to be paid through recently approved referendum funds. |
