3. The Board of Trustees of the Sealy Independent School District will hold a public hearing to consider an application for a limitation on the taxable value of property for maintenance and operations ad valorem tax purposes filed by Brightforge Energy LLC (Texas Comptroller of Public Accounts Application J0019 under the Texas Jobs, Energy, Technology, and Innovation Act). Description:
The proposed project involves investment of between $750,000,000 and $800,000,000 by Brightforge Energy LLC for the construction of a 900MW natural gas-fired peaking facility to generate electricity for sale into the wholesale power market and address projected capacity shortfalls in the Texas electricity market. The proposed project location is a 94-acre site in Austin County, approximately three miles south of I-10 near Sealy and west of the Houston Metropolitan Area, and Brightforge Energy has requested that the District create a corresponding Reinvestment Zone. The facility would consist of two to four advanced combustion turbines in simple-cycle configuration, directly interconnect to CenterPoint Energy’s 138kV transmission line, and feature emissions controls and hydrogen-fuel capability. Construction could begin as early as January 2026 with targeted completion in December 2028, creating approximately 300 construction jobs and 10 permanent full-time positions. The purpose of the hearing is to receive public comment on the application before the Board of Trustees determines, by official action, whether the District is agreeable to entering into a value limitation agreement as proposed in the application.
